Nearly 16,000 billion VND to upgrade Nghe An seaport system by 2030

The Vietnam Maritime Administration has just submitted to the Ministry of Construction the Draft Detailed Plan for the development of land and seaport areas of Nghe An for the period 2021 - 2030, with a vision to 2050.

According to the draft, Nghe An seaport system includes the following wharf areas: Nam Cua Lo, Bac Cua Lo, Dong Hoi, Ben Thuy, Cua Hoi; buoy wharves, anchorage and transshipment areas, waiting for bridges and storm shelters.

By 2030, the seaports in the region are expected to handle 22.25 – 26.75 million tons of cargo, including 180,000 – 240,000 TEUs of container cargo. The number of passengers is expected to reach 17,600 – 21,700.

The system will have a total of 9 ports with 27 - 29 wharves, with a total wharf length of about 5,151 - 5,676 m (not including other wharves and ports).

With a vision to 2050, Nghe An seaport continues to expand with new wharves to meet the demand for cargo transportation, with an average annual growth rate of 3.6 - 4.5%.

Total land use demand by 2030 is expected to be about 290.3 hectares, not including the area for industrial park development and logistics services associated with the port. Water surface demand is about 24,852 hectares (including managed water areas without maritime structures).

In terms of resources, the total investment capital for the development of Nghe An seaport system by 2030 is about 15,993 billion VND, of which 1,943 billion VND is invested in public maritime infrastructure and 14,050 billion VND for ports.

According to the Vietnam Maritime Administration, in 2024, the volume of goods through Nghe An seaport reached 14.31 million tons, accounting for 12.3% of the total volume of goods of seaport group No. 2.

The main cargo structure is dry cargo and bulk cargo (accounting for 83.64% equivalent to 11.97 million tons), the rest is containers and liquid cargo (2.34 million tons). In the period of 2020 - 2024, the average cargo growth rate will reach 6.4%/year.

Currently, Nghe An seaport system has 25 hard wharves with a total length of about 3,649 m and 1 buoy wharf. The area has received bulk cargo ships up to 70,000 tons at Vissai specialized port (North Cua Lo) and general cargo ships, containers up to 30,000 tons at Nam Cua Lo wharf area.

However, the current output has only reached about 71.55% of the target set in the detailed planning of the North Central seaport group until 2020, with a vision to 2030. Of which, the South Cua Lo port area reached 4.85 million tons, equivalent to 88.18% of the planned capacity; while the North Cua Lo port area exceeded its capacity with 8.65 million tons, compared to the planned level of 6.25 million tons.

Therefore, adjusting, updating and completing the planning for the development of Nghe An seaport is an urgent requirement, in order to reasonably allocate resources, expand scale, while ensuring overall exploitation efficiency and meeting the socio -economic development needs of the region in the medium and long term.
