The 9th session of the 15th National Assembly has the largest volume of legislative content ever.

In his closing speech at the session, National Assembly Chairman Tran Thanh Man said that at this session, the National Assembly reviewed, commented on and decided on a very large volume of work of historical significance, with many important contents, closely linked to the requirements of innovation, institutional improvement, and streamlining of the apparatus, which were followed by voters and people with excitement, expectation and high consensus.

"This is the session with the largest volume of legislative work ever; the spirit of "running and lining up at the same time" but still ensuring order, caution, discipline, compliance with legal regulations and efficiency. The National Assembly passed 34 laws, accounting for 52.3% of the total number of laws issued at 17 sessions of the 15th tenure; the National Assembly also passed 14 legal resolutions and commented on 6 draft laws, most of the laws and resolutions passed achieved a very high consensus of the National Assembly deputies", said National Assembly Chairman Tran Thanh Man.

In particular, the National Assembly discussed and passed the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam with the absolute consensus of the National Assembly deputies, along with many synchronous laws and resolutions, creating a legal basis for innovation and arrangement of the two-level local government apparatus.

The National Assembly discussed the Government's reports on the results of the implementation of the socio-economic development, national defense, security and state budget plans for 2024 and the first months of 2025 and decided on many other important issues to maximize resources to serve the national economy and people's livelihood.

The National Assembly decided to shorten the term of the 15th National Assembly and the term of People's Councils at all levels for the 2021-2026 term; passed a Resolution to establish the National Election Council, elect the Chairman, approve the Vice Chairman and members of the Council; these are important decisions, demonstrating proactiveness and careful preparation for the election in March 2026.

The National Assembly approved the National Assembly's Supervision Program for 2026; conducted questioning on two groups of issues in the fields of finance and education and training. Personnel work was carried out in accordance with Party regulations and State laws, achieving high consensus among National Assembly deputies.

National Assembly Chairman Tran Thanh Man affirmed that the results of the 9th Session are vivid evidence of the Party's will matching the people's will, meeting urgent requirements of objective necessity. Many laws and resolutions considered and approved by the National Assembly at this session are implemented according to new regulations of the Law on Promulgation of Legal Documents in 2025, but with the initiative, close coordination, substance and effectiveness between agencies, it has proven the effectiveness of implementing the policy of innovative thinking in law-making.

"The success of the Session gives us profound lessons about the Party's leadership; lessons about the focus, clarity, strength, and decisive action of state agencies; the proactiveness, determination, steadfastness, solidarity, and unified action of the entire political system; lessons about practicing democracy, listening, professionalism, and quick adaptation to the requirements of innovation; at the same time, this is an opportunity to evaluate the cadre team, only through work can we truly demonstrate our capacity, qualifications, and responsibility, especially in difficult times when work is overwhelming; the Party and the State really need cadres with innovative thinking and determination to act for the country and the people," said National Assembly Chairman Tran Thanh Man.

The National Assembly Chairman emphasized: "The 9th session is an important milestone in the history of constitutional and legislative work.

The decisions and laws passed at this Session are revolutionary, initiating fundamental institutional reforms, orienting tasks for the country's new development stage. The road ahead is still full of difficulties and challenges. The National Assembly will continue to comprehensively innovate, improve its legislative capacity, supervise and decide on important issues of the country; under the leadership of the Party, the National Assembly will continue to accompany the Government, the Fatherland Front, judicial agencies and the entire political system to effectively implement the Constitution and the laws and resolutions that have been issued."

The National Assembly and the National Assembly Standing Committee respectfully thank the close, timely and regular leadership in the preparation and conduct of the Session of the Party Central Committee, the Politburo, the Secretariat, and directly General Secretary To Lam; the National Assembly acknowledges and highly appreciates the close, timely and effective coordination between the agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the Central Organizing Committee, the Central Inspection Committee, the Central Office of the Party, the State Audit and relevant agencies.

The National Assembly Chairman also respectfully thanked the National Assembly deputies for their wholehearted devotion to their work, their support for the policy of innovation in law-making, their willingness to work on Saturdays and after office hours; their lively, democratic, frank, profound, and focused discussions, with true feelings, enthusiasm, and responsibility to the country and the people, their willingness to contribute and
believe in the bright future of the nation.

The National Assembly Chairman respectfully requested the Government, ministries, branches and localities to promptly, seriously, synchronously and effectively implement the laws and resolutions passed by the National Assembly immediately after this Session; especially implementing the Resolutions and decisions of the Central and local governments on merging provincial and communal administrative units... to officially operate two-level local governments from July 1, 2025.

The National Assembly calls on all compatriots and voters to continue to accompany, supervise and contribute opinions so that the decisions of the National Assembly will soon come into life in a practical, effective and sustainable manner, contributing to the successful implementation of socio-economic development goals, ensuring national defense and security, foreign affairs, building the political system, practicing thrift, preventing corruption, waste and negativity; achieving the highest achievements in celebrating the 80th anniversary of the August Revolution and National Day September 2; 80 years of the first General Election to elect the National Assembly of Vietnam; making the best preparations to organize Party Congresses at all levels, towards the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
