The 1st Congress of the Party Committee of the Ministry of Construction is an important political event, marking a major turning point in the work of Party building, organizational consolidation, and comprehensive leadership capacity enhancement of the Party Committee of the Ministry of Construction after the merger of two ministries - the Ministry of Construction and the Ministry of Transport - into a grassroots Party Committee directly under the Government Party Committee, with a larger scale, stature, and higher responsibility.
The Congress was held with the theme: "Improving the leadership capacity and fighting strength of Party committees and organizations at all levels, the operational efficiency of agencies, units and enterprises; promoting the strength of solidarity, joint efforts, unanimity, innovation and creativity, building the Party Committee and the Ministry of Construction to develop strongly and comprehensively, contributing to bringing the country into a new era of the nation".
Speaking at the opening of the congress, Minister Tran Hong Minh stated: Thoroughly implementing and organizing the implementation of Directive No. 45-CT/TW of the Politburo, Plan No. 07-KH/DU of the Government Party Committee, the Party Executive Committee of the Ministry has focused on leading and directing the successful organization of congresses of 151 grassroots party committees, grassroots party cells, departmental party committees and 865 affiliated party cells, ensuring the correct procedures, principles, content, progress and quality according to regulations.
The draft documents of the congress were carefully prepared, absorbing the maximum amount of enthusiastic and responsible contributions from the congresses of the Party Committees and affiliated Party cells, contributing significantly to the process of perfecting the contents of the congress documents.
Assessing the development journey over the past 5 years, Minister Tran Hong Minh emphasized that under the strong leadership and direction of the Party, State, Government and Prime Minister, the support and coordination of central and local ministries, branches and departments; the consensus, efforts and endeavors of the staff, party members, civil servants, public employees and workers, the Party Committee of the Ministry of Construction has promoted its fine traditions, upheld the spirit of solidarity, determination, drasticness, innovation, dynamism and creativity in performing political tasks and achieved many important and comprehensive results in all areas managed by the Ministry.
The Party Committee and the Ministry of Construction have identified and correctly determined the main advantages, bottlenecks, bottlenecks and breakthroughs to focus on effective implementation. Leading, directing, thoroughly grasping, deploying and organizing the implementation of the resolutions and conclusions of the Central Committee, the National Assembly, the Government, the Prime Minister and the Government Party Committee to ensure completeness, timeliness and effectiveness; determined to strive to implement the strategic breakthroughs identified in the Resolution of the 13th National Party Congress, especially some specific results achieved, notably:
The legal document system has been improved, synchronized and decentralization, decentralization and administrative procedure reform have been strengthened. The appearance of infrastructure has changed significantly when the target of 3,000km of expressway was completed by the end of 2025; the construction of phase 1 of Long Thanh International Airport was started and completed; the planning of airports was timely supplemented and adjusted to attract investment, especially Gia Binh International Airport, which has been invested in since 2025;
Completed and approved by competent authorities for investment in major projects such as: North-South high-speed railway, Lao Cai-Hanoi-Hai Phong railway; put into operation the Cat Linh-Ha Dong urban railway, the first metro line in the country, marking a strong shift in thinking about sustainable public transport development;
State management of transportation is increasingly strengthened, serving and meeting transportation needs with high growth rates (higher than GDP growth rates) with positive changes in the quality and structure of transportation services, especially logistics services;
In the leadership and direction of the implementation of political tasks, the Party Committee of the Ministry of Construction has demonstrated its core role in leading and directing not only the successful completion of the targets and tasks set out in the Resolution of the Party Congress of the previous term, but also created breakthroughs on three strategic pillars: perfecting the legal system, developing a synchronous and modern infrastructure, and improving the quality of human resources.
Entering the 2025-2030 term, the Party Committee of the Ministry of Construction clearly identified development opportunities as well as new difficulties and challenges, especially the high requirements for institutional improvement, synchronous infrastructure development, urban construction, smart and sustainable transportation, and ensuring traffic safety.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Party Committee of the Ministry of Construction for the 2025-2030 term is determined to strive to overcome difficulties and challenges, together with the whole country to effectively carry out the tasks of socio-economic development, national defense, security, and foreign affairs; build a clean and strong Party Committee, successfully implement the country's development goals by 2030 when our Party celebrates its 100th anniversary (1930-2030); towards the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945-2045) as determined by the 14th National Party Congress.
The Party Committee of the Ministry of Construction for the 2025-2030 term has identified 6 key tasks; 3 strategic breakthroughs to enhance leadership capacity, operational effectiveness and create clear changes in the entire industry. In the industry's general strategy, the ministry has identified the position and role of the "Quad Pillar Resolutions" including Resolutions No. 57, 59, 66 and 68-NQ/TW as the foundation and consistent orientation for the industry's development in the 2025-2030 period and vision to 2045.
The important tasks and goals for the 2025-2030 term set by the Party Committee of the Ministry of Construction are to focus on leading, directing the implementation and completion of major projects that have a profound impact on socio-economic development, creating breakthroughs in infrastructure, urban and social housing development; completing the goal of having 5,000km of expressways nationwide by 2030; completing and upgrading expressway sections that are not up to standard and pose potential traffic safety risks; expanding expressway sections at the gateways of major urban areas at risk of overload; urban beltways....;
Strive to complete the coastal road according to the plan; speed up the construction of the Lao Cai-Hanoi-Hai Phong railway; start the high-speed railway project on the north-south axis and a number of important national railway routes; and effectively put into operation Long Thanh International Airport.
At the same time, invest in building new and upgrading strategic infrastructure works specializing in maritime, waterways, and aviation, such as seaports in Lach Huyen, Nam Do Son, Cai Mep-Thi Vai, Can Gio, Lien Chieu and call for investment in new airports and seaports according to planning...
Research on synchronously connecting modes of transport, especially seaports and inland waterway ports with railway and road systems, especially in the Southern region and the Red River Delta...; speed up and improve the quality of urbanization; develop urban infrastructure towards modernity, green and smart urban areas, adapting to climate change; associated with the model of public transport development orientation in large cities; promote the completion of the target of 1 million social housing apartments by 2030 according to the Government's Project...

Referring to the current situation, the Prime Minister emphasized that there are more difficulties and challenges than opportunities and advantages; in that context, the two ministries, the Ministry of Construction and the Ministry of Transport, were merged, opening up new development space. The Ministry of Construction is always united and unified to overcome difficulties and challenges.
The Prime Minister summarized the achievements of the Ministry of Construction in recent times: thoroughly grasping, deploying and organizing the strict and effective implementation of the Resolution of the 13th National Party Congress; progressive institutions, synchronous planning; breakthrough infrastructure; difficulties resolved; Party building organization upgraded; the future created; added value; corruption, negativity and waste pushed back.
In particular, the Ministry is striving to complete 3,000km of highways, 1,000km of coastal roads; complete and deploy railway lines. The Ministry has made a breakthrough in comprehensive infrastructure including air, sea, inland waterways...
On behalf of the Government Party Committee, the Prime Minister highly appreciated and commended the achievements of the Ministry of Construction, contributing to the overall development of the country. In addition, the Prime Minister also frankly pointed out the shortcomings and limitations of the construction industry: the real estate market has not yet developed; social housing for the poor and low-income people has not developed much; the strengths of sea and waterway routes are very large, not much investment but have not been exploited; the development of artificial intelligence (AI) and digital transformation has not been promoted; some mechanisms and policies are still slow to change, still "overwhelming"; administrative procedures are still cumbersome.
Regarding lessons learned, the Prime Minister emphasized the need for solidarity and unity on the basis of listening, sharing, respecting and understanding each other; flexible policy responses to the situation, issuing appropriate policies, widely and deeply propagating policies, putting the interests of the country and the people first; focusing on state management, strengthening decentralization, reducing administrative procedures, coupled with supervision and inspection.
In the coming time, the Prime Minister clearly stated that it is necessary to identify Party building, organizational work, personnel work, and improving the capacity and fighting strength of Party organizations and Party members as the most important tasks, ensuring suitability and improving the effectiveness of Party organizations' operations.
Strengthen supervision and inspection: supervise on a large scale, inspect at key points, do not let small shortcomings become big mistakes; especially strengthen the work of preventing and combating corruption, negativity and waste. Must effectively implement the 5 principles of Party building and operation: maximize democratic centralism; self-criticism and criticism; solidarity and unity within the Party, within the Government Party Committee, within the Ministry of Construction Party Committee; closely connect with the people, reduce administrative procedures for the people; operate according to the Constitution, laws and regulations of the Party.
Regarding Party building, the Prime Minister emphasized the need to thoroughly grasp the Party's five leadership methods. The Party Committee of the Ministry of Construction needs to build policies and guidelines suitable to the situation, create development; organize a compact, elite organization, have capable and experienced Party members, each Party member is a propagandist; set an example for cadres and Party members.
Concretize the Party's guidelines and policies, contribute to the Party's guidelines, the guidelines of the Government Party Congress, the 14th Party Congress, and the Resolution of the Ministry of Construction Party Congress. Contribute to the successful implementation of 3 strategic breakthroughs, completing the target of 3,000km of highways and 1,000km of coastal roads by 2025; in fact, about 1,700km of coastal roads have been completed, exceeding the set target, contributing to enhancing the exploitation of marine space.
Developing inland waterways, developing seaports; implementing railway projects, accordingly, we must cooperate to transfer technology; "must look far and wide, think deeply, and do big things".
Regarding specific tasks, the Prime Minister requested to continue identifying key, key tasks and feasible solutions to prioritize leadership and direction. The spirit is to always innovate thinking and act decisively. Strengthen state management, not fall into project management, accordingly, it is necessary to think strategically, plan, and build a tight legal corridor. Promote the development of science and technology, innovation, digital transformation, circular economy, focusing on green transportation and smart cities.
Successfully implement the revolution in organizational structure, perfect the management mechanism of the industry; assign ministry staff to rotate for 3 months to support at the grassroots level; build the industry database. Breakthrough in the development of transportation methods, giving priority to railways and inland waterways. Urgently and synchronously deploy transportation methods to connect, create effects, reduce logistics costs, and increase the competitive value of goods.
Mobilize resources, invest in building mechanisms and policies because resources originate from thinking, motivation originates from innovation, strength originates from the people; build mechanisms and policies to encourage investment; promote public-private partnership because strength comes from the people and businesses; effectively use available resources, especially existing infrastructure; speed up the progress of projects.
The Prime Minister believes that with a new mindset, working methods, and a strong leadership style, the Party Committee of the Ministry of Construction will achieve greater success next year than the previous year, and in each term than the previous term.
The Prime Minister requested the Ministry of Construction to complete and exceed the social development plan (1 million social housing units); develop a plan to start and inaugurate at least 80 projects on August 19 on the occasion of the 80th anniversary of the August Revolution and National Day September 2; make efforts to ensure that children do not lack schools and that people do not lack medical examination and treatment facilities.
* Also at the congress, the Government Party Committee announced the decisions of the Standing Committee of the Government Party Committee appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Ministry of Construction Party Committee for the 2025-2030 term.
Accordingly, comrade Tran Hong Minh, member of the Party Central Committee, Minister of Construction, member of the Government Party Executive Committee, Secretary of the Party Committee of the Ministry of Construction for the 2020-2025 term, was appointed to hold the position of Secretary of the Party Committee of the Ministry of Construction for the 2025-2030 term; appointed the Party Executive Committee of the Ministry of Construction for the 2025-2030 term consisting of 39 comrades; the Standing Committee of the Party Committee of the Ministry of Construction for the 2025-2030 term consisting of 13 comrades.
