Sharing with VNA reporters in Phnom Penh, Mr. Uch Leang, acting director of the Department of Asian-African and Middle Eastern Studies, Cambodian Institute of International Relations, Royal Academy of Cambodia (RAC) said that in ASEAN's work, Vietnam plays a very good role in maintaining the stability, sustainability and development of this regional organization.
RAC experts cited that at the end of March, Vietnam provided emergency aid and quickly sent rescue forces to carry out humanitarian missions after the earthquake in Myanmar, an ASEAN member country. In its relationship with Cambodia, Vietnam has always maintained the relationship of “good neighborliness, traditional friendship, and long-term stability” between the two countries.
According to expert Uch Leang, in the context of the current tension related to the border issue between Cambodia and Thailand after the shooting on May 28, Vietnam has called on both sides to make efforts to resolve the issue by peaceful means through reconciliation and negotiation. Specifically, in a statement on May 29, the spokesperson of the Vietnamese Ministry of Foreign Affairs expressed his belief that all disagreements will be resolved by the parties through dialogue and peaceful means, in accordance with the agreement of the two countries, the spirit of ASEAN solidarity and international law. Citing Vietnam's above viewpoint, the Cambodian expert emphasized: "That once again demonstrates Vietnam's proactive, positive and responsible spirit towards ASEAN in particular, as well as regional and international issues in general."
In a recent interview with VNA reporters in Phnom Penh, Dr. Kao Kim Hourn, ASEAN Secretary General, said that Vietnam is an important piece in terms of politics , diplomacy, security, economy, culture and society, thereby helping ASEAN become stronger, more self-reliant and more dynamic.
Sharing the above viewpoint, Mr. Puy Kea, President of the Cambodian Journalists Club (CCJ), emphasized that among the 10 ASEAN members, Vietnam is the third most populous country, after Indonesia and the Philippines. Next, he noted that Vietnam is a country with a long history of regional geopolitical issues and struggles against a number of superpowers; at the same time, it is a neighboring country of China.
From that perspective, the Chairman of CCJ commented that in the context of the current world situation, major countries are having problems with each other, while in ASEAN, Vietnam is in an extremely important geopolitical position, both the US and China are interested. Due to such historical constraints, Vietnam has an extremely important voice within the ASEAN framework, both economically , politically and on many other issues.
Regarding ASEAN's internal affairs, the veteran Cambodian journalist noted that with the principle of consensus, all decisions made by this regional organization require the agreement of all 10 member countries. According to him, Vietnam and other countries all play an important role, but recently, leaders of major countries in the world such as the US, China, France, Russia, etc. have continuously visited Vietnam in many forms such as working visits, official visits and state visits.
From that perspective, analyst Puy Kea commented: “The importance of Vietnam also includes ASEAN, which has the meaning of complementing and supplementing each other. Besides, ASEAN also has cooperative relations with developing countries or continental countries, including Cambodia and Laos. Putting all of them together, it is extremely important, complementary and supplementary for the whole region.”
With nearly three decades of experience in ASEAN summits, journalist Puy Kea believes that Vietnam, like other countries, always has a vision for ASEAN's operation and direction, as well as solutions for economic and trade integration, which is a matter of survival for all people.
According to Mr. Puy Kea, normally, the voice of each country with different viewpoints and visions is always interested and respected at all times. And in the position of a neighboring country of China, Vietnam has an important vision on many issues, including finding solutions to the dispute in the East Sea. From that perspective, the Chairman of CCJ emphasized: "This is also an issue that Vietnam regularly raises, demonstrating the common solution of ASEAN in all forums".
