Lam Dong province will not allow investment projects to be delayed due to bureaucratic procedures.

On the morning of May 28th, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep chaired a working session with Project Management Board No. 1 and the regional project management boards under its jurisdiction to hear reports on the implementation and disbursement of public investment capital in 2026.

According to the report, in 2026, Project Management Board No. 1 was allocated a capital plan of VND 2,100.44 billion. As of May 27th, the unit had disbursed VND 97.28 billion, reaching 4.63%. The portion for which the Board is the investor has disbursed reached 9.15%.

The state capital of over 1,037 billion VND allocated to support the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects has not yet been disbursed, due to the delay in processing procedures by the investors and project enterprises.

For regional investment and construction project management boards, the total allocated capital for 2026 is VND 2,048.199 billion, and as of May 27th, over VND 259 billion has been disbursed, reaching 12.65%.

Overall, for projects under the responsibility of the Project Management Board for Investment and Construction No. 1 and its regional boards, the total planned capital is VND 4,148.639 billion, with disbursed value reaching over VND 356 billion, equivalent to 8.59%.

Several transitional projects are progressing well and are expected to be completed in June 2026, such as: the DT.729 road connecting Lam Dong (the land of flowers) with Lam Dong (the land of blue sea); the DT.722 road connecting Lam Dong with Dak Lak ; and the Cam Ly - Phuoc Thanh road.

However, many projects still face difficulties regarding land clearance, material sources, project adjustment procedures, document appraisal, and payment acceptance.

Specifically, the project to upgrade provincial road DT.721 from Km0+000 to Km16+600 has only disbursed over 7.3 billion VND, reaching approximately 2.1%; construction progress is not in line with the contract and an extension of the completion deadline is expected until the end of 2026.

The project to replace five weak bridges has reached nearly 69% of the contract value, but is still facing land acquisition issues at the Ba Can bridge.

Some projects in the Da Lat area are also delayed due to compensation issues, especially those projects with funding extended from 2025 to 2026.

During the meeting, the units requested the Provincial People's Committee to promptly consider and approve projects that have completed the appraisal process; direct localities to expedite the approval of compensation plans and land handover; and at the same time, resolve difficulties regarding the supply of construction materials to ensure construction progress during the dry season.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep emphasized that disbursing public investment capital is a key task that directly impacts economic growth, infrastructure development, and the efficient use of budget resources. Therefore, investors, project management boards, and localities must clearly define their responsibilities and avoid situations where allocated capital is used but projects are delayed in implementation, acceptance, or payment.

The Vice Chairman of the Provincial People's Committee requested that each project have a specific progress schedule, clearly identifying the completed work, the remaining obstacles, the agency responsible for handling them, and the completion deadline.

For projects that can be completed in the second quarter, units must focus maximum manpower, equipment, and acceptance procedures to ensure disbursement is completed according to plan. For projects facing land acquisition issues, local authorities must coordinate closely with investors, intensify efforts to persuade residents, and fully implement all legal steps as prescribed.

The provincial People's Committee leaders also noted that units should not only report general difficulties, but must propose specific solutions for each project. In cases where obstacles are beyond their authority, they must promptly compile and report to the provincial People's Committee for consideration and guidance, ensuring the goal of accelerating construction progress and increasing the disbursement rate of public investment capital in the coming month.
