On December 17, 2025, the People's Committee of Lam Dong province signed Document No. 9326/UBND-KTTH to resolve legal issues related to the investor names of construction investment projects in the province. The document was issued based on a proposal from the Department of Finance, ensuring accuracy and legality for the implementation of these projects.
According to the document, the adjustment of the investor's name is divided into two main cases. In the first case, for projects that have received investment approval but have not yet received an investment decision, the investor is responsible for submitting the project for appraisal and approval under the new investor name after the administrative units have been stabilized.
For projects that have already received investment approval, the investor's name will be as stated in the capital allocation decision issued by the competent authority. If the investor's name has not been updated in the capital allocation decision, the investor must propose a name adjustment in the investment decision to serve as the basis for proceeding with the next steps.
The Provincial People's Committee also assigned specific responsibilities to the Departments of Construction, Agriculture and Environment, and Industry and Trade to take the lead in advising on adjusting the investor's name in the project approval decision if necessary, based on the investor's proposal.
Specifically, the Department of Finance is entrusted with full legal responsibility for the accuracy and legality of the unit's proposal in this document.
This decision is expected to remove administrative procedural obstacles, accelerate the implementation and disbursement of public investment funds, and contribute to the overall development of the locality.
