Continue to promote interconnected digital transformation to meet the requirements of restructuring the State apparatus

On the morning of June 23, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Deputy Head of the Central Steering Committee on science, technology, innovation and digital transformation (CDS) chaired a conference to disseminate the implementation of Plan No. 02-KH/BCĐTW on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus.

Attending the conference at the Tra Vinh provincial bridge point were comrades: Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Lam Minh Dang, Deputy Secretary of the Provincial Party Committee; Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of provincial departments, branches and comrades in the Provincial Steering Committee on science , technology, innovation and digital transformation development.

At the conference, delegates were informed of the basic contents of Plan No. 02-KH/BCĐTW on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus.

The implementation plan is in two phases, specifically: the urgent phase (until June 30, 2025), focusing on immediately removing institutional, infrastructure, and data bottlenecks to ensure that the two-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025. There will be no interruptions or congestion in handling administrative procedures, affecting the normal operations of people and businesses.

Breakthrough phase (until December 31, 2025), fundamentally overcome the existing shortcomings and inherent weaknesses in digital transformation throughout the entire political system. Complete shared platforms, standardize and connect important databases, substantially improve the quality of online public services, and create a solid foundation for the next stage of development.

The plan also clearly identifies specific objectives for each phase. In particular , from July 1, 2025 to December 31, 2025, the provision of online public services on the National Public Service Portal will be implemented for all administrative procedures eligible for provision. Full-process online public services , in part, in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level , including: ensuring the maintenance and effective provision of 25 full-process online public services integrated on the National Public Service Portal to serve people and businesses; providing 982 online public services with an average number of records of each public service generating at least 1,000 records/year/province; providing online public services for 1,139 administrative procedures with record components replaced by data , reducing paperwork and costs...

Speaking at the conference, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, requested ministries, branches and localities to strictly implement the roadmap according to Plan No. 02-KH/BCĐTW, directly direct, monitor and take responsibility, consider this a key task, and not "outsource" it to specialized departments. Information systems and databases must be built according to the principle of absolute sharing and common use, resolutely eliminating local thinking, ending the situation of fragmented, disconnected and ineffective investment. Continue to put people and businesses at the center; simplify administrative procedures, reduce time and costs and improve people's satisfaction...

In addition, it is necessary to issue full and timely regulations on organizational structure; promptly remove difficulties and obstacles in the implementation process from the central to local levels. For localities, it is necessary to proactively arrange organizational structure, assign clear and unified focal points, ensure timely, effective, smooth and uninterrupted settlement of administrative procedures according to the 2-level local government model...
