At the ceremony, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia emphasized that the ceremony is an opportunity for the entire Party, people and army; including the Party Committee, government and people of Binh Dinh province to review the heroic history of the nation; to promote the patriotic tradition, the "Tay Son spirit", the spirit of self-reliance, self-reliance, and the aspiration for peace and independence of the nation to successfully implement the Resolution of the 13th National Congress of the Party; to unite and successfully organize the Party Congresses at all levels towards the 14th National Congress of the Party - a Congress of turning point significance, a particularly important milestone on the path of development of the country, opening a new era - the era of the Vietnamese people's rise.
Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia said that the troop transfer, bringing compatriots, cadres, soldiers and students from the South to the North was an extremely important and meaningful event in the history of the Vietnamese revolution. From here, generations of cadres, soldiers, compatriots and students from the South of Binh Dinh province in particular and Inter-zone V in general have constantly strived to study, work, produce, and contribute their efforts to the cause of building socialism in the North. Many compatriots, cadres and students, after studying and training, returned to their homeland, fought side by side with their comrades and teammates to liberate Binh Dinh province, contributing to the liberation of the South and the complete reunification of the country. Many generations of students' children have been trained by the Party and the State, many of whom have become senior leaders of the Party, the State and localities; Generals, senior officers, teachers, doctors, scientists , successful businessmen, etc. devoted themselves to the cause of innovation, construction and protection of the Fatherland.
Comrade Nguyen Trong Nghia acknowledged, commended and highly appreciated the encouraging results that the Party Committee, government, army and people of Binh Dinh province have achieved over the past 70 years. Promoting the revolutionary tradition of resilience, proactiveness and creativity, Binh Dinh province has strived to successfully implement the renovation policy, promote economic development, attract investment, develop science and technology, green economy, digital economy; socio-economic infrastructure has developed synchronously, rapidly, sustainably and modernly; urban and rural areas have increasingly improved; national defense and security have been maintained. Along with that, the policy of reorganizing the two-level government apparatus has been effectively implemented; social security has been ensured, people's lives have been increasingly improved... Those great and comprehensive achievements have made important contributions to the development of the country, and are an important premise for the construction and development of Binh Dinh province in the following years.
Comrade Nguyen Trong Nghia suggested that the Party Committee, government and people of Binh Dinh province and the provinces of the former Inter-Zone V need to continue to strengthen the cooperative relationship, connect more closely and effectively; continue to maximize the strength and advantages of each locality, support each other for mutual development. Focus on thoroughly grasping and implementing drastically and synchronously the Central Government's policy on rearranging and reorganizing administrative units at all levels and building a model of organizing a 2-level local government; especially the policy of merging provinces, opening up development opportunities in the future, making the new province have enough potential and advantages to become a center of processing, manufacturing, services, tourism and culture of the Central and Central Highlands regions; a major center of the country for developing the marine economy; a national and international tourist center with a synchronous and modern economic infrastructure system; developing industry, tourism services, seaports - logistics; high-tech agriculture; digital transformation and innovation center, becoming an attractive investment destination for large domestic and foreign enterprises, and a new economic center of the Central Highlands region.
At the same time, it is necessary to continue to carry out well the work of "Repaying gratitude", "When drinking water, remember its source", organize activities to visit, meet, show gratitude, and honor families of policy beneficiaries, relatives of cadres, soldiers, compatriots and students from the South who gathered in the North.

“Party committees and authorities of Binh Dinh province must also continue to pay attention to and promote the historical value of the relic “Quy Nhon Port - The 300-day point of military regrouping to the North”, which marks the historical mark of compatriots, cadres, soldiers and students from the South regrouping to the North for cadres, party members and people of all walks of life in the province, the Central Highlands and the whole country. Because this is the place that preserves the heroic memories of the army and people of Inter-zone V, is the honor and pride of the Party Committee, government and people of Binh Dinh province, and was entrusted by the Party and President Ho Chi Minh with the task and completed it. We believe that this place will truly become a “red address” to educate history and patriotic traditions for today’s and tomorrow’s young generations; a place for traditional activities for all walks of life, an attractive destination for domestic and foreign tourists…”, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia expressed his wish.
70 years ago, after the Dien Bien Phu victory that “resounded throughout the five continents and shook the world”, the Geneva Agreement on the cessation of hostilities in Vietnam was signed, Binh Dinh was chosen by the Party Central Committee and Uncle Ho as the 300-day area, Quy Nhon Port was the only location to send armed forces and political forces of Inter-zone V to the North. Implementing the policy of the Party Central Committee and Uncle Ho, under the direct leadership and direction of the Zone V Party Committee, Binh Dinh province successfully completed the reception of cadres and party members from the provinces in the region, carried out the troop transfer according to plan, and handed over to the enemy at each time according to the agreement of the two sides. On May 16, 1955, the last train brought 20,000 compatriots, cadres, soldiers and the blood relatives of Inter-zone V to the North, completing the troop transfer according to the Party's policy.
Binh Dinh Provincial Party Secretary Ho Quoc Dung was moved to express that the 300-day event of assembling and transferring troops to the North in Quy Nhon in particular and the South in general was not only a troop transfer to ensure compliance with the Geneva Agreement, but also a long-term vision and plan of the Party Central Committee and Uncle Ho in training and fostering cadres and soldiers, to both contribute to the cause of building socialism in the North and prepare forces for the struggle to liberate the South and rebuild the country after the war. It was also a priceless lesson about "the Party's will, the people's heart", about the shining symbol of the spirit of great solidarity, affirming the truth: "Vietnam is one, the Vietnamese people are one. Rivers may dry up, mountains may wear away, but that truth will never change".

On this occasion, Binh Dinh province was honored to receive the National Monument Ranking Certificate for the Relic “Quy Nhon Port - The Point of 300 Days of Troop Transfer to the North”. The Organizing Committee also presented 25 documents and souvenirs to the martyrs’ relatives.
Within the framework of the celebration, there will also be a special art program with the participation of about 250 artists, singers and actors.
