On December 12th, the Resolution on piloting a number of specific mechanisms and policies for implementing important large-scale projects in the capital city, which was officially approved by the National Assembly , came into effect and will be applied for 5 years.
This is a historic policy that is expected to become the "golden key" to unlocking a series of bottlenecks in the implementation of public investment projects and large-scale infrastructure projects that are strategically important for the sustainable development and modernization of the capital city.
In fact, Hanoi is currently implementing a large number of major projects such as: Ring Road 4, the urban railway system, urban renovation, and the reconstruction of old apartment buildings.
In particular, in the coming period, the city will implement many very large-scale projects such as the construction project of the Red River Landscape Boulevard, the Olympic Sports Urban Area... Without specific mechanisms and policies, there will be many potential difficulties and obstacles hindering the full development of the role and position of the Capital, especially in the context of double-digit growth in the 2026-2030 period.
Immediately after the National Assembly passed the Resolution on piloting a number of specific mechanisms and policies to implement large and important projects in the capital city, experts, managers, and citizens all expressed their joy, and at the same time considered the issuance of the Resolution necessary and urgent to remove legal "bottlenecks," attract investment, create breakthroughs, and promote faster, more sustainable development with a greater ripple effect in the economic development of the Red River Delta region and the whole country.

Specifically, the Resolution, comprising 12 articles, creates a new legal framework for Hanoi to address long-standing bottlenecks in investment, land clearance for planning, and resource mobilization.
The first key point of the Resolution is to grant more authority to Hanoi.
The City People's Council has the authority to decide on investment policies for public investment and PPP projects that do not use central government budget funds.
The Chairman of the People's Committee of the city is authorized to approve investment policies for projects with a scale of 30,000 billion VND or more, or projects that need to be implemented or as directed by competent authorities. This is a strong step towards decentralization, significantly shortening the investment preparation time.
Another important mechanism is the right to select contractors and investors in special cases, applied to certain key projects to accelerate progress while ensuring transparency as stipulated by the City People's Council.
The resolution also allows Hanoi to decide on compensation and resettlement support levels that can be double the current regulations for projects that need to be implemented. This mechanism is expected to definitively resolve the "bottleneck" in land clearance, a factor that frequently slows down project progress.
In addition, the city has more autonomy in land acquisition, renovation, upgrading, and urban reconstruction.
A notable aspect of the Resolution is the delegation of authority to the Hanoi People's Committee to decide on coercive measures in cases where more than 75% of homeowners or land users, corresponding to at least 75% of the project area, have agreed to the planning, compensation, support, and resettlement plan.

Chairman of the Hanoi People's Committee Vu Dai Thang stated: The resolution creates a more flexible legal framework, removing long-standing bottlenecks regarding planning, compensation, land clearance, and investment policy decisions.
As a result, the city can implement key projects more quickly, contributing to promoting socio-economic development, improving infrastructure and people's lives, while enhancing prestige and governance capacity, creating momentum for the development of the capital in the coming time.
Hanoi People's Committee Chairman Vu Dai Thang added that the mechanisms in the special resolution are superior to those stipulated in the Capital City Law. The city has determined that it must make the most of this time to accelerate implementation.
The City People's Committee has meticulously prepared the steps, from identifying priority projects and planning the mobilization of budgetary and social resources to assigning specific responsibilities.
Hanoi will also concretize these through resolutions of the City People's Council and decisions of the City People's Committee. With the decisive involvement of the entire political system, the projects will be quickly implemented, bringing tangible results and creating a foundation for long-term development of the Capital city.
Sharing this view, some experts also believe that with the National Assembly officially passing the Resolution on piloting a number of specific mechanisms and policies to implement important large-scale projects in the capital city, Hanoi is facing a golden opportunity to undergo a transformation.
Therefore, in the coming period, Hanoi needs to urgently concretize the Resolution into detailed regulations and guidelines, ensuring that the specific mechanisms and policies are applied effectively, for the right purpose, and bring practical benefits to the people of the capital city.
According to Ta Dinh Thi, Deputy Chairman of the National Assembly's Committee on Science, Technology and Environment, the adoption of this Resolution is necessary to create new momentum for the development of the Capital City. However, it is necessary to focus resources and specific mechanisms on key areas where Hanoi has a competitive advantage and can create significant ripple effects.
Only then will the Resolution truly be a groundbreaking tool, realizing the vision of building a "Culturally Rich, Civilized, and Modern" capital city.
It can be affirmed that the specific mechanisms and policies recently approved by the National Assembly are not only a "passport" for large-scale projects, but also a confirmation that Hanoi is ready to enter a new cycle of strong, systematic, and breakthrough development.
And as the ring roads are completed, new bridges span the Red River, modern urban centers spring up, and investment flows in more strongly... that is when the people of Hanoi will fully enjoy the fruits of today's institutional reforms.
