Strong transformation
Mr. Nguyen Chi Cong - Head of Duy Xuyen Department of Agriculture and Environment said that from 2018 - 2024, the district has spent about 5 billion VND on implementing the OCOP program. Of which, most of the funding sources prioritize supporting entities to have conditions to invest in infrastructure, purchase machinery, build brands, promote products, etc.
“Thanks to the efforts in implementing the program, by the end of 2024, Duy Xuyen will have a total of 28 products ranked OCOP stars by the Provincial and District People's Committees. Of these, 22 are 3-star products and 6 are 4-star products,” said Mr. Cong.
Mr. Cong said that in 2025, Duy Xuyen has 7 products registered to participate in the OCOP program, including 5 newly developed products and 2 re-classified products. It is expected that this year, the District People's Committee will continue to spend about 600 - 700 million VND to support product owners.

At the conference summarizing specialized programs in new rural construction (NTM) in the period of 2021 - 2025 organized by the Steering Committee of National Target Programs of the province recently, Mr. Nguyen The Hung - Head of the Department of Rural Development of Quang Nam said that OCOP is a key program to develop the economy in rural areas in the direction of promoting internal strength and increasing value.
This is considered an important task and solution in implementing the new rural development program. Quang Nam has completed the assessment and classification of OCOP products at district and provincial levels and has developed 493 products.
Of these, there are 433 3-star products, 58 4-star products, and 2 5-star products, which are health protection food Saphraton - Nam Tra My and baked coconut cake Quy Thu - Que Son. "Quang Nam's OCOP products are increasingly improved in quality, diversified in types, improved packaging designs, and trusted by consumers," said Mr. Hung.

Need to overcome limitations
Despite many achievements, according to Mr. Nguyen The Hung, in recent years, awareness of the OCOP program at all levels, sectors and production entities in Quang Nam has not been adequate; implementation is still quite confusing, and coordination is lacking.

In reality, the staff in charge of and advising on the OCOP program at the district and commune levels are mainly part-time, so the implementation of this program in some localities is still slow and does not meet requirements.
The number of enterprises, cooperatives, and cooperative groups in the province participating in the development of OCOP products is not large and their activities are limited. Notably, the subjects are individual production and business households registering to participate in the OCOP program, accounting for a relatively high proportion (accounting for 50% of the total number of subjects).
Meanwhile, most of this group of entities have small-scale production; limited management and operation capacity; are passive in terms of capital and are still confused in finding markets for their products. Product development and upgrading is still quite slow. The whole province has nearly 85% of products ranked 3-star OCOP, but many entities are not really dedicated to upgrading products and expanding production scale.

“Currently, the Government has issued a new set of criteria with more stringent content and standards. In particular, for 4-star OCOP products, there are some additional strict criteria on environment, intellectual property, and quality certification, which are difficult criteria and require a lot of time to implement.
Meanwhile, most of the OCOP product producers in the province have small and medium-sized production scale and weak economic potential, so investing and perfecting the process to meet the requirements is difficult," said Mr. Hung.
Another limitation in implementing the OCOP program in Quang Nam is that there are still many raw product groups; the division of production lots to monitor and manage product quality and food safety has not been focused on.
The planning and construction of stable raw material areas have not received due attention. The market access capacity of the subjects is still limited, and a system of trade promotion and promotion that is connected and specialized in OCOP products has not been formed...
In 2025, the whole province has 170 products registered to participate in the OCOP program. Of these, 130 are newly developed products and 40 are evaluated and re-accredited.
