Proposal to promulgate the Law on Cultural Industries

From the experience of many countries in developing cultural industries, there are suggestions that Vietnam should issue a law on cultural industries.

Many examples of cultural industry policies and achievements were presented at the workshop "Theoretical basis and international experience in perfecting institutions for developing cultural industries to contribute to creating momentum for rapid and sustainable development of the country in new conditions", organized by the Institute of Culture, Arts , Sports and Tourism on November 4 in Hanoi.

The long road of intellectual property economy

The research team from the Vietnam Academy of Social Sciences, Nguyen Cao Duc and Phi Hong Minh, mentioned the policies that Korea has supported for the IP intellectual property economy. Accordingly, they built multi-layered protection systems using both policy and technology. Dr. Phung Ngoc Kien (VNU-Hanoi) emphasized that Europe is leading the way in adjusting the legal corridor for AI-related innovations. While the use of AI actors in Vietnamese cinema is still a legal gray area, Europe has a general data protection regulation (GDPR), which considers images, voices, and facial recognition as biometric personal data and all processing must have clear consent. In addition, the AI ​​Act is a law being completed that classifies the use of AI to create real people as high-risk, requiring warnings, strict control, and algorithm transparency.

Mr. Chu Tien Dat, Chairman of the Board of Members, VTC Multimedia Corporation, commented that Vietnam does not have enough tax incentives to create a competitive advantage compared to countries with a strongly developed gaming industry. Recognizing the driving force of institutions, at the workshop, Mr. Nguyen Quoc Hoang Anh, founder of the creative unit Len Ngan, proposed to promulgate the Law on Cultural Industries. According to him: "This law needs to clearly stipulate the cultural industry sub-sectors, funding mechanisms, public-private investment, tax incentives, and social impact assessment indicators."
