ASEAN promotes cooperation in science, technology and innovation for a prosperous future

The 21st ASEAN Ministerial Meeting on Science, Technology and Innovation (AMMSTI-21) marked the initial launch of the ASEAN Plan of Action on Science, Technology and Innovation (APASTI) for the period 2026 - 2035, opening a new chapter in regional science, technology and innovation cooperation.

On June 20, 2025, the AMMSTI-21 Conference took place in Jakarta, Indonesia under the chairmanship of the Chairman of the Indonesian National Research and Innovation Agency (BRIN). The Conference was attended by ASEAN Secretary General, Mr. Kao Kim Hourn, and leaders of the ministries of science, technology and innovation of ASEAN member countries. The Vietnamese delegation attending this Conference was led by Deputy Minister of Science and Technology (MOST) Bui The Duy.

AMMSTI-21 marked the launch of the APASTI Plan 2026-2035, opening a new chapter in regional science, technology and innovation cooperation. The 10-year plan aims to foster an inclusive and future-ready science, technology and innovation ecosystem through effective governance, proactive strategic planning and flexible financing mechanisms. Priority areas include: space, healthcare, emerging and foundational technologies, new energy, blue economy , circular economy, water, agriculture, forestry and food.

APASTI 2026-2035 also emphasizes the contribution of countries such as perfecting legal corridors, developing digital platforms and supporting startups to expand cross-border cooperation in ASEAN.

Speaking at the AMMSTI-21 Conference on the theme "Strengthening ASEAN's Science, Technology and Innovation Ecosystem: National Commitments to Implement APASTI 2026 - 2035 to Strengthen Regional Influence" , Deputy Minister of Science and Technology Bui The Duy emphasized Vietnam's commitment to making practical contributions to the implementation of APASTI. At the national level, Vietnam is actively perfecting institutions to promote the development of science, technology and innovation through amending the Law on Science, Technology and Innovation to remove legal barriers. Vietnam has identified 11 priority strategic technology groups including artificial intelligence, semiconductor chips, green energy, smart agriculture, quantum technology, digital infrastructure, etc. in line with ASEAN's long-term orientation. At the same time, Vietnam is also promoting a culture of innovation for all people, optimizing limited resources, and creating practical values ​​from what is available for rapid development.

The conference also noted the launch of the NEXUS initiative - a multi-level cooperation program between ASEAN and Japan worth 100 million USD to enhance sustainable research and develop high-quality human resources in the region. Within this framework, Vietnam has proactively proposed research cooperation with Japan in the field of semiconductors, one of 11 strategic technology groups prioritized for development in our country.

Within the framework of AMMSTI-21, the Vietnamese delegation attended the 87th ASEAN Committee on Science, Technology and Innovation (COSTI-87) and related events. The COSTI-87 agreed to streamline the system of specialized subcommittees to improve operational efficiency and make practical contributions to APASTI. The conference acknowledged the progress of implementing 05 key tasks in 2025, including: Strengthening ASEAN research cooperation on nuclear safety and risk assessment; applying artificial intelligence in the ASEAN Journal of Science and Technology to serve advanced academic analysis; high-quality human resource exchange network in ASEAN; ASEAN battery safety network to serve energy transition; high-performance computing infrastructure to support advanced scientific research. The conference also highly appreciated the ASEAN Technology Startup Ignite initiative initiated by Malaysia in its role as ASEAN Chair 2025.

The COSTI-87 conference also updated the operation of the ASEAN Science, Technology and Innovation Fund (ASTIF), and agreed to open a new call for project proposals in 2026 on the occasion of AMMSTI-22 in Laos.

On the sidelines of the COSTI-87 Conference, the 12th dialogue session between COSTI and the European Union (EU) also took place. The EU side shared updates on the implementation plan of the Horizon Europe Programme for the period 2026 - 2027, emphasizing cooperation opportunities in the fields of health, bioeconomy and research infrastructure. The EU also introduced the Marie Curie scholarship programme, promoted the exchange of experts and supported quality certification through the Seal of Excellence programme for ASEAN scientists. In addition, the EU affirmed the priorities of science diplomacy, research security and start-up support of the EU Commissioner for Innovation.

The active and proactive participation of the Vietnamese delegation at the AMMSTI-21 and COSTI-87 meetings clearly demonstrated Vietnam's role, commitment and capacity to contribute to building a regional science, technology and innovation ecosystem. Vietnam's shared contents, proposals and policy orientations received attention and high appreciation from ASEAN member countries and dialogue partners, contributing to enhancing Vietnam's position and image in regional cooperation on science, technology and innovation.
