Implementing the Resolution of the Central and the province on the arrangement and merger of commune-level administrative units, the grassroots government apparatus in Ha Tinh province has had many positive changes. Four months after implementing the two-level local government, the People's Council of Ha Huy Tap Ward, Ha Tinh Province, has focused on perfecting the apparatus, organizing People's Council meetings to pass resolutions and issue many important resolutions so that the local government of the ward can soon stabilize and operate. Up to now, the activities of the People's Council of the ward have demonstrated its role as a local state power agency, representing the will, aspirations and mastery of the people, deciding on important local issues, supervising compliance with the Constitution and laws, and supervising the activities of local state agencies.

Issued 15 important Resolutions on: Improving the organization and apparatus; Issuing the Regulations on the operation of the People's Council, the Standing Committee of the People's Council, the People's Council Committees, the delegation groups and the People's Council delegates of the ward; Tasks of socio-economic development, national defense and security in the last 5 months of 2025; Allocating, assigning and adjusting the state budget revenue and expenditure estimates for 2025 after rearranging the administrative apparatus...

The People's Council of Ha Huy Tap Ward also organized meetings with voters, collected and compiled 48 opinions and recommendations from voters and sent them to the Ward People's Committee and related units for response and resolution. At the same time, it regularly monitored and urged the resolution of voters' recommendations.

Regarding supervision work, the Ward People's Council has issued a Resolution on the supervision program for the end of 2025 and 2026. Up to now, 2 specialized supervision teams have been established, plans have been issued and supervision work is expected to be deployed in November 2025.

In Phuc Trach commune, the People's Council of the commune also successfully organized 02 meetings, issued 10 resolutions in accordance with regulations. The resolutions passed were in accordance with the law, within the authority, feasible, suitable to the practical requirements of the commune, and were a favorable basis for implementing socio-economic development tasks, ensuring national defense and security in the area.

The Standing Committee and the People's Council's committees conducted 5 surveys on school facilities; progress and quality of inter-commune roads; land disputes, the lives of the Chut ethnic people... Coordinated with the Vietnam Fatherland Front Committee of the commune to organize meetings with voters before the meetings. Many opinions of voters were received by the leaders of the Commune People's Committee and answered directly to voters at the meetings. The Standing Committee of the Commune People's Council synthesized and agreed to transfer 14 opinions to the Commune People's Committee for settlement according to its authority.

The People's Council has promptly grasped the difficulties and proposed solutions to overcome them, especially in the fields of land, administrative procedures, policies, security and order, land management, petitions, complaints and denunciations of citizens.

Strengthen the role of People's Council delegations in the areas, organize group meetings, collect residents' opinions, and honestly reflect on the People's Council."

Party Secretary, Chairman of the People's Council of Ha Huy Tap Ward, Dau Tung Lam, also said that the meetings and sessions of the People's Council of the ward after the merger were organized in an innovative way to optimize the preparation process and operating methods to ensure democracy, publicity, substance and improve the quality of discussions and resolutions. Specifically, the Standing Committee of the People's Council of the ward directed the Office of the People's Council and the People's Committee of the ward, the Committees of the People's Council of the ward to coordinate with the People's Committee and specialized agencies to review the contents expected to be presented at the session. The contents presented at the session were carefully selected, closely following the direction of the Central and Provincial Party Committees, the urgent issues of voters and the socio-economic development situation of the locality after the merger.

Shorten the time for presenting documents at the session, and spend more time on discussion. The presenting agency and the examining agency, in addition to preparing a full report to send in advance for delegates to study, must have a summary report to present at the session. Increase the live broadcast time of People's Council meetings for voters to follow and supervise.
