Part 1: Difficulty in proactively controlling breeding stock.

According to Mr. Nguyen Thanh Dong, Deputy Director of the Department of Agriculture and Environment, besides the limitations in scale and number of breeding facilities, the management of breeding quality has not been fully implemented. Many facilities have not applied technical procedures or published breeding standards as required. At the same time, the selection and improvement of breeds have not received adequate attention, especially in small-scale and household farming areas – which account for a large proportion. People mainly breed pigs based on experience, lacking proper documentation and traceability, leading to the risk of crossbreeding and degeneration over generations. Furthermore, importing breeding pigs from other provinces also faces many difficulties due to high transportation costs, potential disease risks, and limitations in quality control.

In the province, many farms have intended to invest in breeding stock production to ensure a reliable supply, but face difficulties with capital and technology. For example, the Le Van Hoa Cooperative in Lung Thang residential area (Doan Ket ward), despite having land and a specific plan, faces significant obstacles due to the required investment of 3 billion VND. This is also a common situation for many livestock farms today; they want to start but lack the necessary resources.

Faced with these difficulties, the Department of Agriculture and Environment has been implementing various solutions to gradually resolve the "bottleneck" in pig breeding. These include focusing on mobilizing resources to develop a local breeding system; advising the Provincial People's Committee to issue Plan No. 1471/KH-UBND, dated April 22, 2024, on the implementation of Decision No. 1741/QĐ-TTg dated December 30, 2023, of the Prime Minister approving the Project on the Development of the Livestock Breeding Industry until 2030. Simultaneously, it is advising on the development of mechanisms and policies to attract investment and encourage businesses and cooperatives to invest in building and expanding centralized breeding facilities, gradually forming a large-scale commercial breeding production chain.

In the coming period, the department will continue to strengthen state management of livestock breeds, intensify inspections of breeding and trading establishments; promptly detect and handle violations, and prevent the circulation of poor-quality and unidentifiable breeding stock on the market. Emphasis will be placed on propaganda, guidance, and technology transfer, supporting breeding establishments in applying advanced technical processes, gradually standardizing production conditions, and publishing quality standards as prescribed. Raising awareness among livestock farmers about the role of breeding work, encouraging the use of breeding stock with clear origins, that has been inspected and is consistent with the province's livestock development orientation. The department will continue to advise on the development of mechanisms and policies to promote investment attraction, encourage businesses and cooperatives to invest in concentrated breeding facilities, improve quality control capacity, and gradually become self-sufficient in local breeding stock sources, meeting the requirements of concentrated, safe, and sustainable livestock development.

In the long term, building a local pig breeding and supply system with the participation of businesses, cooperatives, and farmers will be a necessary direction. By proactively securing a source of breeding stock, farmers will not only reduce costs and minimize risks but also improve productivity and product quality.

Timely resolution of difficulties related to breeding stock is key to the stable and sustainable development of the livestock industry. Once this "bottleneck" is resolved, livestock farming in the province will have more impetus to develop in a commercial direction, increasing value and competitiveness in the future.
