The First Congress of the Party Committee of the Ministry of Construction was a significant political event, marking a major turning point in Party building, organizational consolidation, and the enhancement of the comprehensive leadership capacity of the Party Committee of the Ministry of Construction following the merger of two ministries—the Ministry of Construction and the Ministry of Transport —into a single grassroots-level Party Committee directly under the Government Party Committee, with a larger scale, greater stature, and higher responsibilities.
The Congress was held with the theme: “Enhancing the leadership capacity and fighting strength of Party committees and organizations at all levels, improving the operational efficiency of agencies, units, and enterprises; promoting the strength of unity, cooperation, and innovation to build a strong and comprehensive Party Committee and Ministry of Construction, contributing to bringing the country into a new era of national development.”

In his opening remarks at the congress, Minister Tran Hong Minh stated: In accordance with the Political Bureau's Directive No. 45-CT/TW and the Government Party Committee's Plan No. 07-KH/DU, the Party Committee of the Ministry has focused on leading and directing the successful organization of congresses for 151 grassroots party committees, grassroots branches, and departmental party committees, as well as 865 subordinate branches, ensuring adherence to procedures, principles, content, timelines, and quality standards.
The draft documents for the congress were meticulously prepared, incorporating as many heartfelt and responsible contributions as possible from the congresses of subordinate party committees and branches, significantly contributing to the refinement of the congress documents' contents.

Reviewing the development over the past five years, Minister Tran Hong Minh emphasized that, under the decisive leadership and direction of the Party, State, Government, and Prime Minister; with the support and coordination of central and local ministries and agencies; and with the unity, effort, and dedication of the cadres, Party members, civil servants, and workers, the Party Committee of the Ministry of Construction has upheld its fine traditions, demonstrated a spirit of unity, determination, decisiveness, innovation, dynamism, and creativity in carrying out its political tasks, and achieved many important and comprehensive results in all areas under the ministry's management.

The Party Committee and the Ministry of Construction have correctly identified the main advantages, bottlenecks, and breakthroughs to focus on effective implementation. They have led and directed the thorough understanding, implementation, and organization of resolutions and conclusions of the Central Committee, the National Assembly, the Government, the Prime Minister, and the Government Party Committee, ensuring full, timely, and effective execution; and are determined to strive to achieve the strategic breakthroughs identified in the Resolution of the 13th National Congress of the Party, especially with some specific results achieved, most notably:

The legal framework has been improved, synchronized, and strengthened through increased decentralization, delegation of power, and administrative procedure reform. The infrastructure landscape has undergone significant changes with the completion of the 3,000km expressway project by the end of 2025; the commencement and completion of phase 1 of Long Thanh International Airport; and timely additions and adjustments to airport planning to attract investment, especially Gia Binh International Airport, which is scheduled for investment in 2025.

The completion and approval of investment policies for major projects such as: the North-South high-speed railway, the Lao Cai-Hanoi-Hai Phong railway; and the commissioning of the Cat Linh-Ha Dong urban railway line, the country's first metro line, marked a strong shift in thinking about sustainable public transport development;
State management of transportation is being strengthened, serving and meeting transportation needs at a high growth rate (higher than GDP growth rate) with positive changes in the quality and structure of transportation services, especially logistics services;

In leading and directing the implementation of political tasks, the Party Committee of the Ministry of Construction has demonstrated its core role, leading and directing not only the successful completion of targets and tasks set forth in the Resolution of the previous Party Congress, but also creating breakthroughs in three strategic pillars: perfecting the legal framework, developing a synchronous and modern infrastructure, and improving the quality of human resources.

Entering the 2025-2030 term, the Party Committee of the Ministry of Construction has clearly identified development opportunities as well as new difficulties and challenges, especially the high demands for institutional improvement, synchronous infrastructure development, urban construction, smart and sustainable transportation, and ensuring traffic safety.
With the motto "Unity - Democracy - Discipline - Breakthrough - Development," the Party Committee of the Ministry of Construction for the 2025-2030 term is determined to strive to overcome difficulties and challenges, and together with the whole country, effectively implement the tasks of socio-economic development, national defense, security, and foreign affairs; build a clean and strong Party Committee; and successfully achieve the national development goals by 2030, when the Party celebrates its 100th anniversary (1930-2030); and look forward to the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945-2045), as defined by the 14th National Congress of the Party.
The Party Committee of the Ministry of Construction for the 2025-2030 term has identified six key tasks and three strategic breakthroughs to enhance leadership capacity, operational efficiency, and create significant changes throughout the entire sector. In the sector's overall strategy, the ministry has identified the position and role of the "Four Pillar Resolutions," comprising Resolutions No. 57, 59, 66, and 68-NQ/TW, as the foundation and overarching direction for the sector's development during the 2025-2030 period and with a vision to 2045.
The key tasks and objectives set by the Party Committee of the Ministry of Construction for the 2025-2030 term are: focusing on leading and directing the implementation and completion of major projects with profound impacts on socio-economic development, creating breakthroughs in infrastructure development, urban areas, and social housing; achieving the goal of having 5,000 km of expressways nationwide by 2030; completing and upgrading expressway sections that do not meet standards and pose potential traffic safety risks; expanding expressway sections at major urban gateways that are at risk of congestion; and developing urban ring roads...
Striving to complete the coastal road according to the plan; accelerating the construction progress of the Lao Cai-Hanoi-Hai Phong railway; commencing the high-speed railway project on the north-south axis and several important national railway lines; and effectively putting Long Thanh International Airport into operation.
At the same time, invest in the construction and upgrading of strategic infrastructure projects in the maritime, inland waterway, and aviation sectors, such as seaports at Lach Huyen, Nam Do Son, Cai Mep-Thi Vai, Can Gio, and Lien Chieu, and call for investment in new airports and seaports according to the plan...

Research focuses on synchronously connecting various modes of transport, especially seaports and inland waterways, with the railway and road systems, particularly in the Southern region and the Red River Delta; accelerating the pace and improving the quality of urbanization; developing urban infrastructure towards modern, green, smart cities that adapt to climate change; linking it with the model of public transport development in major cities; and promoting the completion of the target of 1 million social housing units by 2030 according to the Government's plan.
Delivering a speech at the congress, the Secretary of the Party Committee of the Government, Prime Minister Pham Minh Chinh conveyed the warm greetings, respectful regards, and best wishes of General Secretary To Lam and other Party and State leaders to all delegates attending the congress. He wished the congress great success.
Referring to the current situation, the Prime Minister emphasized that difficulties and challenges outweigh opportunities and advantages; in this context, the merger of the Ministry of Construction and the Ministry of Transport opens up new development opportunities. The Ministry of Construction has always been united and cohesive in overcoming difficulties and challenges.
The Prime Minister summarized the achievements of the Ministry of Construction in the past period: thoroughly understanding, implementing, and effectively carrying out the Resolution of the 13th National Congress of the Party; progressive institutions and synchronous planning; breakthrough infrastructure; difficulties resolved; Party building organization elevated; future created; added value; corruption, negative practices, and waste pushed back.
In particular, the ministry is striving to complete 3,000km of expressways and 1,000km of coastal roads; and to complete and implement railway lines. The ministry has made breakthroughs in comprehensive infrastructure development in air, sea, and inland waterway transport…
On behalf of the Standing Committee of the Government Party Committee, the Prime Minister highly appreciated and commended the achievements of the Ministry of Construction, contributing to the overall development of the country. Besides that, the Prime Minister also frankly pointed out the shortcomings and limitations of the construction industry: the real estate market is underdeveloped; social housing for the poor and low-income earners is not yet fully developed; the potential of maritime and waterway transport is enormous, but investment is not yet sufficient; the development of artificial intelligence (AI) and digital transformation has not been promoted; some mechanisms and policies are slow to adapt and still too comprehensive; and administrative procedures remain cumbersome.
Regarding lessons learned, the Prime Minister emphasized the need for unity and consensus based on listening, sharing, respecting, and understanding each other; flexible policy responses to the situation, formulating appropriate policies, widely and thoroughly disseminating policies, and prioritizing the interests of the country and its people; focusing on state management, strengthening decentralization and delegation of power, reducing administrative procedures, coupled with supervision and inspection.
Looking ahead, the Prime Minister emphasized that the most important tasks must be identified as Party building, organizational work, personnel work, and improving the capacity and fighting strength of Party organizations and Party members, ensuring appropriateness and enhancing the effectiveness of Party organizations' operations.
Strengthen supervision and inspection: conduct broad-based supervision and focused inspections, preventing minor shortcomings from escalating into major violations; especially strengthen the fight against corruption, negative practices, and waste. The five principles of Party building and operation must be effectively implemented: maximizing democratic centralism; self-criticism and criticism; unity and solidarity within the Party, within the Government Party Committee, and within the Ministry of Construction Party Committee; close ties with the people, reducing administrative procedures for the people; and operating in accordance with the Constitution, laws, and Party regulations.
Regarding Party building work, the Prime Minister emphasized the need to thoroughly understand the five methods of Party leadership. The Party Committee of the Ministry of Construction needs to develop guidelines and policies that are appropriate to the situation and conducive to development; organize a streamlined and efficient structure; have capable and experienced Party members, with each Party member acting as a propagandist; and set a good example for cadres and Party members.
Specifically, it concretizes the Party's guidelines and policies, contributing to the Party's guidelines, the guidelines of the Government Party Congress, the 14th National Party Congress, and the Resolution of the Party Congress of the Ministry of Construction. It contributes to the successful implementation of the three strategic breakthroughs, achieving the target of 3,000km of expressways and 1,000km of coastal roads by 2025; in reality, approximately 1,700km of coastal roads have already been completed, exceeding the set target and contributing to enhanced exploitation of the marine space.
Developing inland waterways and seaports; implementing railway projects, which require cooperation for technology transfer; "we must look far ahead, think deeply, and do things on a large scale."
Regarding specific tasks, the Prime Minister requested continued identification of key priorities and feasible solutions to prioritize leadership and guidance. The spirit is to always innovate thinking and act decisively. Strengthen state management, avoiding project-based management; therefore, strategic thinking, planning, and the establishment of a robust legal framework are necessary. Promote the development of science and technology, innovation, digital transformation, and the circular economy, with a focus on green transportation and smart cities.
Successfully implementing a revolution in organizational structure and perfecting the industry's management mechanisms; assigning ministry officials for a three-month rotation to support grassroots levels; and building an industry database. Making breakthroughs in the development of transportation methods, prioritizing railways and inland waterways. Expeditiously implementing a synchronized approach to transportation methods to create connectivity, generate synergies, reduce logistics costs, and increase the competitiveness of goods.
Mobilize resources and invest in building mechanisms and policies because resources originate from mindset, motivation from innovation, and strength from the people; build preferential mechanisms and policies to encourage investment; promote public-private partnerships for the strength of the people and businesses; effectively utilize available resources, especially existing infrastructure; and accelerate the progress of projects.
The Prime Minister expressed confidence that with new thinking, working methods, and a decisive leadership style, the Party Committee of the Ministry of Construction will achieve greater success each year than the previous one, and each term will surpass the previous one.
The Prime Minister requested the Ministry of Construction to exceed the social development plan (1 million social housing units); to develop a plan to commence and inaugurate at least 80 projects on August 19th to commemorate the 80th anniversary of the August Revolution and National Day on September 2nd; and to strive to ensure that no children lack access to large schools and no people lack access to medical facilities.
* Also at the congress, the Party Committee of the Government announced the decisions of the Standing Committee of the Party Committee of the Government appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Party Committee of the Ministry of Construction for the 2025-2030 term.
Accordingly, Comrade Tran Hong Minh, Member of the Central Committee of the Party, Minister of Construction, Member of the Executive Committee of the Government Party Committee, Secretary of the Party Committee of the Ministry of Construction for the 2020-2025 term, was appointed to the position of Secretary of the Party Committee of the Ministry of Construction for the 2025-2030 term; the Executive Committee of the Party Committee of the Ministry of Construction for the 2025-2030 term was appointed, consisting of 39 comrades; and the Standing Committee of the Party Committee of the Ministry of Construction for the 2025-2030 term was appointed, consisting of 13 comrades.
