Speaking at the opening of the Congress, Party Central Committee member, member of the Standing Committee of the Party Committees of Central Party agencies, Party Committee Secretary, Head of the Office of the President Le Khanh Hai outlined the world, regional and domestic situation; emphasized that 2025 is the final year of the term, of special importance; is the year to celebrate major national holidays; organize Party congresses at all levels towards the 14th National Party Congress; is the year to implement many important policies and resolutions of strategic significance of the Party, to bring our country into a new era.

In that context, the Office Party Congress determined the theme: "Innovating thinking, promoting intelligence, improving the quality of research, consulting, and serving State leaders; building a clean and strong Party organization in all aspects", with the motto "Solidarity - Discipline - Innovation - Development".
The political report presented to the Congress stated that in carrying out the tasks of the 2020-2025 term, the Party Committee's work on political, ideological and ethical Party building has been focused on and strongly innovated. The Party Committee of the Office of the President has organized research, study, dissemination and timely and full implementation of directives, resolutions, regulations and conclusions of the higher-level Party Committee to all cadres, party members and civil servants.
Cadres, Party members, and civil servants of the Office Party Committee must be absolutely loyal to the interests of the Party, the nation, the people, and the people; firmly adhere to Marxism-Leninism, Ho Chi Minh Thought, the Party's ideal goals of national independence, socialism, and the cause of innovation; have a firm stance, viewpoint, and political mettle, and uphold the spirit of responsibility, solidarity, and unity.

Ideological work is always given attention, regularly grasping the situation, listening to the thoughts and feelings of cadres, party members, and civil servants, thereby proposing solutions to solve the problem. The activities of the agency are carried out democratically, openly, transparently, promoting the spirit of self-criticism and criticism, complying with discipline, maintaining solidarity and unity within the entire Party. The work of protecting the Party's ideological foundation, fighting against erroneous and hostile views is given attention. The Office Party Committee has implemented the study and following of Ho Chi Minh's ideology, morality, and style with many innovations and creativity, creating a widespread influence.
Implementing Resolution No. 18-NQ/TW, the Party Committee and the Office's leadership have led and directed the review of functions and tasks; implemented the merger and streamlining of the organizational apparatus. The Party Committee and the Inspection Committee of the Party Committee have seriously, methodically and systematically performed the inspection and supervision tasks; led and directed the inspection and supervision of 7 collectives and 15 individuals in the Party Committee. During the term, the procedures for submitting to the higher-level Party Committee for decision to admit 10 outstanding people into the Party (exceeding the set target)...
The Office Party Committee has seriously implemented the directives and resolutions of the superior Party Committee on mass mobilization work, the Democracy Regulations at the agency, and the skillful mass mobilization emulation movement; implemented the provisions of the Law on Citizen Reception; paid attention to creating conditions for trade union organizations, youth unions, and the Women's Advancement Committee of the agency to promote patriotic emulation movements and campaigns launched by associations at all levels...
Notably, in the past 5 years, the workload serving the activities of the President and Vice President such as: national defense - security; law-making; building a socialist rule-of-law state; judicial reform; considering applications for clemency of death sentences; appointment and dismissal of judicial positions; nationality; amnesty; emulation and rewards; deciding to negotiate and sign international treaties on behalf of the State... has increased significantly, requiring increasingly high quality. The Office has proactively researched, consulted, and gradually overcome difficulties to implement an increasingly systematic, creative, and effective domestic action program...
Along with that, the work of researching, advising, and serving the President and Vice President in implementing foreign affairs programs is carried out with a high sense of responsibility, thoroughness, and professionalism...
Besides the achieved results, there are still some limitations and shortcomings such as the need to continue to improve research and advisory work; the study and following of Ho Chi Minh's ideology, morality and style in some Party cells are still uneven; the work of summarizing, evaluating, praising and rewarding typical advanced models has not yet created a widespread effect...

Basically agreeing with the Political Report, the Review Report of the Party Executive Committee of the Office of the President as well as the directions, tasks and solutions for the coming term, Secretary of the Party Central Committee, Permanent Deputy Secretary of the Party Committees of the Central Party agencies, and Head of the Office of the Party Central Committee Le Hoai Trung requested that Party committees at all levels in the Party Committee continue to improve the quality of research, synthesis and organization to effectively serve the activities of the President and Vice President in accordance with the Constitution and laws.
The Party Committee coordinates well with the leadership of the Office of the President, clearly defining goals, requirements, tasks, and solutions for comprehensive and synchronous implementation, further improving the capacity of advisory work, the quality of research, consultation, and proposals at the level of the Party Committee of the President's strategic advisory body.
Comrade Le Hoai Trung emphasized that it is necessary to continue to focus on leading, directing and organizing the drastic and synchronous implementation of Party building work in terms of politics, ideology and ethics, contributing to building a truly ethical and civilized Party.
"The Party Committee continues to do a good job of educating political theory on Marxism-Leninism and Ho Chi Minh's thought. This is one of the important methods and foundations to build a clean and strong Party and political system. Party committee heads, leaders and managers at all levels must take the lead in studying and following Uncle Ho, must make specific political commitments, act as role models, and match words with deeds," said comrade Le Hoai Trung.

The Party Committee of the Office of the President continues to strengthen the work of inspection and supervision of Party discipline, rectify discipline and order, resolutely and persistently fight to prevent and repel corruption, waste, and negativity, and build a truly clean and strong Party Committee.
At the same time, innovate the leadership of Party committees at all levels in mass mobilization work in the new situation, focusing on strengthening mass mobilization work combined with implementing regulations on public ethics and practicing democracy at the grassroots level. Leaders of mass organizations closely coordinate with heads of agencies to continue implementing the emulation movement of skillful mass mobilization and the patriotic emulation movement; create conditions for mass organizations to participate in contributing ideas to build the Party and government; take care to build a strong Youth Union in terms of politics, ideology and organization...
Along with that, it is necessary to continue to strongly innovate the leadership methods of Party committees at all levels in the direction of improving the capacity for research, forecasting and strategic thinking; applying a scientific working model in advising on planning policies, guidelines and building organizations to implement resolutions, programs and plans, avoiding overlap, innovating the working style of Party committees at all levels, Party organizations, and heads of Party committees to ensure democracy, discipline, close responsibility, science, professionalism and efficiency. Accelerating administrative reform in Party work, digital transformation, application of information technology and artificial intelligence, modernizing infrastructure to serve leadership and direction, building a unified and synchronous database system throughout the Party.
With the traditional strength and solidarity of the Party Committee, comrade Le Hoai Trung believes that the Party Committee of the Office of the President will successfully implement the Resolution of the 9th Party Congress, contributing to the successful implementation of the Resolution of the 1st Congress of Party Committees of Central Agencies and the Resolution of the 14th National Party Congress.
