
Members of Parliament pass the Resolution
On the morning of December 11th, at the 10th session, under the chairmanship of Deputy Speaker Vu Hong Thanh, the National Assembly voted to approve a Resolution piloting a number of specific mechanisms and policies to implement important large-scale projects in the capital city.
Based on the opinions discussed by National Assembly deputies, the review opinions of the National Assembly's Economic and Financial Committee, and the conclusions of the National Assembly Standing Committee, the Government has reviewed, incorporated as much as possible, provided full explanations, and finalized the draft Resolution. Authorized by the Prime Minister, Minister of Finance Nguyen Van Thang presented a summary report explaining, incorporating, and revising the draft with key contents.
Refine the scope, target audience, and requirements for transparency.
Regarding the scope of application, the draft Resolution clearly defines the scope and subjects of application, ensuring compliance with the Constitution, the conclusions of the Politburo, the directives of the Standing Committee of the Party Central Committee, and consistency with, and avoiding duplication with, laws and resolutions currently being considered by the National Assembly at this session.
At the same time, to ensure rigor, transparency, and feasibility, to limit corruption, losses, and waste, and to avoid complications in security and order, the Resolution adds a provision assigning the City People's Council the authority to issue comprehensive and timely guiding documents within its jurisdiction.
Taking into account the opinions of the National Assembly's agencies, the draft Resolution has supplemented and revised the contents related to planning work to address existing shortcomings and bottlenecks and unlock resources for the development of the Capital. The new regulations lay the foundation for Hanoi to achieve double-digit economic growth in the coming period.
Specific mechanisms for compensation, support, and resettlement.
To proactively manage land acquisition and definitively resolve obstacles in land clearance, the draft Resolution proposes a special mechanism allowing the City People's Council to decide on compensation and support levels up to twice the normal rate for projects that need to be implemented immediately as directed by competent authorities.
This policy aims to build public consensus from the outset, while prioritizing social welfare for vulnerable groups such as the elderly, the poor, and people with disabilities when they are relocated.
Regarding investment and financial mechanisms, the draft Resolution stipulates that the City is delegated the authority to decide on investment policies and approve investment policies for projects regardless of their capital scale, which falls under the authority of the National Assembly and the Prime Minister, except for projects using central government budget funds.
The city is also permitted to use surplus local budget funds to implement public investment projects, provided that it ensures full fulfillment of its obligations to the State.
After hearing the government's explanatory report, the National Assembly proceeded to vote. The results showed that 435 delegates participated (91.97%), of which 431 delegates voted in favor (91.12%).
The issuance of this Resolution meets the current necessary and urgent requirements, aiming to remove legal bottlenecks, attract investment, create breakthroughs in the development of the Capital, and at the same time strongly promote economic development in the Red River Delta region and the whole country.
