Four days have passed, and residents of many hamlets in Lam Thanh commune (Nghe An province) are still living amidst vast, muddy waters. On the afternoon of October 2nd, the rain stopped and the sun came out, but the Lam River from upstream continued to flow in torrents.

On the afternoon of October 2nd, in Hung Loi 2 hamlet (Lam Thanh commune), only a few people remained scattered on some of the multi-story buildings; most residents had evacuated as the floodwaters surged. Some households paddled boats onto the Ta Lam dike to care for their buffaloes, cows, and pigs, and to guard their belongings. People had to erect tarpaulins and temporary shelters on the dike to keep their livestock; poultry such as chickens and ducks were mostly swept away by the flood and could not be gathered in time.

Ms. Phan Thi Lam lamented, "Now that the electricity is out, we can't shower, and we're surviving on instant noodles and dried rations. There was a big flood in 1988, but it wasn't as terrible or prolonged as this one. Just thinking about all the belongings submerged in water and mud, and the cleanup after the flood, is exhausting."

According to Mr. Nguyen Truong Thanh, a member of the Civil Defense Command of Nghe An province, as of the afternoon of October 2nd, 28 communes and 216 villages in the province, with nearly 17,000 households (over 72,000 people), were still deeply flooded due to rising river levels. The Provincial Military Command mobilized nearly 28,000 officers and soldiers along with 56 rescue boats; the Provincial Police also deployed more than 4,200 officers and soldiers and over 11,000 local security forces to support the people.

In Thanh Hoa province, on October 2nd, taking advantage of the sunny weather and receding floodwaters, people in many communes organized rice harvesting in the fields. However, because the rice was exposed to wind and submerged in water for a long time, most of it had flattened and been damaged, so farmers could only salvage what they could by hand, with only a few areas able to use harvesting machines. According to the Department of Agriculture and Environment of Thanh Hoa province, the storm and floods caused severe damage to 6,295 hectares of rice, 3,239 hectares of annual crops, 2,158 hectares of forestry trees, and 502 hectares of fruit trees.

According to the Irrigation Sub-Department (Department of Agriculture and Environment of Ha Tinh province), as of 2 PM on October 2nd, floodwaters have receded in many areas, and the flooding situation has significantly improved. However, more than 5,200 households are still flooded, mainly in communes outside the La Giang dike and along the river. On National Highway 1, the section passing through Bac Hong Linh ward is still flooded to a depth of about 0.7m; authorities have set up barricades and prohibited vehicles from passing to ensure safety.

In Ha Tinh province, electricity has been restored to nearly 361,000 customers (73%), and communication and clean water supply systems have been largely restored to 135,000 out of 159,775 customers (83.2%). 657 educational institutions have resumed classes, while 19 schools remain closed due to flooding.

The Prime Minister directed that efforts be focused on quickly addressing the consequences of Typhoon No. 10.

Following the severe damage caused by Typhoon No. 10 and subsequent flooding, on October 2nd, Prime Minister Pham Minh Chinh signed a directive requesting ministries, agencies, and localities to urgently mobilize all resources and focus on overcoming the consequences, ensuring the stability of people's lives and production as soon as possible. He also urged the immediate repair of affected schools and medical facilities, ensuring students have classrooms and sufficient textbooks, and people have access to medical care.

The Ministry of National Defence and the Ministry of Public Security have directed their units stationed in the affected areas to prepare forces, supplies, equipment, and vehicles (including helicopters if needed) to support localities in overcoming the consequences, especially in areas that are cut off. The Ministry of Finance is requested to urgently compile and propose emergency relief funding, and report to the Prime Minister by October 2nd.
