Battles of wits with criminals

After graduating from the People's Security Academy, Phan Quoc Viet (born in 1993) began working at the Security Investigation Department of the Nam Dinh Provincial Police in 2016. With his love for the profession and his resourcefulness and courage, he and his colleagues have solved many major cases, contributing to the protection of national peace and security.

The years 2023 and 2024 marked a significant turning point in Phan Quoc Viet's career as he participated in handling and investigating 29 cases involving 105 defendants related to various complex crimes, including particularly serious cases on a national scale.

One of the most notable cases was the "Forgery of seals and documents of agencies and organizations" and "Using forged seals and documents" case, which occurred in many provinces and cities nationwide. Phan Quoc Viet stated that the biggest obstacle in the case was the highly sophisticated operation of the perpetrators, who divided themselves into many different groups: a production group, a design group, a transportation group, and a group of collaborators. The groups and their members knew nothing about each other, operating online to easily sever links if detected.

Besides his professional duties, Captain Phan Quoc Viet is very active in Youth Union activities and social activities.

The ringleader used fake identity cards and fictitious names. Another major challenge was that the group operated across provinces and cities nationwide. After a period of surveillance and investigation, Viet and his colleagues determined that the main areas of operation for the ringleader were Ho Chi Minh City and Tien Giang . The Nam Dinh Provincial Police coordinated with the Ho Chi Minh City Police and the Tien Giang Police to launch the case.

Phan Quoc Viet personally conducted undercover investigations in Ho Chi Minh City to monitor the movements and understand the methods and tactics employed by the production, design, and transportation groups. Thanks to Viet's accurate information, the police caught the suspects red-handed while they were forging seals and documents of agencies and organizations.

The case resulted in the prosecution of 48 defendants and the seizure of over 6,000 counterfeit seals and documents (diplomas, transcripts, birth certificates, citizen identification cards, fake driver's licenses, etc.), along with many sophisticated machines used in the criminal activities. The resounding success of the operation not only attracted nationwide attention but was also recognized by the State and the Ministry of Public Security . The President awarded the Second Class Military Merit Medal to the Security Investigation Department of Nam Dinh province. Many individuals and groups, including Mr. Viet, received commendations from the Ministry of Public Security. To completely dismantle this case, Mr. Viet spent more than half a year undercover in Ho Chi Minh City, meticulously and patiently tracking down every trace of the criminals.

Not stopping there, he also directly participated in the investigation of the "Organized Gambling" and "Gambling" case on the online platform 9666club.com - a high-tech criminal ring with a scale of up to 25,000 player accounts and a total transaction amount of approximately 3,600 billion VND. With his sharp data analysis skills and cyber investigation abilities, Viet and his colleagues dismantled the high-tech criminal ring, prosecuting and arresting 10 suspects. This was one of the largest gambling rings in the locality.

According to Viet, the ringleader of this case is a young woman who frequently posts images of a luxurious and extravagant lifestyle on social media to attract gullible and uninformed individuals who want to get rich quickly. He tracked her for five months across various locations, including Nam Dinh, Hanoi, and Thai Nguyen. She typically targeted students, young people, and women, luring them into online gambling rings with attractive profits. Tens of thousands of people fell victim to this scheme.

A passionate heart for the peace of the Fatherland.

Not only involved in economic and high-tech cases, in 2024, Phan Quoc Viet directly discovered and successfully apprehended Tran Cao Phong, a wanted fugitive who had been on the run for 14 years with two arrest warrants for "Fraudulent appropriation of property" and "Abuse of trust to appropriate property." This individual left the area in 2010, using various methods to conceal his identity, living in isolation in several southern provinces, changing his name, not using identification documents, and having no social contact.

The only piece of evidence Viet had was a tiny, blurry black-and-white portrait of the suspect. Using his experience, perseverance, and the intuition of a seasoned investigator, he meticulously examined every detail, unraveling every knot, silently following the faint clues.

He traveled thousands of kilometers from Nam Dinh to An Tay ward, Ben Cat city, Binh Duong province, to approach the suspect. During his investigation, he discovered the suspect was staying in a market area. Using his professional skills, he persuaded the dangerous fugitive Tran Cao Phong to surrender, bringing to an end a evasive life that lasted more than a decade.

Behind these achievements lie countless silent sacrifices. Due to the nature of his work as a reconnaissance and investigator, Viet was frequently away from home, his wife, and children, sometimes for months at a time, tracking suspects. The life of a security officer leaves no room for simple peace; instead, it is filled with sleepless nights, silent journeys, and even dangerous confrontations. Yet, he always possessed a passionate heart dedicated to the people and the country. His wife gradually became accustomed to the intermittent phone calls and holidays without him, and always provided unwavering support, enabling him to successfully complete all his missions.

For Viet, investigation is not just a profession, but an ideal; it's the lifeblood of justice, a belief embedded in every verdict that brings the right person to justice.
