The Party committees of newly merged or consolidated communes and wards shall establish subcommittees for documents and subcommittees for propaganda and services for the congress (established immediately after the decision to establish the new Party organization is made).

The Party Congress addresses four main issues: summarizing the implementation of the resolutions of the 2020-2025 term and determining the direction, objectives, tasks, and solutions for the 2025-2030 term; discussing and contributing to the draft documents of the 14th National Party Congress and the documents of the Party Congress at the next higher level; electing the Party Committee for the 2025-2030 term; and electing delegates to the Party Congress at the next higher level.

For Party committees and branches that the immediate superior level intends to cease operations or merge, the congress should focus on the first three agenda items and not elect delegates to the higher-level Party committee congress.

Party committees and branches that are scheduled to cease operations will not hold congresses.

In areas facing personnel difficulties, and with the approval of the immediate superior Party committee, the congress will consist of three agenda items and will not proceed with the election of a new Party committee.

For merged or consolidated Party committees and branches, the Party congress will only address two issues: summarizing the implementation of the resolutions of the 2020-2025 term congress based on the resolutions of the Party committees and branches before the merger or consolidation, and determining the direction, objectives, tasks, and solutions for the 2025-2030 term; and discussing and contributing to the draft documents of the 14th National Party Congress and the draft documents of the next higher-level congress.

The Standing Committee of the higher-level Party Committee shall appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, and deputy chairman of the inspection committee of the Party Committee for the 2025-2030 term, and allocate the number and appoint delegates to attend the higher-level Party Congress.

Regarding the draft documents of the Party Committee to be submitted to the Congress, the Standing Committee of the Provincial Party Committee requested two main reports: the political report of the Party Committee/branch, which is the central report and plays a guiding role for other documents; and the self-criticism report of the Party Committee, which must be combative, uphold the spirit of self-criticism and criticism, and provide accurate, objective, comprehensive, and honest assessments.

The Standing Committees of the district, town, and city Party Committees will continue to lead and direct the commune-level Party Committees to finalize the political reports of their respective units. The Standing Committees of the commune and ward Party Committees (after mergers and consolidations) are responsible for developing the Party Committee's political report based on the consolidated political reports of the merged commune, ward, and town Party Committees, and for preparing for the commune and ward delegate congresses for the 2025-2030 term, to be completed before July 10th.

The Standing Committee of the Hai Duong Provincial Party Committee has also provided specific guidance on personnel preparation and the election of Party committee members (Hai Duong Newspaper will provide specific information on standards, age, structure, number, procedures, and the election process during the congress...) .

Regarding the timeframe, the party congress or delegate congress at the grassroots level should not exceed two days and must be completed before June 30th.

The congresses of the Party committees at the immediate higher level than the grassroots and the Party committees of communes and wards should not exceed 2 days and must be completed before August 31st.

The time spent on preparatory meetings is included in the time allocated for the congress, and for the immediate superior level to the grassroots, it should not exceed half a day.
