I am interested in this because the poverty reduction project is not only in Nghe An , but on a national scale. This is a major policy and program of the Party and State, with the desire to spend a significant budget to invest in improving people's lives, especially rural people.

We all know that the country's resources (not just Vietnam) are limited. How to use resources most effectively in the long term is a matter of calculation. It seems that very few countries choose the method of spreading investment but choose the center, the key point. That is, choose the place, which field has the most potential for development, from there, create resources that spread to the whole region, the whole economy . For example, Vietnam chooses key economic zones. From this key point, it will spread to other places. Or choose the economic strength of a province, a region to invest, from there it will spread to other fields.

In Vietnam (and not only Vietnam), rural areas are at a disadvantage compared to urban areas. This is due to the above mentioned way of choosing key investments. Simply put, if you want to invest in business, you sometimes have to sacrifice your consumption needs. When the company develops, it will not only have money to spend, but also invest in expanding the business...

Our country has been interested in rural areas for decades. There are many programs for rural development. As before, there were programs for especially difficult areas. Coastal program, new rural development program, advanced new rural program, one product per commune program... There is more and more huge investment resources for rural areas. This is the balance of socio-economic development between regions, between areas where the investment role of the State plays an important role. So the countryside, farmers, and disadvantaged people are less disadvantaged. That is the responsibility of every government and society, without "claiming credit".

With such large-scale investment in such programs, we cannot avoid all mistakes. Investments with “wins and losses” are common. What should be avoided most is taking advantage of State investment for personal gain. This can be in the form of exaggerating the effectiveness of the project to get approval; it can be collusion to get the project or it can be that within a project, there are implementation items that are derailed from the focus…

For example, a project to raise cows or ducks. If there is a project, there is money. How much to buy, where to buy, how to build the barn, how to create food sources, how much training effort… We buy everything, all the documents prove it is reasonable. But when the cows cannot reproduce, the ducks are not well cared for and die… So the barn to raise them becomes meaningless, redundant, cumbersome to throw away. The money spent on training is also meaningless. But sometimes the barn is invested more than the livestock.

Another issue that needs attention is that if we want to eliminate hunger and reduce poverty, people must make a profit when implementing the project. If livestock and crop farming are not profitable, not only will poverty not be eliminated, but poverty will also increase. The state may lose its budget, and farmers will lose their efforts and time, without any benefit.

Suppose we ask a question: The poverty reduction project calculates all the input factors, but is the output fully calculated? The project has a time frame, but the market always goes up and down. If the project calculates the output value, it is only within a certain time frame, after which it is “floating”.

Therefore, to implement a poverty reduction program, the most important thing is to have a good heart. But to do it correctly, to do it properly, to finish it and to benefit certain people is probably not difficult.

The title of the article “Broken rod before going fishing” is probably based on the folk saying “It is better to give a fishing rod than to give a fish”. When you have a fishing rod, fishing where there are fish and the fish eat (bait) is what is important.

I kept laughing to myself when I read the title of this article: "Broken rod before going fishing"!
