High expectations from a series of key transportation projects.

2025 will mark a significant transformation for Ho Chi Minh City as a series of key transportation projects are launched and put into operation.


A series of key projects have been completed.

In the early days of 2025, the appearance of Ho Chi Minh City's urban transportation infrastructure underwent significant changes as a series of important projects were put into operation.

The An Phu interchange will be completed in 2025, connecting the Ho Chi Minh City - Long Thanh expressway and Long Thanh airport.

In the East, projects such as the Nam Ly, Ba Dat, and Giong Ong To bridges (part of the An Phu intersection) and a section of Luong Dinh Cua road have been completed, facilitating more convenient connections between Thu Duc City and the city center.

In the southern region, important bridges such as Rach Dia Bridge, Phuoc Long Bridge, and the Nguyen Van Linh - Nguyen Huu Tho underpass have officially opened to traffic, improving traffic congestion on this vital route.

With the western gateway, the Ten Lua road, Tan Ky Tan Quy bridge and road, Ba Hom bridge, and a section of National Highway 50 have also been completed, making traffic between Ho Chi Minh City and the provinces in the Mekong Delta more convenient.

In addition, the projects to upgrade and expand Duong Quang Ham and Hoang Hoa Tham roads, the road connecting Tran Quoc Hoan and Cong Hoa streets, and the renovation of Hang Bang canal have been basically completed. These works not only help reduce traffic pressure but also improve the quality of life for the people.

Expanding regional connectivity

Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Construction Investment Project Management Board (Transport Board), said that with the projects completed in 2024, the Board has essentially "paid off" almost all of the projects that had been pending for many years due to land acquisition issues.

These projects don't have a huge total investment, but they play a significant role in connecting districts and counties within the city, helping to solve the traffic congestion problem.

According to Mr. Phuc, 2025 is identified as the year of inter-regional connectivity projects. Accordingly, a series of projects will be completed and put into operation, such as: The entire project to upgrade and expand National Highway 50, connecting Ho Chi Minh City with Tien Giang ; and the An Phu interchange project, which will open up the eastern gateway, connecting the Ho Chi Minh City - Long Thanh expressway and Long Thanh airport.

The Ring Road 3 project, including the elevated section from Tan Van interchange to Long Thanh expressway via Nhon Trach bridge, will also be put into operation, providing convenient connectivity with Dong Nai .

The Ben Luc - Long Thanh expressway section will open for traffic for 22km from Long An to Nha Be district, opening up an additional route to the Mekong Delta and relieving congestion on the Ho Chi Minh City - Trung Luong expressway.

Strategic projects

Along with the completion of other projects, Ho Chi Minh City will commence construction of the Ho Chi Minh City - Moc Bai expressway, accelerate the progress of Ring Road 3, and approve the investment plan for Ring Road 4. At the same time, it will expand gateway expressways such as Ho Chi Minh City - Long Thanh - Dau Giay, Ho Chi Minh City - Trung Luong... These are all strategic projects that contribute to reducing traffic pressure and promoting regional connectivity.

In particular, the Transport Department will also commence several projects to complete the North-South axis, such as the Binh Tien bridge and road, the Nguyen Khoai bridge and road, and the expansion of Nguyen Huu Tho road; coordinating with the Department of Transport to prepare for investment and research 40 projects, including very large transport axes such as the 50B arterial road connecting Ho Chi Minh City and Long An, and steel overpasses at intersections such as the seven-way intersection, the six-way intersection, and Cong Truong Dan Chu.

During the year, Ho Chi Minh City also launched several projects that had previously lacked funding, such as Road 15B, and prepared for the commencement of construction on the Can Gio Bridge, Thu Thiem 4 Bridge, and elevated roads.

Similarly, a representative from the Ho Chi Minh City Urban Infrastructure Investment and Construction Project Management Board stated that in 2025, the unit will accelerate the implementation of a series of key projects such as the renovation of the Tham Luong - Ben Cat - Nuoc Len canal; Xuyen Tam canal; dredging, infrastructure construction, and environmental improvement of the northern bank of the Doi canal; renovation of the drainage system of Nguyen Van Khoi and Le Van Tho streets... along with a number of park construction and urban beautification projects in the city.

Regarding key projects, Mr. Luong Minh Phuc assessed that 2025 will also be a year of special mechanisms. In particular, Resolution 98 and the special mechanisms for the Ring Road 4 project will help separate the land clearance project from the construction project.

In addition, the authority to approve Group B, C, and other projects will be decentralized to local governments, aiming to shorten the process of handling contractor breaches of contract during implementation. This will contribute to ensuring construction progress and accountability of all project participants.

"With lessons learned and best practices from previous projects, along with the special mechanisms allowed by the National Assembly, the city will be able to proactively accelerate progress and implement projects smoothly," Mr. Phuc said.

According to Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, in 2025, the city will finalize the plan for implementing the Ho Chi Minh City Urban Railway System Development Project in accordance with Conclusion No. 49 of the Politburo, striving to submit to the National Assembly in February 2025 a specific policy mechanism to be included in the resolution drafting program.

Mr. Lam assessed that these are unique and superior mechanisms and policies to implement the metro system in the fastest and most effective way.

Currently, Ho Chi Minh City is researching and preparing pre-feasibility reports for 5 BOT projects in accordance with Resolution No. 98 of the National Assembly, striving to complete investment preparation, organize investor selection, and commence construction on at least 2 projects in 2025.
