Heritage economy depends on natural heritage and cultural heritage resources. Heritage economic development in Ha Long City is mainly based on the outstanding, globally outstanding value of Ha Long Bay and the cultural quintessence that still exists in contemporary life. The city currently has nearly 100 historical, cultural and scenic relics. Of which, there is 1 special national relic, Ha Long Bay Scenic Area, 6 national relics, 16 provincial historical relics, 73 relics in the inventory and classification list, along with many archaeological relics from prehistoric and prehistoric times, reflecting the historical succession since humans appeared in this land thousands of years ago.

Ha Long City also has 16 traditional and modern festivals, typical of which are: Long Tien Pagoda Festival, Ba Men Temple Festival, Tran Quoc Nghien Temple Festival, Bang Ca Village Festival, Van Yen Communal House Festival, Giang Vong Communal House Festival... Traditional festivals are often associated with relics and religious and belief structures such as Long Tien Pagoda, Tran Quoc Nghien Temple, Loi Am Thuong Pagoda... and many other relics that are places where many believers and tourists gather.

Associate Professor, Dr. Duong Van Sau, former Head of the Faculty of Tourism , Hanoi University of Culture, said: Along with the world natural heritage of Ha Long Bay, the cultural heritages existing in Ha Long City with many different types and forms are places for people of all walks of life and tourists to express and demonstrate the most sacred and intimate part of their thoughts, feelings, and respect for supernatural beings; express their wishes for a better life. From this perspective, cultural heritage is the "material shell" containing rich cultural, religious and spiritual connotations. These cultural heritages also contribute to enriching, diversifying, and deepening cultural and ecological tourism programs in the area.

In addition to the above values, the cultural heritage treasure in Ha Long also contains other comprehensive and diverse values, converging to create important economic values ​​when exploiting the values ​​of the world cultural and natural heritage system to develop tourism. In recent times, under the direction and guidance of the province, heritage economic development has been a strategic goal that Ha Long City has strived to achieve and initially achieved many positive results. From only welcoming tens of thousands of visitors before being recognized as a heritage, up to now, Ha Long Bay welcomes millions of visitors each year, contributing to changing the economic structure of the province. Since then, the tourism service industry has developed rapidly, becoming a key economic sector, while bringing practical and sustainable benefits to the community and locality.

However, the total value of the heritage system (including natural heritage and cultural heritage) in Ha Long City can only be transformed into economic values ​​when investing and exploiting through appropriate and effective services to serve the needs of the public as well as tourists. In the period of 2025-2030, many ideas for exploiting the heritage economy will be implemented, creating breakthroughs based on new motivations and production methods, developing the heritage economy in the new period. From there, many investors will come to test ideas and initiatives in building a world-class service center with high brand value in tourism, cultural industry, heritage economy, testing new business models associated with innovative startups in the service sector...

In order for the policy of developing the heritage economy to be effectively implemented and truly transformed into a new driving force for economic development, many models will continue to be developed with specific, scientific, feasible roadmaps, suitable to the characteristics of each heritage. From the construction of pilot models, they will be replicated, the linkage chain will be expanded, calling for the proactive and active participation of the community, which is the main actor and directly benefits from the exploitation of heritage values ​​to develop the heritage economy.

Associate Professor, Dr. Duong Van Sau proposed that it is necessary to organize activities to exploit cultural heritage values ​​on a daily and regular basis at certain, suitable destinations. For example, under the sea, choose suitable islands, on the shore, choose locations such as: Quang Ninh Museum, Long Tien Pagoda, Temple of Duc Ong Tran Quoc Nghien...

Mr. Duong Van Sau also proposed some ideas that could be studied, such as: Rebuilding with unique and impressive architecture the flagpole on Bai Tho Mountain. Erecting a national flag of suitable size, proportional to the spatial structure of Bai Tho Mountain peak so that people from all directions can see the flag. On the top of the flagpole, attach a "wind chip" to measure the wind speed. When the natural wind is not strong enough, the chip will automatically start the fan to provide wind to the flag through the flagpole. That will help the flag to continuously fly in all weathers, whether sunny or rainy.

Similarly, it is also possible to think about repairing, rebuilding the pedestal, and restoring the operation of the whistle system that signals the start and end of shifts. Every day, according to working hours, the whistle will sound loudly to signal the city to start and end shifts with the characteristic whistle that was once closely associated with the workers of the Mining Region. The whistle will be a characteristic sound in the rhythm of life of a coastal city that used to be the center of the Mining Region, now gradually shifting strongly to the rhythm of life of a tourist city.
