Over the years, Lam Thuong commune has identified the development of cultural life as a continuous task in the process of local development and the construction of new rural areas. From the guidance of the Party committee and the government to the involvement of mass organizations, the movement has been implemented flexibly, in accordance with the actual conditions of each village and hamlet.
Mr. Hoang Van Coi, Vice Chairman of the People's Committee of Lam Thuong commune, said that the locality always links the movement to build a cultured way of life with patriotic emulation movements and socio-economic development tasks.
"The locality focuses on incorporating cultural life building content into community activities, effectively implementing village regulations and conventions to build a civilized lifestyle, preserve national cultural identity, and promote traditional values," Mr. Coi shared.

It is noteworthy that the movement has not only focused on criteria or titles but has also created a significant shift in people's awareness and actions. Previously, building "Culturally Advanced Families" and "Culturally Advanced Residential Areas" was primarily a matter of campaigning, but now it has become a voluntary goal for each household.
The people are not only concerned with economic development but also with building a green, clean, and beautiful living environment; maintaining security and order; and improving their spiritual lives. This consensus has created an intrinsic strength that has helped Lam Thuong gradually transform.
In Hin Lan village, community cultural life is preserved and promoted through traditional stilt houses, artistic activities, and the spirit of solidarity and close-knit community among the people.
Village head Hoang Cong Binh said that the villagers always uphold the spirit of solidarity, working together to preserve the cultural identity of the Tay ethnic group and build a healthy spiritual life. Currently, over 98% of households in the village have achieved the title of "Culturally Advanced Family," and more than 90% have achieved the title of "Happy Family."

Not only has Hin Lan village achieved many positive results in building a vibrant cultural life, but it is also a place where traditional cultural values continue to be preserved and promoted amidst modern life. The melodies of the Then folk songs and the sounds of the Tinh lute are still passed down to the younger generation. On every holiday, New Year's Day, or National Unity Day, the villagers gather at the community center to exchange artistic performances and strengthen community bonds.
Alongside this, the movement to improve environmental sanitation and beautify rural landscapes is also regularly maintained by the people. Clean roads, lined with flowers along the lanes, have contributed to creating a neat and tidy appearance for the highland countryside.
Ms. Hoang Thi Men, a resident of Hin Lan village, shared: “Everyone in the village is always united, helping each other in life, participating in environmental sanitation, keeping the village roads and alleys clean and beautiful, and preserving ethnic culture.”
While Hin Lan is a shining example of community cultural life, Ban Muoi village is a clear testament to the transformation of an area that was once fraught with difficulties.

Previously, Ban Muoi was a disadvantaged area with a high poverty rate and inadequate infrastructure. However, thanks to the joint efforts of the Party committee, the government, and the people, the village's appearance has improved significantly today, with an invested transportation system, more spacious houses, and increasingly stable lives for the residents. Village head Hoang Van Can said that along with economic development, the people are becoming more conscious of preserving their traditional culture.
"The traditional folk songs and games, which had once faded into obscurity, have now been restored and incorporated into community activities," Mr. Can shared.
Currently, the average per capita income in the village reaches 65.5 million VND/year; the poverty rate has decreased to 4.8%; 99% of households have achieved the title of "Culturally Advanced Family" and 95% of households have solid housing. Notably, 100% of the roads in the village are illuminated by solar power, contributing to changing the rural landscape and ensuring security and order in the locality.
The changes in Ban Muoi are not just about the numbers, but also about the proactive spirit of the people. From a place of waiting and relying on others, many households have boldly developed their economy, actively participated in local movements, and worked together to build a cultural life in the residential area.

Hin Lan and Ban Muoi are just two of many bright spots in Lam Thuong commune in building cultural life. To date, all 31 villages in the commune have cultural centers and sports fields; 100% of villages have cultural, artistic, and sports activity areas that meet standards. Each village maintains at least one cultural and sports club that operates regularly. Cultural centers are now not only meeting places but have truly become community spaces where people interact artistically, organize sports, and share experiences in economic development.
In addition, 31 cultural libraries have been set up in villages and hamlets, contributing to raising the intellectual level of the people and creating conditions for people, especially young people, to access more knowledge and new information.

Beyond simply building a vibrant cultural life, Lam Thuong is gradually realizing its goal of creating a "happy community"—a place where people live in a safe, united environment and achieve comprehensive development.
By 2025, over 94% of households in the commune will achieve the title of "Culturally Advanced Family"; more than 90% of villages and hamlets will achieve the title of "Culturally Advanced Village"; and 90% of villages and hamlets will meet the standards of "Happy Village". Models such as "Happy School", "Happy Classroom", and "Dedicated Hospital - Doctor" will be implemented synchronously, contributing to improving the quality of public services and the level of satisfaction of the people.
According to the set targets, by the end of 2026, the commune strives to have over 90% of households achieving the title of "Culturally Advanced Family", over 90% of households achieving the title of "Happy Family", and the overall happiness index of the commune reaching over 68%. Along with that, the locality is orienting towards developing community tourism , aiming to build a tourism village that meets ASEAN standards.
From clean and beautiful streets and vibrant cultural centers filled with singing to the transformation in the material and spiritual lives of its people, Lam Thuong is gradually affirming the effectiveness of the power of community solidarity.
