At 11pm on November 20, Mr. Vo Huy Hoang (32 years old, resident of Tay Nha Trang ward) trembled and said that he had just been brought out by rescue forces after two days of being submerged in flood water .
Mr. Hoang said that for the past two days he had nothing left to eat at home. He survived by drinking spring water and continuously calling for help from authorities.
"By the evening of November 23, my phone was soaked in water so I couldn't continue calling for help. Luckily, a rescue team discovered me and took me out," said Mr. Hoang.

Food support for hundreds of passengers stranded in old Phu Yen

Mr. Nguyen Ngoc Minh, a passenger from Ho Chi Minh City, said: "I traveled from Ho Chi Minh City to Hanoi, but had to wait 48 hours at Tuy Hoa station. It would be dangerous to go when the water rises, so I had to wait. I thank the station for providing enough food and water for passengers."
Mr. Le Quang Vinh, Director of Phu Khanh Railway Exploitation Branch, said that due to prolonged rain and floods, many passengers were stranded at Tuy Hoa (Dak Lak) and Dieu Tri (Gia Lai) stations. As of this morning, the trains had not yet moved, thousands of affected passengers returned their tickets, while the remaining passengers were provided with free meals and drinks at the station waiting room.
“The floods have eroded many railway lines and washed away rocks on the tracks. We are transporting boulders to fix the problem. Once the repairs are complete, the trains can depart because the water has started to recede,” said Mr. Vinh.

On the morning of November 21, Khanh Hoa Hydrometeorological Station issued an urgent flood warning on Dinh Ninh Hoa River. In the past 12 hours, the flood has been slowly decreasing, the water level at 3:00 a.m. on November 21 at the following stations: at Duc My station it was 15.95m, 0.45m above alarm level 1, at Ninh Hoa hydrological station it was 6.38m, 0.68m above alarm level 3, 0.20m lower than the historical flood in 1986 (6.58m).
Khanh Hoa Hydrometeorological Station also forecasts that if Da Ban Lake, Suoi Trau Lake, and EaKrongRou Lake continue to discharge water combined with the current rainfall, the Dinh Ninh Hoa River basin is likely to reach 50-100mm, and in some places over 150mm/24 hours in the next 24 hours.

Many people have been taken to the commune Party Committee headquarters and solid houses in the area. Currently, many deeply flooded areas in the East of the province have been approached and controlled. "Since last night, we have sent down 4 boats. This morning we went to the market to cook, and wrapped nearly 1,000 banh chung and banh tet. Milk, water, and other necessities have also been gathered into gifts to continue the relief work," Linh shared.
Mr. Do Chau Thanh (Hoa Thinh commune) said that thanks to the call from social media groups, the number of people participating in relief has increased from 10 to more than 50. His group divided into 3 areas including Hoa Thinh, Hoa My and Son Hoa, assigning tasks to bring relief goods to people as quickly as possible.
The role of the commune cadres has also been clearly promoted. Captain Trinh Lam Hieu (Son Thanh Commune Police) said that since yesterday, the commune forces have coordinated with provincial agencies to carry out rescue and relief work.
