At the conference, members of the Provincial Party Standing Committee focused on discussing and giving opinions on issues related to budget and finance. The Provincial Party Standing Committee agreed that submitting the 2024 budget revenue and expenditure settlement to the Provincial People's Council for approval is necessary and in accordance with the guidance of the Ministry of Finance .

According to the draft resolution, the Provincial People's Committee submitted to the Provincial People's Council for approval the 2024 budget revenue and expenditure settlement, including: total state budget revenue of VND 20,298.25 billion, reaching 148.58% of the estimate assigned by the Provincial People's Council (of which, total local budget revenue reached 149.82% of the estimate); domestic revenue of VND 6,530.33 billion, reaching 104.99% of the estimate assigned by the Provincial People's Council; 13/18 revenue items and taxes were completed and exceeded the estimate assigned by the Provincial People's Council; total local budget expenditure of VND 17,758.36 billion, reaching 145.21% of the estimate assigned by the Provincial People's Council.
Regarding the submission and Draft Resolution on supplementing the budget, supplementing with targets and adjusting the provincial budget estimate for 2025 (phase 4), the Standing Committee of the Provincial Party Committee agreed that in order to ensure funding for units to implement policies and regimes for cadres, civil servants, public employees, workers and armed forces to reorganize the apparatus of the political system according to Decree No. 178/2024/ND-CP, dated December 31, 2024 of the Government, it is necessary to submit to the Provincial People's Council to issue a Resolution on supplementing the budget, supplementing with targets and adjusting the provincial budget estimate for 2025 (phase 4).
One of the contents that was thoroughly discussed and unanimously approved by the Provincial Party Standing Committee was the submission and Draft Resolution regulating the decentralization of revenue sources, expenditure tasks and the percentage (%) divided for each local budget level of Tra Vinh province for the period 2022 - 2025.
Comrade Nguyen Van Phuong, Provincial Party Committee member, Director of the Department of Finance, approved the reports and draft resolutions related to budget and finance.
Accordingly, based on the conclusions of the Politburo, the Secretariat, the Prime Minister's decision on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model; to ensure revenue sources, expenditure tasks and the percentage (%) of revenue distribution according to the guidance of the Ministry of Finance on the principles of handling state finances and budgets when reorganizing units at all levels and building a 2-level local government organization model, it is appropriate to submit to the Provincial People's Council for promulgation of a Resolution regulating the decentralization of revenue sources, expenditure tasks and the percentage (%) of distribution for each local budget level of Tra Vinh province for the period 2022 - 2025 (replacing Resolution No. 17/2021/NQ-HDND, Resolution No. 06/2023/NQ-HDND of the Provincial People's Council).
The issuance of this resolution is a step to concretize the Central Government's policies on building a two-level local government and the requirement for public finance reform. The Provincial Party Committee Standing Committee agreed that it is necessary to ensure the principle of reasonable division, maintain stable revenue sources at each level, and create conditions for districts, towns, and cities to be proactive in management.
At the conference, delegates also reviewed the submission and Draft Resolution on assigning and adjusting the medium-term public investment plan for the 2021-2025 period (phase 11), the submission and Draft Resolution on assigning and adjusting the provincial budget public investment plan for 2025 (phase 4).
Accordingly, in order to strive to disburse 100% of the Prime Minister's plan for public investment capital in 2025, the Provincial Party Standing Committee agreed that it is necessary to submit to the Provincial People's Council an adjustment to the medium-term public investment plan for the provincial budget for the period 2021 - 2025 (phase 11) and an adjustment to the public investment plan for the provincial budget in 2025 (phase 4).
Comrade Tran Truong Giang, Director of the Department of Agriculture and Environment, approved the presentation and draft resolution related to the fields of agriculture and environment.
Regarding local financial policy, the Provincial Party Standing Committee agreed with the submission and the Draft Resolution regulating the collection of fees and charges for online public service provision activities in the province according to the "0 VND" principle. This policy aims to encourage people and businesses to perform online public services, increase the rate of records generated in the electronic environment, reduce costs and time for administrative procedures, and contribute to building a digital government.
Regarding the submission and Draft Resolution amending a number of clauses of Article 1 of Resolution No. 08/2022/NQ-HDND dated July 7, 2022 of the Provincial People's Council regulating fees in the field of natural resources in Tra Vinh province, the Standing Committee of the Provincial Party Committee highly appreciated the updating of the names and functions of the units after the organizational structure was rearranged. However, it is necessary to ensure consistency, not interrupt the collection, payment and use of fees for the right purposes.
Comrade Nguyen Quynh Thien, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee spoke at the conference.
In the field of land, 02 important draft resolutions were unanimously approved by the Provincial Party Standing Committee, including: supplementing the list of works and projects requiring land acquisition and supplementing the list of projects requiring land use conversion with rice-growing land area according to the planning in 2025 in Tra Vinh province.
Accordingly, the Provincial People's Committee submitted to the Provincial People's Council for approval to supplement the list of works and projects that must recover land in 2025 with a total of 06 newly registered works and projects with a total land area of 319.47 hectares to build an increasingly complete technical infrastructure system in the province, serving socio-economic development, living and production needs of the people.

The addition of the List of projects that must change the land use purpose with the rice-growing land area according to the planning in 2025 in Tra Vinh province for the Investment Project for Construction and Business of Infrastructure of Ngu Lac Industrial Park (Green iP-2) with the rice-growing land area that must change the land use purpose of 19.22 hectares is appropriate. The Standing Committee of the Provincial Party Committee requires strict management, full assessment of environmental impacts and ensuring the legitimate rights of affected people, and at the same time proposes to strengthen propaganda work to create high consensus in society.
Speaking at the conference, comrade Ngo Chi Cuong emphasized: in order to promptly resolve a number of urgent and important tasks, especially the arrangement of commune-level administrative units and the consolidation of provincial levels, the People's Council of Tra Vinh province, term X, is scheduled to hold the 24th session (special session) on June 16.

The contents of this meeting are very important, having a great impact on socio-economic development and people's lives, contributing to accelerating the progress of key programs, projects and policies of the province in the final stage of the term. Therefore, the appraisal of the contents of the resolution must be truly objective, thorough, ensuring feasibility, consistency and legality.
The Provincial Party Secretary requested the Provincial People's Committee and relevant departments to continue to complete the draft resolutions, carefully and fully prepare the contents to submit to the Provincial People's Council for consideration and decision at the upcoming thematic meeting.
