Land clearance for projects


At the recent regular meeting of the Provincial People's Committee, Mr. Ha Quang Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized the need to improve the quality of leadership and management, ensuring comprehensiveness and practicality. Regarding public investment, the task is not only to monitor disbursement progress but also to accurately review the resources allocated to each project. In particular, land clearance needs to be accelerated to create clean land for the implementation of projects, especially key projects. Evaluating results cannot stop at numbers; it must delve into analyzing the causes, clearly identifying the responsibilities of each unit, thereby tightening discipline and improving the efficiency of implementation.
In line with the directive, many comprehensive solutions have been implemented. The Provincial Land Development Center plays a core role, acting as the central coordinating body for advising, organizing implementation, and connecting relevant parties. Mr. Tran Van Sung, Director of the Provincial Land Development Center, stated: From the beginning of 2026, the center has completed its organizational structure, bringing its branches into stable operation, creating a foundation for improving the efficiency of task implementation. Simultaneously, it has proactively coordinated with the Department of Agriculture and Environment to review and propose adjustments to compensation rates to better reflect reality, which are currently being submitted to the Provincial People's Committee for consideration. During implementation, the center has strengthened coordination with the People's Committees of communes and wards, promptly addressing any arising issues; clearly assigning responsibilities, tasks, and timelines for each project, ensuring transparency and accountability. In addition, regular inspections and monitoring will be carried out, and cases of irresponsibility will be strictly dealt with, striving to complete the handover of the land before June 30, 2026.
For land clearance to be effective, the role of local authorities is particularly important. In Binh Lu commune, many key projects are being implemented, such as: the Hoang Lien Pass road tunnel, the Tam Duong road connecting to the Noi Bai - Lao Cai expressway, and the Son Binh Paradise Garden tourist area... These are large-scale projects with extensive land acquisition areas, directly impacting the lives of the people. Under pressure to meet deadlines, the commune's Party committee and authorities have played a "bridge" role, flexibly promoting communication, strengthening dialogue, and promptly addressing compensation, support, and resettlement policies, thereby fostering consensus among the people.


A clear example is the Northern Mountainous Provinces Transport Connectivity Project – a strategically important project in expanding regional connectivity and promoting socio -economic development in Lai Chau. To date, the project's progress has reached over 94%, exceeding the plan by more than 4%; many contract packages have been completed or are nearing completion. This result stems not only from construction efforts but also from close coordination in land clearance work.
According to Mr. Vu Ngoc Khoa, Deputy Director of the Project Management Board for Connecting Transport in the Northern Mountainous Provinces (Project Management Board II, Ministry of Construction), from the very beginning of implementation, the investor established a close coordination mechanism with local authorities and specialized agencies of the province, creating synchronization in each stage of land clearance work. Any arising obstacles were promptly reviewed, discussed, and resolved, ensuring a balance between the interests of the people and the project's progress. Although some bidding packages still faced difficulties due to issues related to residential land, assets on the land, or technical infrastructure requiring relocation, thanks to the decisive and flexible involvement of all parties, bottlenecks were gradually addressed. As a result, cleared land was handed over according to schedule, creating conditions for continuous construction work, striving to complete the project before June 30, 2026.
