
From investment attraction policies to training high-quality human resources, the city is gradually asserting its position, opening up a promising future for the high-tech industry.
Creating high-tech infrastructure
On January 16, 2025, the city inaugurated the second Da Nang Software Park and put into operation the ICT1 building, prioritizing strategic partners, investors, and innovative businesses in the semiconductor and AI sectors. Within just six months of its opening, the city and its partners have developed a series of strategic infrastructures within this concentrated information technology zone.
On March 27th,FPT Group inaugurated its Research and Development (R&D) Center for high technology and semiconductor chips, aiming to bring together 500 technology experts by 2025 and expand in the future.
This center will research and develop 100% of FPT's products, with an average of 10 new products expected to be launched each year. The R&D center plays a role in promoting innovation in Da Nang, creating an ecosystem that connects the startup community, and bringing together experts to research and develop technology products bearing the mark of "Make in Vietnam - Make in Da Nang".

According to Mr. Le Hoang Phuc, Director of the Da Nang Center for Research, Training in Microchip Design and Artificial Intelligence (DSAC), DSAC is collaborating with GASA Company (part of Sovico Group), Synopsys Company, and Tresemi organization (USA) to put into operation a semiconductor and AI training lab.
Simultaneously, DSAC is collaborating with the Da Nang Information Technology Infrastructure Development Center to support the Synopsys, GASA, and Connexus alliance in designing and preparing equipment for the Zebu Lab system's operation lab, which is expected to be operational by the end of 2025.
Notably, on July 28th, the Advanced Packaging Technology Laboratory for Semiconductor Microchips (Fab-Lab) project, with a total investment of VND 1,800 billion, invested by VSAP LAB Joint Stock Company, was launched at Da Nang Software Park No. 2.
The project is divided into two main areas: a lab area focusing on research and development of new packaging technologies; and a fabric lab area for conducting trial production on real wafers, using advanced equipment that meets international standards. It is expected to be operational in Q4/2026. Upon completion and commissioning, the project's designed capacity is expected to reach 10 million products per year, serving both domestic and international markets.
Policy and human resource readiness
In recent times, Da Nang has focused on implementing resolutions of the City People's Council to concretize specific policies for the development of science and technology, innovation, and digital transformation in accordance with Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang city.

As a result, Da Nang's semiconductor ecosystem has grown from an initial 8 design companies to 25 enterprises, attracting many large domestic and international technology corporations; among them, FPT Corporation and Marvell Vietnam Technology Co., Ltd. are two enterprises approved by the City People's Council, recognizing them as strategic partners in the semiconductor and AI fields.
The People's Committee of Da Nang City has issued a plan for the development of the semiconductor and artificial intelligence sector in Decision No. 257/QD-UBND, thereby setting the goal of making Da Nang one of the top three centers nationwide in semiconductor design and artificial intelligence applications by 2030; forming a network for training high-quality human resources and an innovation ecosystem in the semiconductor and artificial intelligence industries. This includes developing at least 5,000 high-quality human resources in the semiconductor field; establishing at least 30 design companies, 2 packaging companies, and at least 5 startups in the semiconductor sector.
Regarding human resources, eight universities and colleges in the city will begin enrolling 600 students in semiconductor microchip majors starting in 2024. It is projected that during the 2025-2030 period, these institutions will enroll approximately 1,000 students annually, contributing to achieving and surpassing the target of 5,000 semiconductor professionals by 2030 as stipulated in Decision No. 257/QD-UBND of the City People's Committee.
As the leading institution in training semiconductor microchip personnel, Associate Professor Dr. Nguyen Huu Hieu, Rector of the University of Technology (Da Nang University), stated that the Microelectronics - Microchip Design major is entering its second year of enrollment. Students will be trained with a total of 151 credits, and the university plans to enroll 60 students in the 2025-2026 academic year.
The program focuses on integrated circuit design, providing knowledge for the entire design process, including both digital and analog integrated circuit design, as well as physical design, and includes ample time for project work. In addition, the program also teaches related topics such as IoT and AI.
Dr. Le Quang Dam, General Director of Marvell Vietnam Technology Co., Ltd., noted that Da Nang is rapidly developing its semiconductor ecosystem. Marvell opened its office in Da Nang in 2024 and has received enthusiastic support from the city government. This is a crucial factor that allows the company to confidently pursue long-term development. Approximately 60 engineers are currently working there, focusing on researching and implementing cutting-edge projects, including those related to photonic chips. Marvell is striving to develop new directions, with 70% of its products related to AI and semiconductor technology.
