Resolutely and methodically implement the work of arranging 2-level administrative units

At the meeting, the representative of the Standing Committee of the Quang Ninh Provincial Party Committee reported on the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee. Accordingly, the Standing Committee of the Provincial Party Committee has focused on, resolutely led and directed comprehensively, closely and promptly in the implementation of the 11th Central Resolution. The work of disseminating, disseminating and studying the Resolution has been organized seriously, synchronously and effectively, with flexible and creative forms.

The work of reorganizing commune-level administrative units and building a model of organizing a two-level local government has been carried out vigorously and systematically, ensuring compliance with the set policies, roadmap, procedures and progress. The reorganization project was elaborately developed, with a very high consensus rate among voters (over 99%). The work of organizing public consultation, discussions at People's Councils at all levels and issuing resolutions to implement the reorganization has been carried out carefully, seriously and in accordance with regulations. According to the roadmap, Quang Ninh province will complete and put into trial operation the two-level local government from June 15.

The operations of agencies and units are maintained stably and smoothly during the preparation process for the arrangement; the transition to a two-level local government model is being carefully and urgently prepared, ensuring the necessary conditions for effective operation after July 1, 2025. The settlement of regimes and policies for affected cadres, civil servants and public employees is organized methodically, publicly, transparently, and with the right subjects and procedures, contributing to stabilizing ideology and creating high consensus among cadres.

Preparations for party congresses at all levels towards the 14th National Party Congress have been carried out seriously, closely following the direction of the Central Committee and local realities. The political report of the Provincial Party Committee has been carefully prepared, fully reflecting major orientations and strategic breakthroughs, in line with the new situation.

The application of information technology and digital transformation in the operations of the political system and state management has been promoted with many clear results. The province has synchronously deployed a new operational management system in Party agencies, organized peak periods of document editing and digitization, completed the information system for handling administrative procedures and enhanced the provision of online public services. The implementation of the "Digital Education for the People" movement, training in artificial intelligence application skills, and digital transformation for cadres has been promoted and deepened.

Economic growth continues to be maintained at a high level, with GRDP in the first quarter of 2025 increasing by 10.91%, exceeding the set scenario. All levels and sectors have proactively reviewed and developed growth scenarios for each quarter, focusing on directing the removal of difficulties and obstacles in public investment, planning, filling materials, site clearance, and conversion of land use purposes. The investment and business environment continues to improve, competitiveness, administrative reform, and satisfaction of people and businesses continue to be among the leading groups in the country, affirming the position of Quang Ninh province as a comprehensive growth pole in the Northern region. The Standing Committee and the Provincial Party Committee have also discussed and agreed to adjust the province's economic growth target for 2025 to over 14%, exceeding 2% compared to the target assigned by the Government in Resolution No. 25/NQ-CP, the highest ever.

Concluding the working session, President Luong Cuong acknowledged and highly appreciated the sense of responsibility, initiative and creativity of the Quang Ninh Provincial Party Committee in organizing research, thoroughly grasping, concretizing and implementing Resolution 11 of the Central Committee, creating high consensus and unity among cadres, party members and people of all walks of life.

The President pointed out that, along with focusing on thoroughly implementing the Resolution of the 11th Central Committee, Quang Ninh province has regularly paid attention to leading the implementation of socio-economic development tasks; Party building and rectification work has been promoted; national defense - security, social order and safety have been ensured; national sovereignty and security over borders and islands have been maintained; foreign affairs activities have been focused on expanding and increasingly going into depth.

Assessing the implementation of the two-level local government as a major and strategic issue, the President requested that Quang Ninh continue to promote the spirit of responsibility, solidarity, courage, innovation and development aspirations, worthy of being a leading locality in the Northern Delta region, a comprehensive growth pole of the Northern region.

The President said that the results achieved in the past time are only the beginning, so in the coming time, the Provincial Party Committee Standing Committee needs to continue to promote the spirit of solidarity, unity, and mutual support; pay attention to doing well the information and propaganda work among cadres at all levels and among the people in appropriate forms; especially on new, core issues in amending the Constitution and building laws; in the orientation of socio-economic development; in Party building work; building the apparatus in the political system; at the same time, thoroughly integrating documents preparing for Party congresses at all levels with thoroughly implementing the Resolution of the 11th Central Committee.

Regarding the implementation of the organization and arrangement of the two-level local government apparatus, the President requested that Quang Ninh must firmly grasp and thoroughly grasp the arrangement to be streamlined, compact, strong, and operate effectively, efficiently, and effectively; continue to thoroughly grasp and closely follow the Central Government's directive documents; organize and closely direct and well implement the remaining contents according to the determined plan. In particular, it is necessary to pay special attention to maintaining the principles, implementing transparency, arranging and assigning the right people at all levels to the right jobs; ensuring sufficient capacity to complete the tasks; creating high solidarity and unity within the organization; selected cadres must truly be people with courage, innovative thinking, daring to think, daring to do, daring to take responsibility, for the common good, and capable of organizing work effectively in the context of a large area and a new model.

The President requested to strengthen inspection and supervision of the implementation of Resolution 11 of the Central Committee; at the same time, it is necessary to have effective measures in the management of public finance and assets, avoiding waste, loss and negativity in the process of reorganizing the organization and apparatus.

Regarding the preparation for Party congresses at all levels, the President suggested continuing to review and prepare the contents of documents well; in which, it is necessary to pay attention to thoroughly grasping and supplementing the Central Committee's orientations and new points in the draft Political Report, in Party building work, in the 10-year socio-economic development strategy (2021-2030), and the 5-year socio-economic development orientation (2026-2030); at the same time, the congress documents must also demonstrate the crystallization of the province's intelligence, will, and development aspirations.

On the other hand, the President said that it is necessary to combine well the ideological, organizational and policy work in resolving the regime for cadres, civil servants, public employees and workers affected by the restructuring of the apparatus and those who are not old enough to be re-elected for a new term, ensuring the correct regime and policies according to regulations; promptly handling problems arising in the implementation. The process of perfecting cadres and restructuring the apparatus must ensure the regular and continuous operation of agencies and organizations, absolutely without interruption, without affecting the activities of the Party, government, people and businesses. At the same time, special attention must be paid to the task of socio-economic development of the locality, striving to achieve the set growth target.

Regarding the difficulties and recommendations, the President requested the Working Group to absorb all local opinions and forward them to relevant agencies for research, consideration and handling according to their authority.

The President believes that, with the spirit of innovation, creativity, courage and high political determination, the Party Committee, government, army and people of Quang Ninh province will continue to promote the great achievements that have been made, successfully implement the Resolution of the 11th Central Conference of the 13th tenure, build documents and personnel for the Provincial Party Congress that are truly exemplary and of high quality, contributing significantly to the success of the 14th National Party Congress.
