On November 8th, the People's Committee of Lam Dong province announced that the Chairman of the People's Committee had issued a decision to order the emergency construction of the project to urgently address seepage and landslides at the Cay An reservoir in Ta Nang commune, phase 1.
According to the decision, the construction order aims to ensure safety during the operation of the Cay An reservoir irrigation project; avoid the risk of dam failure or collapse; protect the lives and property of approximately 400 households and 200 hectares of agricultural land in the downstream area of the reservoir; prevent dam slope erosion, ensure dam safety during the upcoming rainy season and subsequent years; maintain political security and socio-economic development, and improve the lives of the people.
The Duc Trong Area Investment and Construction Project Management Board is assigned to manage and implement the project. The implementation period is 90 days from the date of signing the order; the estimated cost is 2.9 billion VND, from the provincial budget's contingency fund.

Based on the urgent nature and the extent of the project's impact on downstream safety, the Duc Trong Area Investment and Construction Project Management Board has decided to shorten the implementation time under the emergency construction order to promptly deploy necessary construction measures, ensuring absolute safety for the project and the downstream area as soon as possible.
The People's Committee of Lam Dong province has assigned the Department of Agriculture and Environment to preside over, guide, and inspect the implementation of emergency remediation measures for seepage and landslides at Cay An reservoir in accordance with regulations; to monitor and urge progress, summarize the situation, report the results to the Provincial People's Committee, and propose additional solutions (if necessary) to ensure absolute safety for the structure and the downstream area.

The People's Committee of Ta Nang commune is tasked with promptly disseminating information to the people in the downstream area regarding the safety of the project, proactively developing plans for disaster prevention and control, ensuring the safety of people's lives and property; and supporting land clearance work to create favorable conditions for the construction unit.

As reported by Nhan Dan Newspaper, on the evening of November 7th, the People's Committee of Ta Nang commune issued an emergency evacuation order for approximately 70 households to ensure their safety, following concerns about the potential dam breach at the Cay An irrigation reservoir in the area.
According to observations at the scene on November 8th, a landslide occurred on the shoulder of the main dam near the spillway, with a height of 12m and an area of approximately 50m² . Currently, the authorities have installed temporary piles, reinforced the area with soil, and covered it with tarpaulin to prevent further landslides.

Cay An Lake in Ta Nang commune, put into operation in 2007, has a capacity of approximately 1.7 million m³ and is an irrigation project providing water for about 250 hectares of agricultural land in the area.
