As the time for phase 1 of the Long Thanh Airport Project to come into operation is getting closer, the need to train human resources to meet the operational requirements inside and outside the airport is becoming an urgent task.

Lesson 3: Developing human resources to serve the exploitation of Long Thanh Airport

For Dong Nai, to fully exploit the development potential of Long Thanh Airport, it not only requires the locality to prepare human resources for the aviation sector alone but also for high-tech and logistics sectors...

Need thousands of highly skilled workers

One of the breakthrough tasks set out by Dong Nai province in the Resolution of the 1st Congress of Dong Nai Provincial Party Committee, term 2025-2030 is to develop high-quality human resources in the fields of high-tech industry, logistics, education , health, science - technology, and digital transformation. With Long Thanh Airport being built according to modern standards, aiming to become an international transit airport, the need for high-quality human resources is one of the key factors to promote the effectiveness of the project.

Deputy General Director of Airports Corporation of Vietnam (ACV) Nguyen Cao Cuong said: To operate an airport effectively, modern infrastructure alone is not enough, the core factor lies in people. Human resources are decisive for the success of Long Thanh Airport.

The total budget for implementing the Project on Training and Developing On-Site Human Resources to Serve Long Thanh Airport in the period of 2024-2026, with a vision to 2030 in the province is more than 121 billion VND, of which the loan capital for students in the period of 2024-2030 is 72 billion VND.

According to the forecast of the Civil Aviation Authority of Vietnam, phase 1 of the Long Thanh Airport Project will need about 14,000 workers with different levels of education and skills. Therefore, to meet the exploitation needs when the airport comes into operation, it is necessary to prepare a large, highly skilled human resource and modern aviation equipment.

On the ACV side, this unit said that, along with the investment and construction work, the unit has researched management and exploitation models to promptly propose and build an organizational model suitable for the preparation and organization of operation and exploitation of Long Thanh Airport. In 2022, ACV organized many conferences with major international transit airports in Asia as well as in the world such as: Incheon Airport (Korea), Changi Airport (Singapore) and Istanbul Airport (Turkey) to exchange and learn experiences in investment, operation and exploitation of international transit airports.

To ensure that the airports are put into operation in a unified, synchronous, continuous and effective manner, the organization and preparation for the operation of Long Thanh Airport must be implemented remotely, early and synchronously, in parallel with the investment and construction work. According to the plan, ACV will establish a Long Thanh Airport branch to perform the role and responsibility of the airport operator in accordance with the law and prepare the necessary conditions for infrastructure, systems, technology, standard procedures, especially human resources for the management and operation of Long Thanh Airport.

Also according to ACV, regarding human resource needs, according to preliminary calculations (not including human resources serving state management agencies), Long Thanh Airport branch (under ACV) needs about 2,000 workers; the airport approach control center (under the Southern Air Traffic Management Company branch) needs 250 workers. Vietnamese airlines such as Vietnam Airlines Corporation, Vietjet Air Joint Stock Company need about 200 workers; foreign airlines (flights over 1,000 km from Long Thanh Airport) need about 100 workers. Ground handling companies need about 2,000 workers; Cargo handling companies need 500 workers; Aviation fuel companies need 500 workers; Catering companies need 200 workers; aircraft maintenance companies need 750 workers.

In early September 2025, during a trip to inspect the progress of the Long Thanh Airport Project, Party Central Committee member and Deputy Prime Minister Tran Hong Ha emphasized: “Long Thanh Airport is an international transit airport meeting 5-star standards, so the management and operation team must also meet 5-star standards. ACV and relevant agencies need to prepare the best human resources, ensuring safe, efficient and modern operations. Dong Nai must soon form a diverse, high-quality service ecosystem to meet passenger needs.”

To have high-quality human resources to serve Long Thanh Airport when it is put into operation, Dong Nai province has planned more than 200 hectares of educational land and is planning to adjust it to 1,800 hectares of educational land to form a university education urban area in Long Thanh to attract domestic and foreign universities to invest. Along with that, it is planning more than 500 hectares of medical land to call for investment in a large-scale hospital system to serve the health care needs of the people when Long Thanh Airport urban area is formed.

For Dong Nai - the locality "located" Long Thanh Airport, this is determined to be the "nucleus" in the new development driving force of the province. Besides the synchronous investment in infrastructure serving the exploitation of Long Thanh Airport, the province has also made important steps in human resources serving the project.

On February 7, 2025, the Provincial People's Committee issued Decision No. 366/QD-UBND approving the Project on Training and Developing On-Site Human Resources to Serve Long Thanh Airport in the period of 2024-2026, with a vision to 2030 in the province. Accordingly, Dong Nai aims to organize training and support job search at Long Thanh Airport (inside and outside the airport) for about 4,800 permanent workers in the province by 2030.

The implementation is divided into 2 phases: phase 2024-2026, implementing the policy of integrating training for 1,600 people; phase 2027-2030, organizing integrated training and ordering training for 3,200 people. At the same time, the implementation process will have a connection between labor supply and demand, coordination between training units and recruiting enterprises, employers (operating units, providing aviation services inside and outside Long Thanh Airport). There is a consensus on the mechanism of prioritizing the recruitment of local workers (on the spot) to work at Long Thanh Airport on the basis of meeting recruitment standards according to regulations of the aviation industry.

In early November 2025, ACV also announced recruitment of personnel to prepare for the operation of Long Thanh Airport in the near future. Accordingly, Long Thanh Airport needs to recruit about 132 workers to work in the terminal operation center, aviation technical service center, and airport area operation center.

Regarding recruitment standards, candidates must be no older than 30 years old (many positions are no older than 35 years old), have graduated from high school, graduated from technical college or higher, or be a level 3/7 worker majoring in mechanics, automation, mechatronics, electronics - telecommunications, information technology, electricity, electrical and electronic engineering technology, air conditioning, electricity - refrigeration, thermal engineering, construction water supply and drainage, environmental engineering technology. In addition, candidates must have an English proficiency of TOEIC 300; TOEFL PBT/ITP from 360 points, TOEFT CBT from 70 points, TOER IBT from 22 points; IELTS minimum 3.5 or higher.

Priority given to local workers

To serve the construction of Long Thanh Airport, Dong Nai province must reclaim about 5,000 hectares of land. In the project area, thousands of households must relocate to "give up" land for airport construction. Therefore, the early stabilization of the lives of people whose land is reclaimed to implement the project, especially the children of households who must relocate to create sustainable, long-term livelihoods, is always a special priority of Dong Nai province.

According to the Project on Training and Developing On-Site Human Resources to Serve Long Thanh Airport in the period of 2024-2026, with a vision to 2030 in the province, Dong Nai has determined to organize training and support job search at Long Thanh Airport for workers and students who have graduated from junior high school and high school, and are healthy enough to fit the training profession (university, college, and intermediate level) according to recruitment needs to serve inside and outside Long Thanh Airport, who are living in households with permanent or temporary legal residence in the province.

Priority is given to vocational training for local workers or those under policy, including: people with revolutionary contributions; people from poor and near-poor households (according to the province's standards); ethnic minorities; demobilized soldiers; people from households whose agricultural land or business land has been recovered.

In mid-August 2025, for the first time, Dong Nai province coordinated with ACV and units in the aviation industry to organize the Long Thanh Airport Job Fair. The fair opened up opportunities with nearly 3,000 recruitment positions for many different professions at Long Thanh Airport.

“There is nothing better than working at an airport near my home. I have prepared myself by studying, taking the IELTS test and studying the right major to have a chance to apply” - Ms. Bui Thi Vy, a student at the University of Economics, Ho Chi Minh City shared.

ACV representative said: After organizing the Long Thanh Airport Job Fair, up to now, nearly 1,300 people have registered to apply for jobs at Long Thanh Airport.

Comrade Le Truong Son, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, said: Dong Nai Province has requested ACV and aviation enterprises to prioritize recruiting people in areas where land has been recovered to support long-term livelihoods, creating a sustainable connection between people and key national projects.
