Creating resources for “4.0 leaders”

In early November 2025, more than 200 outstanding Youth Union officials, members and youths of the four communes of Thanh Oai, Binh Minh, Tam Hung and Dan Hoa participated in the training course "Awakening ideals and aspirations to contribute - Leader 4.0".

The program aims to build a class of "Digital Youth - Young Leaders of the New Era", contributing to concretizing the spirit of Resolution No. 57-NQ/TW of the Politburo , which identifies digital transformation, innovation and science and technology development as strategic breakthroughs for the country's rapid and sustainable development.

According to Binh Minh Commune Party Committee Secretary Nguyen Khanh Binh, the two-level government is simultaneously promoting digital transformation, so it needs a team of pioneering youth with technological skills and creative thinking. Binh Minh Commune Party Committee Secretary Nguyen Khanh Binh emphasized: “Today's Youth Union officials are not only good at movements but also good at technology. They are "4.0 leaders" - people who lead, inspire, help people access digital public services, contributing to bringing the spirit of Resolution No. 57-NQ/TW into life."

From that reality, many models such as "Community Digital Youth Group", "Young Creative Club", "Digital Transformation Rapid Response Team" are being established in communes, connecting youth with local political tasks. Youth Union member Nguyen Thu Trang (Tam Hung commune) shared: "The lesson helped us realize that, the youth of the new era must be the masters of technology, turning it into a tool to serve the community".

After the course, many members proactively established the “Young Leaders 4.0” group, sharing skills and communication ideas, and supporting the government in implementing digital activities at the grassroots level. Models such as “Youth Volunteer Digital Map”, “Online Green Living Festival”, “7-Day Digital Work Challenge” are being proposed to be expanded in communes.

Thanh Oai Commune Youth Union Secretary Nguyen Thi Thanh Lan shared that Thanh Oai Commune Youth Union aims to have 100% of Youth Union units have effective digital youth models by 2026. Each cadre and member will be a nucleus spreading the spirit of innovation and creativity, contributing to building a team of "digital citizens" in the new era. The training course "Awakening ideals and aspirations to contribute - 4.0 Leaders" not only imparts skills, but also ignites in each member the flame of enthusiasm, creativity, and responsibility - qualities needed by today's generation of Vietnamese digital youth.
