At the Conference, journalist Le Quoc Minh, member of the Party Central Committee, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda and Education Commission, President of the Vietnam Journalists Association delivered the opening speech. On behalf of the Standing Committee of the Vietnam Journalists Association, I warmly welcome and respectfully thank the presence of the leaders of the Central Propaganda and Education Commission; Central ministries and branches; leaders of Lam Dong province, and all delegates, comrades and colleagues, who have attended the National Conference today.
We are here today, in a very special context, when the echoes and severe consequences of the historic flood in the Central Highlands provinces last October and in recent days are still there. In those difficult days, the image of journalists working in the flood areas, the golden hearts of the Association at all levels, press agencies and colleagues across the country towards the people, towards journalists in the disaster areas have truly become bright spots of the spirit of "mutual love".
In the same spirit, the Vietnam Journalists Association chose to organize this important Conference in Lam Dong, one of the affected localities, as a specific and timely message of sharing, solidarity and companionship. On behalf of the Standing Committee of the Association, I respectfully acknowledge and commend the units that have taken practical actions, such as Nhan Dan Newspaper and Vietnam National Energy Industry Group with 10 gratitude houses; officials and reporters of Dong Nai Newspaper and Radio - Television, the Banking Journalists Association and Rural Economics Magazine, along with many other press agencies and Journalists Associations, who have actively mobilized, contributed and supported our compatriots and colleagues in the flood-affected areas. That is a valuable encouragement for us to overcome challenges together, stabilize and develop.
At the same time, our Conference takes place at a very meaningful time, when the entire Party, people and army are stepping up the review of the implementation of the 13th National Congress Resolution towards the 14th National Congress of the Party approaching in January 2026 with the determination to build a streamlined, effective and efficient administration.
The policy of merging and consolidating administrative units and streamlining the apparatus is a key political task, requiring the synchronous participation of the entire political system, including the Journalists Association and our press agencies.
The conference "Improving the quality and effectiveness of supporting press activities and Association work in the context of mergers and consolidation" was held to achieve the following goals:
Firstly, create a forum for us to share good experiences, models of editorial management, content development, digital transformation and solutions to stabilize the psychology and protect the legitimate and legal rights of journalists.
Second, we need to especially emphasize and evaluate the implementation of the Program to support high-quality press works at all levels of the Journalists' Association for the 2021-2025 period according to Decision 558 of the Prime Minister.
This is an important financial resource from the State budget and other legal sources of capital, to support professional training, foster young talents and create in-depth journalistic works.
The conference must orientate so that this support source is managed and allocated most effectively, focusing on major topics with high ideological orientation value such as: serving special political tasks, praising the Party, protecting border and island sovereignty, fighting corruption, negativity and building new rural areas. The merger and consolidation must not affect the creative flow and quality of journalism mentioned above.
Third, let's take an objective and comprehensive look at the current state of operations of press agencies and all levels of the Journalists' Association in the process of implementing the merger and consolidation policy. It is necessary to point out the difficulties and challenges in terms of organizational structure, legal status, financial stability, personnel management, and especially the mindset of journalists.
Fourth, synthesize specific, practical, and highly feasible recommendations and solutions to submit to competent authorities. These solutions should aim to strengthen the organization, legal status, and legal status of the Journalists Association at all levels; perfect specific financial mechanisms and policies for press agencies, and support the Journalists Association after mergers and consolidations to ensure sufficient resources necessary to build a professional, humane, and modern revolutionary press.
I expect and believe that, with a high sense of responsibility, frankness and constructiveness, the Conference will listen to voices from the grassroots, understand the concerns of those involved, and thereby find breakthrough directions and solutions to successfully implement major policies and guidelines of the Party and State.
