Issue a Plan to develop a Decree regulating a number of regimes for sports coaches and athletes during training and competition periods.

Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Decision No. 1722/QD-BVHTTDL on promulgating the Plan to develop a Decree regulating a number of regimes for sports coaches and athletes during training and competition periods (replacing Decree No. 152/2018/ND-CP dated November 7, 2018 of the Government).

The plan is implemented to develop and submit to the Government for promulgation a Decree regulating a number of regimes for sports coaches and athletes during training and competition periods (replacing Decree No. 152/2018/ND-CP dated November 7, 2018 of the Government).

Issue a Plan to develop a Decree regulating a number of regimes for sports coaches and athletes during training and competition periods.

Accordingly, in the last 6 months of 2025, the sports industry will develop a draft document; develop a draft Submission, carry out the prescribed steps to submit the dossier to the Government, seek opinions, and complete the dossier before submitting it to the Prime Minister for signing and promulgation in November.

The Ministry of Culture, Sports and Tourism assigned the Vietnam Sports and Physical Training Department as the standing agency responsible for all work during the process of drafting the Decree, ensuring the order and procedures according to the provisions of the Law on Promulgation of Legal Documents.

The Vietnam Sports Administration is responsible for coordinating with the Departments, Divisions and related units (inside and outside the Ministry) to draft the Decree; Organize meetings of the Drafting Committee and Editorial Team to solicit opinions on the draft Decree; organize consultations with ministries, branches, People's Committees of provinces and centrally-run cities and agencies, units, organizations and individuals subject to the Decree, synthesize comments, receive and explain comments and complete the draft Decree after consultations and workshops. Prepare the draft Decree dossier, related documents such as submissions, reports and ensure material conditions for the drafting of the Decree by the Drafting Committee and Editorial Team.

Agencies and units under the Ministry of Culture, Sports and Tourism, within their scope, functions and tasks, are responsible for coordinating with the Vietnam Sports Department in the process of drafting the Decree to ensure compliance with the provisions of the Law on Promulgation of Legal Documents./.
