On the afternoon of June 5, at the Presidential Palace, President Luong Cuong and the Central Working Delegation worked with the Hung Yen and Thai Binh Provincial Party Committees on implementing the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents and personnel work.

Also attending the working session were Party Central Committee members: Chairman of the Office of the President Le Khanh Hai; Permanent Deputy Chairman of the Central Inspection Committee Tran Van Ron; Member of the National Assembly Standing Committee, Head of the National Assembly Delegation Affairs Committee Nguyen Thanh Hai; members of Working Group 2089. On the side of the Provincial Party Committees of the two provinces, there were comrade Nguyen Huu Nghia, Party Central Committee member, Secretary of the Hung Yen Provincial Party Committee; Nguyen Khac Than, Secretary of the Thai Binh Provincial Party Committee; comrades in the Standing Committees of the Hung Yen and Thai Binh Provincial Party Committees.

At the working session, Hung Yen Provincial Party Secretary Nguyen Huu Nghia, representing the two provinces, reported on the implementation results of the Resolution of the 11th Conference of the 13th Party Central Committee.

Accordingly, the Hung Yen Provincial Party Committee and the Thai Binh Provincial Party Committee organized to thoroughly grasp and seriously and effectively implement the Resolution of the 11th Central Committee and the conclusions and directions of the Politburo , the Secretariat, and the guiding documents of the Central Committee. The Standing Committees of the Hung Yen and Thai Binh Provincial Party Committees established a steering committee to reorganize administrative units in the two provinces and regularly direct the task of merging the two provinces of Hung Yen and Thai Binh, implementing it synchronously and effectively.

The Provincial Party Committee and the Standing Committee of the Hung Yen and Thai Binh Provincial Party Committees have directed Party committees at all levels, agencies and units to develop and basically complete 100% of the projects and plans (equivalent to 37 projects and plans) to rearrange the organizational apparatus to submit to the Executive Committee of the Hung Yen Provincial Party Committee (new) for approval after the Politburo and the Secretariat established the Provincial Party Committee and appointed the Executive Committee of the Hung Yen Provincial Party Committee (new). The project to rearrange Hung Yen and Thai Binh provinces, the project to rearrange commune-level administrative units, and the consultation with voters have achieved good results. Currently, the projects are being submitted by the Government to the National Assembly and the Standing Committee of the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly. It is expected that the number of commune-level administrative units in Hung Yen will decrease by nearly 71.94% and Thai Binh will decrease by 73.2%.

Hung Yen and Thai Binh provinces agreed to effectively use existing headquarters and working equipment, limit the need to change workplaces and disrupt normal operations of agencies and units during and after the process of merging and consolidating agencies, units and organizing a 2-level local government model; quickly switch to working mainly in a digital environment from July 1. The two sides are proactive and ready to implement plans to arrange and set up necessary headquarters and public service facilities immediately after the upcoming merger of the two provinces as well as not to organize district level or merge communal administrative units.

The Standing Committees of the Provincial Party Committees of the two provinces directed the organization of a working conference between the Congress Document Editorial Team, agreeing on a number of contents in the coordination work of building the documents of the Hung Yen Provincial Party Congress (merged). The draft Political Report of the Hung Yen Provincial Party Congress for the 2025-2030 term (after the merger) was built on the basis of inheriting the reasonable content of the draft Political Reports of the Hung Yen Provincial Party Congress and Thai Binh Provincial Party Congress; promptly updating, fully absorbing the new content, thoughts, and guiding viewpoints in the draft documents of the 14th National Party Congress, closely linked to the practical situation of the new Hung Yen province. Along with that, the work of building the personnel plan for the provincial Party Committee for the 2025-2030 term was also commented, discussed, and agreed upon by the Provincial Party Committees of the two provinces.

In addition, the task of leading and directing the development of all aspects of local socio-economic development has also been focused on by the Hung Yen Provincial Party Committee and Thai Binh Provincial Party Committee, achieving many positive results.

Representatives of the two provinces proposed that the Politburo and the Secretariat soon approve the projects of organizations, agencies and units in the vertical sector to serve as a basis for arranging and establishing new corresponding party organizations in the locality; propose that the Central Government soon issue official regulations on the functions, tasks, staffing, and job positions of advisory agencies, assisting Party committees, specialized agencies and public service units under the People's Committees of new communes and wards; regulations on standards, conditions for titles, salary scales and regimes and policies on salaries and allowances for cadres and civil servants at the new commune level...; the arrangement and appointment of cadres of the Military Command of wards and communes and the organization of militia forces after the merger of administrative units.

Concluding the working session, President Luong Cuong highly appreciated the proactive, close and serious coordination between the Standing Committee of Hung Yen Provincial Party Committee and the Standing Committee of Thai Binh Provincial Party Committee, between the departments, branches and sectors of the two provinces in concretizing the resolutions and conclusions of the Central Committee in accordance with the practical situation of the locality; implementing the Project on rearranging administrative units; arranging personnel and preparing documents for the new Provincial Party Congress after the merger, creating high unity within the Party Committee, among cadres, party members and people.

The President emphasized that the implementation of Resolution 11 of the Central Committee has been led and directed by the Standing Committees of the two provinces to be carried out seriously, closely and effectively, without affecting the identified political goals and tasks. Along with that, the Standing Committees of the two provinces have paid attention to leading the implementation of socio-economic development tasks; Party building and rectification work has been promoted; national defense - security, social order and safety have been ensured, creating high consensus and unity in the political system and among the people.

The President assessed that the merger of Hung Yen and Thai Binh provinces is not simply an administrative merger but a strategic step, a breakthrough choice; at the same time, he emphasized that if carried out closely and effectively, it will contribute to creating a new, stronger provincial administrative unit with enough capacity to compete in the Red River Delta and the whole country.

To continue to effectively implement the 11th Central Resolution, the President requested the Provincial Party Committees of the two provinces to continue to thoroughly grasp and closely follow the Central's directive documents; proactively grasp, organize leadership, closely direct, and well implement the remaining contents according to the determined plan. Regarding the implementation of the organization and arrangement of the government apparatus to ensure streamlining, effective, efficient, effective, and close to the people; organize the apparatus to operate effectively, following the determined goals, objectives, and plans. The implementation of the arrangement of the apparatus and cadres must ensure transparency, arrange and assign cadres at all levels to the right people, the right jobs; ensure sufficient capacity to complete tasks; create high solidarity and unity within the organization.

On the other hand, according to the President, the process of perfecting the staff and rearranging the organizational apparatus must ensure the regular and continuous operation of agencies and organizations, absolutely without interruption, and without affecting the activities of the Party, government, people and businesses.

Regarding the preparation for Party congresses at all levels according to Directive No. 45, the President requested the Standing Committees of the two provinces to continue to coordinate closely, prepare well and improve the quality of the document content; in which, it is necessary to pay attention to thoroughly grasping and supplementing the orientations and new points of the Central Committee in the draft Political Report, in the Party building work, in the 10-year socio-economic development strategy (2021 - 2030), the 5-year socio-economic development orientation (2026 - 2030); at the same time, the congress documents must also demonstrate the crystallization of the intelligence, will and development aspirations of the new province. Regarding personnel work, it is necessary to continue to review the quality of the staff, in which, it is necessary to pay special attention to the standards of cadres and the standards of Party Committee members; not to lower the standards because of the structure; must uphold the principle that the arrangement of cadres must be objective, impartial and harmonious between the two localities.

In addition, the President emphasized the need to strengthen inspection and supervision of the implementation of Resolution 11 of the Central Committee; at the same time, it is necessary to have effective measures in the management of public finance and assets, avoiding waste, loss and negativity in the process of reorganizing the organization and apparatus.

Regarding proposals and recommendations, the President assigned the Working Group to fully absorb opinions; any content that falls under the responsibility and authority of central ministries and branches will be forwarded to relevant agencies for research, consideration and handling according to their authority.

The President believes that with high political determination and the spirit of "innovation - dare to think - dare to do - dare to take responsibility", the newly merged province of Hung Yen and Thai Binh will rise to become a bright spot of development in the country.
