Evaluating cultural titles: Substantive and objective.

(GLO) - At this time, the Steering Committee for the "National Unity in Building a Culturally Rich Life" movement at all levels is urgently conducting the evaluation and review of cultural titles for 2025, in the spirit of ensuring openness, transparency, and especially aiming for substance and objectivity.

In late October, in Hamlet 3 (Chu Prong Commune), the evaluation process for "Culturally Exemplary Families" took place in a lively and open manner. Each household was assessed, discussed, and given feedback openly at the hamlet meeting or visited individually.

Mr. Tran Quang Nguyen shared: “Every year, my family registers to build a ‘Culturally Exemplary Family’. Being recognized is not only a source of pride but also a motivation for us to continue preserving a civilized lifestyle, developing the economy , and building a happy family.”

According to Mr. Duong Ba Dung, Party Secretary and Head of Village 3, in 2024, 489 out of 520 households in the village achieved the title of "Culturally Advanced Family". What is commendable is that this movement has truly become more in-depth and is no longer merely a formality.

"The villagers proactively implement the village's customs and regulations; actively participate in community activities and compete in economic development. Before the evaluation, the village holds a general meeting to publicly announce the results."

"After that, the list will be posted for 10 days at the village cultural center. Once the list receives high consensus, it will be forwarded to the commune People's Committee for recognition of the cultural title," Mr. Dung emphasized.

In Ia O commune, the process of evaluating cultural titles is also carried out strictly and in accordance with regulations. According to Nguyen Xuan Tuan, Vice Chairman of the Commune People's Committee: Based on the regulations for awarding the titles of "Cultural Family" and "Cultural Village," the commune has developed a specific plan and assigned clear responsibilities to each member of the Steering Committee.

The entire process is guaranteed to be honest, objective, transparent, and fair. In particular, awards are only given to households that register and meet all the criteria according to the scoring system.

"Thanks to that serious approach, the quality of cultural titles in Ia O commune has been steadily improving. Villages and hamlets not only focus on implementing civilized lifestyles in weddings, funerals, and festivals, but also pay attention to environmental protection, production development, and maintaining security and order."

"Thanks to this, the movement to build a cultured way of life has truly spread, closely linked to improving the material and spiritual lives of the people," Mr. Tuan said.

In Binh Khe commune, the Steering Committee for the movement has also implemented many comprehensive solutions to improve the effectiveness of the evaluation process. Currently, the entire commune has 5,586 households with 21,680 people registered to build culturally exemplary families; all 10 villages have registered to strive to continue achieving the cultural village title in 2025.

Mr. Nguyen Thanh Nhan, Head of the Culture and Social Affairs Department of Binh Khe commune, said: “We pay special attention to guidance, inspection, and supervision. The commune's Steering Committee assigns officials to be in charge of each area, regularly monitoring the situation, identifying obstacles, and providing timely support and solutions. The evaluation process is carried out seriously, avoiding favoritism or indiscriminate selection.”

According to Ms. Le Thi Thu Huong, Deputy Director of the Department of Culture, Sports and Tourism, the Department issues annual guidelines on the process of evaluating and recognizing cultural titles in accordance with the latest regulations.

At the same time, organize inspections and training sessions for the district and commune-level steering committees to ensure uniformity in approach. The goal is to ensure that the titles truly reflect the quality of cultural life at the grassroots level, not chasing after quantity or achievements.

According to Ms. Huong, for the evaluation process to be effective, it is necessary to strengthen communication so that people understand the meaning of the movement and the rights and responsibilities of each individual, family, and residential area. When people voluntarily register, self-evaluate, self-monitor, and self-assess the achievements of the movement, it will truly have depth and widespread impact.

In fact, in many localities within the province, the movement to build a cultured way of life has become a solid foundation for comprehensive social development. The evaluation criteria are increasingly being concretized and linked to other movements.

In villages and hamlets, the evaluation process is linked to the National Unity Day. This is not only an opportunity to honor and reward exemplary cultural families and residential areas, but also a chance for the community to share experiences, learn from each other, and set directions for improvement in the following year.
