Speaking at the Conference summarizing the work of ensuring traffic order and safety in 2023, implementing tasks in 2024 of the National Traffic Safety Committee, taking place on January 9, Deputy Prime Minister, Chairman Chairman of the National Traffic Safety Committee Tran Luu Quang requested that solutions be deployed synchronously, including "dealing more severely" with violations, promoting the cold penalty solution that is currently effective in Vietnam. Nam as well as many countries around the world have done it.
The Deputy Prime Minister requested ministries, branches and localities to pay more attention to the work of ensuring traffic order and safety, in which the leaders must set an example. The functional forces must coordinate better with each other and resolutely refuse any "sending" because if they maintain their seriousness, things will certainly get better.
The Deputy Prime Minister requested to promote the application of information technology and digital transformation in traffic safety work to increase transparency, reduce pressure on functional forces, and help functional forces respond. respond more promptly.
The Chairman of the National Traffic Safety Committee also requested localities to frankly acknowledge and honestly evaluate the situation of traffic safety order violations in their localities to have fundamental solutions, avoiding forms and achievements; increase exchange and sharing of experiences on good practices so that they can be applied immediately in practice in their localities instead of sharing at meetings and summaries; Implement drastically and effectively the work of ensuring traffic order and safety right in the upcoming Lunar New Year of Giap Thin.
According to the report of the National Traffic Safety Committee, in 2023, traffic accidents will continue to be controlled and reduced compared to the same period in 2022 in terms of number of cases and deaths, specifically : Reduced by 1.285 cases (-5.5%), decreased by 1.922 deaths (-14.18%).
There are 33 provinces and centrally run cities with a decrease in the number of deaths due to traffic accidents compared to the same period in 2022, of which 11 localities have a decrease of over 20% in the number of deaths: Thua Thien Hue, Lai Chau, Kien Giang, Ha Tinh. , Binh Duong, Binh Phuoc, Dong Nai, Hoa Binh, Da Nang, Ben Tre, Dien Bien.
28 localities have an increase in the number of deaths due to traffic accidents compared to the same period in 2022, of which 12 provinces have an increase of over 30%: Hung Yen, Lang Son, Kon Tum, Tra Vinh, Son La, Nam Dinh, Long An, Phu Tho, Hai Phong, Thanh Hoa, Vinh Phuc, Tay Ninh. In addition, there are 6 provinces with the number of deaths increasing by over 80% or more: Long An, Phu Tho, Hai Phong, Thanh Hoa, Vinh Phuc and Tay Ninh.
In particular, in the two largest cities in the country, Hanoi and Ho Chi Minh City, traffic accidents have decreased sharply.
In the capital Hanoi, traffic accidents decreased on all 3 criteria: 1.248 cases, causing 710 deaths and 823 injuries. This figure compared to the same period in 2022 has reduced 144 cases (10,3%), decreased 39 deaths (5,2%), decreased 43 injured people (5,0%).
In Ho Chi Minh City, there were 1734 traffic accidents, 663 deaths and 271 injuries. Compared to the same period in 2022, the number of accidents has decreased by 411 (-19.2%), decreased by 116 deaths (-14.9%) and decreased by 271 injuries (-20.5%).
In order to effectively implement the 2023 theme "Respecting the law to build a safe traffic culture", the police have launched efforts to control and handle alcohol concentration violations in localities. With the spirit of "no exceptions, no restricted areas", 770.374 cases of alcohol concentration violations have been handled (accounting for 23,04% of the total number of violations), many of which were civil servants. , officers and soldiers working in the armed forces.
The number of traffic jams and congestion during peak periods is reduced compared to the same period in 2022 after implementing non-stop toll collection nationwide. The situation of violations of overloading vehicles and expanding vehicle walls in localities has been fundamentally handled.
According to Vice Chairman of the National Traffic Safety Committee Khuat Viet Hung, on December 13, 12, the World Health Organization (WHO) officially announced the 2023 Global Road Traffic Safety Report.
According to this report, the standing agency for traffic safety of the United Nations General Assembly, Vietnam is one of 1/45 member countries with the rate of deaths due to road traffic accidents reduced by over 193%. in the period 30-2011.
According to WHO calculations, Vietnam's death rate has decreased from 25,4 people/100.000 people in 2010 to 17,7 people/100.000 people in 2021 (a decrease of 43,5%).
In addition to the results achieved, last year, there were still a number of particularly serious traffic accidents, killing and injuring many people, causing anger in public opinion, typically in Quang Nam. 4 extremely serious traffic accidents left 19 people dead and 25 injured.
“The number of people injured in traffic accidents is still increasing. Violations of road and rail traffic safety corridors have not been handled promptly. Gatherings and signs of illegal racing still occur in some provinces and cities.
The situation of trucks not strictly complying with regulations on loading goods onto vehicles, causing goods to fall on the road, causing loss of traffic safety, has not been thoroughly handled. Traffic congestion tends to increase in large cities. Acts against people on duty have increased," Mr. Khuat Viet Hung said.
The cause of the above limitations is due to the limited effectiveness of law enforcement on traffic safety order in some localities; The awareness of compliance with legal regulations on traffic order and safety among traffic participants, drivers and business owners is still weak. Party committees, authorities and functional forces in some localities still lack drastic direction, and some places rely entirely on functional forces.
In some localities, the coordination in implementing the tasks of ensuring traffic order and safety between agencies and forces is sometimes not tight, considering ensuring the responsibility only of the transport sector and the police..
