Proactively convey tax policies to taxpayers
In the context of the strong development of the digital economy and information technology, e-commerce has become an inevitable trend, promoting economic growth and comprehensively changing traditional business methods.
E-commerce platforms and social networks such as Facebook, TikTok, YouTube... are not only popular consumer channels but also vibrant business environments for millions of individuals and organizations - including many famous people (KOLs) and influencers.
Along with the explosion of the digital economy, e-commerce businesses are increasingly diverse, even new forms of business appear while tax law violations are becoming more sophisticated such as using many different accounts to divide revenue, using many accounting systems, hiding under different business models between companies and households, and individual businesses with the aim of concealing revenue, evading taxes, causing loss to the state budget. These are significant challenges in current tax management.
Faced with these challenges, in order for tax policies to reach groups of subjects doing business in the digital economy, tax authorities have proactively and synchronously deployed many propaganda solutions to convey tax policies to taxpayers; at the same time, warning about violations, legal consequences and introducing business models that comply with the law, thereby gradually forming a sense of self-awareness and transparency in tax declaration of the business community on digital platforms.
Hanoi Tax has taken many drastic measures, applied digital technology , analyzed big data from e-commerce platforms, banks, social networks and related organizations... thereby building a separate management database system for business households and individuals and invited cases generating revenue from e-commerce business activities to work to propagate and guide the implementation of tax obligations according to regulations.
Through propaganda and guidance, many business households and individuals who are KOCs, KOSs, KOLs, and individuals have proactively declared and paid to the state budget, with a payment of over 40 billion VND. Particularly, the revenue from business households and individuals paid through the e-commerce portal (portal 888) reached 1,020 billion VND, accounting for 55% of the total payment nationwide.
This positive result comes from the synchronous coordination between tax authorities at all levels and the change in taxpayers' awareness of their obligations and rights. People have gradually become more aware of their responsibilities, obligations, and legal consequences when they do not comply or deliberately avoid them.
A wake-up call for tax evasion
With a spirit of zero tolerance for tax evasion, Hanoi Tax has implemented many synchronous solutions, including coordinating with the police to strictly handle tax evasion, especially for e-commerce business activities, sales through social networking sites such as Facebook, Shopee, Tiki, Lazada...
Many cases have been discovered by the tax authorities and the files have been transferred to the police for investigation and handling according to the provisions of law. A typical case is the case of individual Do Manh Cuong registering and using many sales accounts on e-commerce platforms (Shopee, Tiki, Lazada...) to sell phones, accessories... generating exceptionally large revenue (hundreds of billions of VND) but did not declare and pay taxes according to regulations, evading 2.5 billion VND in taxes, causing a loss to the state budget.
Most recently, in June and July 2025, Hanoi Tax Department coordinated with Hanoi Police to detect and handle 3 cases involving 3 individuals with tax evasion behavior, specifically: TikToker Vu Nam Phuong (Vu Hong Phuc - Cun Bong) and US Pharmaceutical Joint Stock Company. Despite having large revenue both online and in stores, they deliberately did not issue invoices, did not declare taxes fully, causing a loss to the budget of more than 10 billion VND.
The case of MI Hanoi Company Limited, where Doan Manh Hoa was the sales director on e-commerce platforms but did not declare nearly 33 billion VND, concealed through personal accounts, was discovered by Hanoi Tax Department, the case was transferred to the police agency and is being expanded by the police agency for investigation.
The case of Nguyen Thi Thu Huong (Hycloset) doing business and selling clothes, shoes, handbags, and accessories of famous brands through the social network Facebook, generating exceptionally large revenue (nearly 1,000 billion from 2020 to present), but did not declare or pay taxes according to regulations. The location of the livestream sales business at the apartment building is also being further investigated by the police.
These are wake-up calls for the e-commerce business community, including KOLs and celebrities - people who have great influence on the public and have a significant impact on consumer behavior.
A representative of Hanoi Tax said that doing business on digital platforms must go hand in hand with tax responsibility. Any individual or organization - whether a large enterprise or a celebrity - must comply with the law. Intentional tax evasion will have serious legal consequences that directly affect reputation, long-term business operations, and cause damage to the state budget...
