The government has just issued Decree No. 249 stipulating mechanisms and policies to attract experts in science , technology, innovation, and digital transformation.
An expert is someone who possesses knowledge, qualifications, and research experience in one or more fields of science, technology, innovation, and digital transformation, meeting the specified criteria.
General criteria: Experts who lead or participate in scientific, technological, innovation, and digital transformation tasks, prioritizing strategic technology sectors in the list of strategic technologies and strategic technology products. Experts must have a clean record, good ethics, and a desire to contribute to Vietnam.
Specific criteria:
An expert is the author or co-author of an invention granted intellectual property protection that has been applied and transferred to create a product with practical value; or possesses in-depth expertise and extensive experience in a relevant industry or field suitable for the task performed in Vietnam and is currently working in the research department of a reputable research institute, university, or enterprise abroad.

Experts must hold doctoral degrees from universities ranked among the top 200 in the world according to prestigious international rankings and have a minimum of 5 years of teaching, scientific research, and technology development experience at reputable research and training institutions abroad.
The expert must hold a PhD and have at least 5 years of experience in scientific research within international science and technology cooperation programs or projects. The expert must have a minimum of 10 international publications in prestigious journals or be a member of the scientific council of reputable journals.
If a candidate does not meet the above criteria, the agency, organization, or unit in need of the expert will decide on the selection and be responsible for that decision.

Salaries and bonuses for professionals
The decree stipulates that salaries must be agreed upon in the labor contract, ensuring they are commensurate with the assigned tasks and consistent with the salary levels in the fields of science, technology, innovation, and digital transformation.
Annual bonuses are determined by the agency, organization, or unit assigned to lead the implementation of science, technology, innovation, and digital transformation programs, tasks, and projects, based on the evaluation of the assigned tasks, with a maximum of 4 months' salary as stated in the labor contract.
Bonuses are earned from leasing, selling, transferring, assigning the right to use, self-exploiting, and utilizing the results of scientific, technological, innovative, and digital transformation projects; and from contributing capital, cooperating, forming joint ventures, partnerships, providing services, or establishing businesses.
The decree states that the state will provide initial support equivalent to one month's salary as stipulated in the labor contract to help with housing, transportation, and essential purchases. Experts are provided with a voluntary annual healthcare package not exceeding 1% of their annual salary as stated in their employment contract. They are also entitled to 7 days of domestic vacation per year and receive financial support equivalent to a maximum of one month's salary as stated in their employment contract for themselves and family members (including spouse and children under 18 years old).
Experts are also entitled to leave as stipulated by labor laws, and are reimbursed for the cost of a round-trip air ticket once a year for the expert and their family members (including spouse and children under 18 years old) to return home.
Experts will be honored or recognized for their contributions upon officially assuming their duties and upon completion of their tasks; they will be met with, commended, and have their reports, suggestions, and proposals heard by high-ranking leaders of the Party and State.
After completing their assigned tasks, the Decree stipulates that foreign experts who wish to do so may have their eligibility requirements for Vietnamese citizenship reduced.
Vietnamese nationals with expertise who wish to work as civil servants or public employees in agencies, organizations, and units of the Party, State, and socio-political organizations but do not yet meet the required standards and conditions may be considered for employment by the competent authority. Furthermore, they may be considered for appointment to leadership and management positions in agencies, organizations, and units of the Party, State, and socio-political organizations without necessarily meeting the requirements regarding age, planned position, political theory qualifications, or length of service in the preceding position.
In addition to the benefits enjoyed by the expert, the expert's spouse and children under 18 years of age while in Vietnam are also entitled to other benefits.
