Disciplinary action against two former Chairmen of the People's Committee of Quang Ninh province, Nguyen Van Doc and Nguyen Duc Long

The Prime Minister decided to take disciplinary action by removing the positions of Chairman of the People's Committee of Quang Ninh province of Mr. Nguyen Van Doc and Mr. Nguyen Duc Long.

The Prime Minister has signed and issued decisions to discipline two former Chairmen of the People's Committee of Quang Ninh province.

Specifically, according to Decision No. 1347/QD-TTg dated November 14, 2023, the Prime Minister decided to discipline Mr. Nguyen Van Doc by removing him from the position of Chairman of the People's Committee of Quang Ninh province due to violations and shortcomings in his work and the Secretariat had disciplined him; the disciplinary period is calculated from the date of announcement of Decision No. 1001-QDNS/TW dated October 5, 2023 of the Secretariat.

Pursuant to Decision No. 1348/QD-TTg dated November 14, 2023, the Prime Minister decided to discipline Mr. Nguyen Duc Long by removing him from the position of Chairman of the People's Committee of Quang Ninh province due to violations and shortcomings in his work and the Secretariat had disciplined him; the disciplinary period is calculated from the date of announcement of Decision No. 1000-QDNS/TW dated October 5, 2023 of the Secretariat.

Previously, on October 5, at the Party Central Committee headquarters, General Secretary Nguyen Phu Trong chaired a meeting of the Politburo and the Secretariat to review and discipline party organizations and party members with violations and shortcomings.

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that:

The Standing Committee of the Quang Ninh Provincial Party Committee for the 2015-2020 term violated the Party's principles, regulations, and working regulations; laxed leadership and direction, and lacked inspection and supervision, allowing the Provincial People's Council Party Delegation, the Provincial People's Committee Party Executive Committee, the Provincial People's Committee, and many affiliated Party organizations to violate Party regulations and State laws.

Violations by the Standing Committee of the Quang Ninh Provincial Party Committee for the 2015-2020 term have caused serious consequences. Many officials and party members under the management of the Standing Committee of the Provincial Party Committee have been disciplined, some party members have been prosecuted, causing public outrage and reducing the prestige of the Party organization.

Mr. Nguyen Van Doc, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the Provincial People's Council, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the People's Committee of Quang Ninh province, violated the principle of democratic centralism, Party regulations, Working Regulations of the Provincial Party Committee, Party Committee of the Provincial People's Committee, Regulations on what Party members are not allowed to do and responsibilities to set an example; signed and let subordinates sign a number of documents with contents violating Party regulations and State laws; lacked responsibility, lax leadership, direction, lack of inspection and supervision, allowing many violations to occur in projects and bidding packages implemented by the International Progress Joint Stock Company (AIC) and FLC Group Joint Stock Company, causing great losses to the state budget.

Mr. Nguyen Van Doc's violations and shortcomings caused very serious consequences, negatively affecting the reputation of the Party organization and local government.

Mr. Nguyen Duc Long, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the Provincial People's Council, former Secretary of the Party Committee, former Chairman of the People's Committee of Quang Ninh province, violated the principle of democratic centralism, Party regulations, Working Regulations of the Provincial Party Committee, Party Committee of the Provincial People's Committee, Regulations on what Party members are not allowed to do and responsibilities to set an example; signed many documents with contents violating Party regulations and State laws; lacked responsibility, lax leadership, direction, inspection and supervision, allowing many violations to occur in projects and bidding packages implemented by International Progress Joint Stock Company (AIC) and FLC Group Joint Stock Company, causing great losses to the state budget.

Mr. Nguyen Duc Long's violations and shortcomings caused very serious consequences, outraged public opinion, and negatively affected the reputation of the Party organization and local government.

Based on the content, nature, level, consequences, and causes of the violation; according to the Party's regulations on discipline of violating Party organizations and Party members, the Politburo decided to impose a disciplinary warning on the Standing Committee of the Quang Ninh Provincial Party Committee for the 2015-2020 term.

The Secretariat decided to take disciplinary action by removing Mr. Nguyen Van Doc and Mr. Nguyen Duc Long from all Party positions.
