On the morning of September 24, in Hanoi, Deputy Prime Minister Tran Hong Ha chaired an online conference with localities on the implementation of Resolution 19-NQ/TW (Resolution 19), dated June 16, 2022 of the Party Central Committee (13th Term) on agriculture , farmers, and rural areas for the period up to 2030, with a vision to 2045. At the Lam Dong bridge, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc and leaders of departments and branches attended.

According to assessment, after more than 3 years of implementation, Resolution 19 has achieved many positive results, creating clear changes in the awareness and actions of the political system nationwide.
Agriculture has developed strongly, continuing to affirm its role as the foundation of the economy. Food security is guaranteed. Agricultural products meet the increasingly high standards of large markets. Rural areas have developed in a modern, civilized direction associated with urbanization. Farmers are increasingly educated and professionalized.

However, after more than 3 years of implementation, the quality and competitiveness of some agricultural products are not high. Some policies for agricultural and rural development such as: Land, investment attraction... are still limited. Agricultural and rural infrastructure is still inadequate compared to the requirements of large-scale commodity production development. The results of new rural construction between some regions and localities are different.
In Lam Dong, the implementation of Resolution 19 has recorded many results. The GRDP growth rate of the agricultural sector in 2025 is estimated at 5.44%. The whole province has 80 communes meeting new rural standards (reaching a rate of 77.7%). By the end of 2025, the rate of rural population using clean water will reach 98%. The forest coverage rate will reach over 46.72%. The rate of collection and treatment of solid waste in urban areas that meets standards and regulations will reach 90.15%.

Speaking at the Conference, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc emphasized: Lam Dong always identifies agriculture, farmers, and rural areas as the key areas in local economic development. In particular, the province promotes OCOP products and develops cooperative economy.
The locality is continuing to guide localities to implement new rural areas according to advanced criteria. The transformation of rural human resources has been and is being focused on by the locality.

“Lam Dong proposed to the Prime Minister to establish a commercial value chain, establish a logistics center, and an e-commerce platform to improve the quality of agriculture, farmers, and rural areas. If the locality receives investment, it will focus on areas such as agriculture, tourism, and seafood processing. The process of building a modern, model new rural area will be a breakthrough for the province,” Vice Chairman of the Provincial People’s Committee Nguyen Ngoc Phuc proposed.

Concluding the Conference, Deputy Prime Minister Tran Hong Ha requested that after this conference, ministries, branches and localities complete official reports to send to the Ministry of Agriculture and Environment and the Government on the results of implementing Resolution 19. For proposals and recommendations from ministries, branches and localities, the Government Office and the Ministry of Agriculture and Environment will record and provide full information, from which to refer to and absorb, in order to improve the quality of the report.
The work of propagating and institutionalizing the policies set out in Resolution 19 needs to be promoted by units and localities. The most important thing is how to apply the solutions in practice through strategies, programs and plans. For the existing problems and difficulties, orientations in the fields of agriculture, farmers and rural areas need to forecast the context and have a clear plan for implementation in the coming time.

“Localities must clearly recognize what we have done. Those results need to be analyzed and evaluated clearly to have a practical orientation. Avoid the situation where there are institutions and policies, but the results are not commensurate,” Deputy Prime Minister Tran Hong Ha directed.
According to the Deputy Prime Minister, ministries, branches and localities need to closely follow the results of new rural programs, poverty reduction, and socio-economic development in disadvantaged areas. From here, each unit changes its thinking and working style, gradually creating a new society in rural areas.
By the end of 2025, the whole country will have achieved 14/14 targets, ensuring progress in implementing the goals until 2030 compared to the Resolution. Of which, 2 targets have been exceeded, 8 targets are likely to be achieved and exceeded, and 4 targets need to be strived for. The GRDP growth rate of the agricultural sector in 2025 will increase by 4%. The growth rate of agricultural labor productivity in the 2022-2025 period will increase by about 4.86%/year. The growth rate of industry and rural services in the 2022-2025 period will reach an average of 7.5-8.5%/year. By the end of June 2025, the rate of communes meeting new rural standards will be 79.3%.
