Resolutely fight against formality, waste and negativity in organizing Party Congresses

The newly merged or consolidated Party Committees of communes and wards shall establish a sub-committee on documents, propaganda and congress service (established immediately after the decision to establish a new Party organization is made).

The Party Congress carried out four contents, including summarizing the implementation of the congress resolution for the 2020-2025 term and determining the directions, goals, tasks, and solutions for the 2025-2030 term; discussing and contributing comments to the draft documents of the 14th National Party Congress and documents of the congress of the directly superior party committee; electing the Party Committee for the 2025-2030 term; and electing the delegation to attend the congress of the superior party committee.

For party committees and branches whose direct superiors plan to end operations or merge or consolidate, a congress will be held with the first three contents, without electing delegates to attend the congress of the higher-level party committee.

Party committees and branches that are expected to end their activities will not hold congresses.

For places with difficulties in personnel work, with the direct consent of the superior Party Committee, the congress with 3 contents will not proceed to elect the new Party Committee.

For merged and consolidated party committees and cells, the party congress only carries out two contents, including summarizing the implementation of the congress resolution for the 2020-2025 term on the basis of the content of the congress resolution of the party committee and cell before the merger and consolidation, determining the direction, goals, tasks and solutions for the 2025-2030 term; discussing and contributing comments to the draft documents of the 14th Party Congress and the draft documents of the congress at the direct superior level.

The Standing Committee of the immediate superior Party Committee shall directly appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the Party Committee for the 2025-2030 term and allocate the number and appoint delegates to attend the congress of the superior Party Committee.

Regarding the draft documents of the Party Committee to be submitted to the congress, the Standing Committee of the Provincial Party Committee requested two main reports: the political report of the Party Committee and Party Cell is the central report, playing a guiding role for other documents; the review report of the Party Committee must be combative, uphold the spirit of self-criticism and criticism, and evaluate correctly, objectively, comprehensively, and honestly.

The Standing Committees of the District Party Committee, Town Party Committee, and City Party Committee continue to lead and direct the commune-level Party Committees to complete the political reports of the units. The Standing Committees of the Commune and Ward Party Committees (after the merger) are responsible for developing the political reports of the Party Committees based on the synthesis of the political reports of the Commune, Ward, and Town Party Committees (merged) and the preparations for organizing the Congresses of Commune and Ward delegates for the 2025-2030 term, to be completed before July 10.

The Standing Committee of Hai Duong Provincial Party Committee also provided specific instructions on personnel preparation and election of Party Committees (Hai Duong Newspaper will provide specific information on standards, age, structure, number, process, election in the congress...) .

Regarding time, the party congress or grassroots congress should not exceed 2 days and should be completed before June 30.

The congress of delegates of the directly superior party committee and the party committee of the commune and ward must last no more than 2 days and be completed before August 31.

Preparatory meeting time is included in the congress time, for the direct superior level of the base, not more than 1/2 day.
