Specifically, Decree No. 165/2024/ND-CP dated December 26, 2024 guiding the Road Law and Decree No. 158/2024/ND-CP dated December 18, 2024 on road transport activities have officially put 4-wheel electric vehicles into the legal framework from July 1, 2025. Accordingly, 4-wheeled motorized passenger vehicles are only allowed to operate on roads with signs indicating a maximum operating speed of 30 km/h, applicable to all vehicles participating in traffic.
Accordingly, from July 1, all 474 four-wheel electric vehicles carrying tourists in the coastal city of Sam Son will have to temporarily stop carrying people because in Sam Son City there are no traffic routes with a maximum speed limit of 30 km/h.
The People's Committee of Sam Son City had previously discussed the issue of placing speed limits of 30 km/h on roads to allow electric vehicles to operate, but it was not feasible because placing speed limits of 30 km/h would cause traffic congestion and negatively impact socio -economic development in other industries and fields.
Mr. Mai Thanh Dong, Head of the Economic Infrastructure - Urban Department of Sam Son City said: “The city has also discussed dividing the lanes for 4-wheel electric vehicles carrying people and regulating the maximum speed of the lane at 30 km/h, but all the roads in Sam Son are very narrow, including the coastal road of Ho Xuan Huong, so this option is not feasible. Currently, the City People's Committee has compiled the opinions of business owners and drivers' representatives to send to superiors for consideration and resolution."
In addition to passenger transport activities, the People's Committee of Sam Son City also requested businesses providing passenger transport services by electric vehicles to stop using vehicles to transport students.
It is known that Thanh Hoa province is one of the first localities in the country to deploy a 4-wheel electric vehicle model to serve tourists, starting a pilot program in 2012 in Sam Son City. From 2019, the Provincial People's Committee issued Decision No. 05/2019/QD-UBND, which stipulates the route scope, operating time, pick-up and drop-off points, and parking requirements for tourist electric vehicles in the area.
Currently, in Thanh Hoa province (including Sam Son city, Hoang Hoa district, Cam Thuy district), there are 596 licensed 4-wheel electric vehicles operating on a pilot basis to transport tourists within a limited area.
Previously, the People's Committee of Thanh Hoa province issued Notice No. 24, requesting the People's Committee of Sam Son City and Hoang Hoa and Cam Thuy districts to strengthen the management of four-wheeled electric vehicles with engines. At the same time, based on the assigned functions and tasks, the People's Committee of Sam Son City and Hoang Hoa and Cam Thuy districts shall preside over and coordinate with relevant units to advise and report to the Standing Committee of the City Party Committee and the District Party Committee on the plan to organize the operation of four-wheeled electric vehicles with engines in the area, ensuring compliance with traffic infrastructure, traffic organization and tourism services. Electric vehicles are only organized to operate on routes with signs stipulating the maximum speed limit of 30km/h for passenger vehicles and 50km/h for cargo vehicles for all vehicles participating in traffic.
