
This term is particularly significant: Ho Chi Minh City is entering a new phase of development amidst expanding urban space, a larger population, higher governance requirements, and the first-ever operation of a two-tiered local government model. This new context demands that the City People's Council not only perform its decision-making and supervisory functions well, but also clearly demonstrate its role in fostering development, working alongside the government, and listening more closely to the pulse of life.
What voters expect from this term is, first and foremost, that the City People's Council will contribute to promoting three key, breakthrough programs: policy and institutional reform, infrastructure development, and human resource development. These are crucial steps to remove bottlenecks, unlock resources, and create new momentum for the city to develop to its status as a leading city in the country.
Ho Chi Minh City is a place with extremely dynamic realities. Based on these realities, the city needs not only the right policies but also sufficiently strong mechanisms to act quickly, effectively, and consistently. In the first year of this term, proposing to the National Assembly the enactment of a Law on Special Urban Areas for Ho Chi Minh City will create a favorable legal framework for the city to accelerate development and realize its goal of becoming a leading economic , financial, technological, and logistics center in Southeast Asia by 2030.
Another crucial requirement is ensuring the efficient and smooth operation of the two-tiered local government model. Accordingly, the provincial level must be strong in strategy, and the commune level must be strong in implementation. To achieve this, it is necessary to continue improving institutions, clearly defining decentralization and delegation of power. The tendency to shirk responsibility and pass the buck must be overcome; the "request-and-grant" mechanism must be minimized so that the system operates more proactively, officials feel more secure in their work, and citizens and businesses are better served.
Nowhere else possesses such a wealth of resources as Ho Chi Minh City – from financial and human resources to international cooperation resources. With the right mechanisms in place, the city will be able to accelerate digital transformation, green transformation, and innovation in its growth model, while simultaneously creating breakthroughs in infrastructure investment and smart urban governance.
City voters expect early and tangible progress during this term: the rapid restart of long-stalled projects, acceleration of metro line construction, improvement of the urban environment and aesthetics, demolition of houses on and along canals, development of cultural and sports facilities, and the construction of ecological and smart cities... Through these efforts, the quality of life for residents must be continuously improved.
The Ho Chi Minh City People's Council must also continue to perform its oversight function effectively. Issues of public concern must be present at each session, addressed promptly, or have a clear roadmap for resolution to reassure and build public trust. Representatives must effectively act as a bridge to their constituents. The Ho Chi Minh City People's Council needs to continue expanding channels of interaction, listening to the opinions, initiatives, and suggestions of the people, while also closely connecting with the People's Councils of the 168 wards, communes, and special zones to effectively address issues arising from the grassroots level.
The key to the success of previous People's Council terms has been the close connection with the people, the ability to listen to them, to rely on them, and to harness the strength of national unity under the leadership of the Party. The new term demands that this spirit be further developed at a higher, more decisive, and more effective level, worthy of the trust, expectations, and great contributions of the city's people.
