At the ceremony, authorized by the President, Comrade Pham Thanh Ha, Deputy Head of the Office of the President, announced the President's Decision to promote the ranks from Lieutenant General to Senior Lieutenant General for the following Deputy Ministers of Public Security: Le Tan Toi, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs; Le Van Tuyen; Nguyen Van Long.
Presenting the decision and speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong warmly congratulated three People's Public Security officers who were recently promoted from Lieutenant General to Senior Lieutenant General by the Party and State.
The President affirmed that this is the joy, honor and pride of the Party Committee, the leadership of the Ministry of Public Security and all officers and soldiers of the People's Public Security force; at the same time, it is also the joy and honor of the comrades themselves, their families and their hometowns.

Emphasizing that this is the Party and State's recognition and appreciation of the three comrades' efforts in studying, training, striving, achievements, results and contributions to the Party's revolutionary cause, the President stated that the comrades promoted to the rank of Senior Lieutenant General this time are all excellent cadres of the Party, State and Public Security sector; all have received basic and systematic training, matured from units and bases, trained and tested through many positions, fields and working environments; always demonstrated to be cadres with steadfast political will; good moral qualities; exemplary and responsible; always completing their tasks well and excellently.
Faced with the many, heavy, and high requirements in the new situation, the President requested that the comrades who have just been promoted to higher ranks continue to uphold and promote the glorious tradition of the heroic People's Public Security force, preserve revolutionary ethics; continue to study, cultivate, and practice according to the 6 teachings of beloved Uncle Ho and the 6 contents of Uncle Ho's teachings on the ethics of being a general: "A general must be wise - brave - humane - trustworthy - honest - loyal"; unite and be closely attached to the cadres, soldiers, and people; strive to overcome difficulties and challenges, and excellently complete the assigned tasks.
The President hopes that you will continue to work with the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security to focus on leading, directing, and organizing the building of a revolutionary People's Public Security force that is truly clean, strong, disciplined, elite, and modern; always excellently fulfilling its tasks in the new era - the era of rising up, developing richly and prosperously of the Vietnamese nation.
On behalf of the three comrades promoted to higher ranks, in his acceptance speech, Senior Lieutenant General Le Tan Toi expressed his deep gratitude to the Party and State leaders for their constant attention; as well as to the ministries, branches, central agencies, officers and soldiers of the People's Public Security and People's Army for their constant attention, support and facilitation in carrying out their tasks over the past time.
To fully grasp and seriously implement the contents of the President's instructions, directions and assigned tasks. Senior Lieutenant General Le Tan Toi affirmed that these are the major orientations of the Party and State for the tasks of National Defense, Security and Foreign Affairs in the new situation that the comrades who have been promoted in rank must thoroughly grasp and implement.
Senior Lieutenant General Le Tan Toi promised to always be absolutely loyal to the Fatherland, the people, the Party and the State; always put the interests of the nation, the people and the people above all; firmly adhere to the goals and ideals of the Party; remember and seriously implement President Ho Chi Minh's teachings on the ethics of a general; strictly implement the People's Public Security regulations; make great efforts and determination to excellently complete the tasks entrusted to him by the Party, the State, the National Assembly, the Ministry of Public Security and the People.
