- After a period of implementation, the "Three Best" emulation movement (Most Disciplined - Most Loyal - Closest to the People) within the provincial police force has increasingly spread, creating motivation for each officer and soldier to continuously train, dedicate themselves, and contribute to building an increasingly clean and strong force.

The "Three Best" emulation movement was launched by the Provincial Police in mid-November 2025. Accordingly, units under the Provincial Police have also launched the movement, organizing briefings for officers and soldiers to seriously implement it, concretizing it through practical actions, linked to the specific characteristics of each unit and each field of work.

With the spirit of "being closest to the people," the police force has proactively stayed close to the community, listening, sharing, and assisting the people. For example, during this year's spring festivals, the provincial police force promptly received and processed reports, information, and denunciations of crimes and violations of the law from residents and tourists, contributing to ensuring that the festivals took place safely and in a civilized manner.

Provincial police officers distributed leaflets and disseminated information, warning people attending the Ky Cung - Ta Phu Festival in 2026 about the tactics used by various types of criminals.

Typically, following public complaints about price gouging and room cancellations during the Ky Cung - Ta Phu festival, which caused public outrage, the Provincial Police promptly investigated and clarified the situation. As a result, on the evening of March 12, 2026, the Provincial Police investigated and clarified the actions of Hoang Van Lam (born in 1999, residing in Dong Kinh ward), who exploited the Ky Cung - Ta Phu festival to speculate and inflate room prices for illicit profit. The Provincial Police issued an administrative violation report against Hoang Van Lam and will continue to investigate and strictly handle related individuals in accordance with the law.

Furthermore, the "Closest to the People" spirit of the police force is clearly demonstrated through activities such as legal awareness campaigns and social welfare work at the grassroots level. For example, since the implementation of the "Three Best" movement, youth union members of the Provincial Police have participated in nearly 40 volunteer and social welfare activities at the grassroots level. Similarly, through the "Godmother" and "Bright Tomorrow" programs, the Women's Committee of the Provincial Police and its affiliated associations are becoming a support system for 55 orphaned and disadvantaged children in the area.

Ma Xuan Loc, from Khon Moi village, Yen Phuc commune – an orphan whose mother passed away – is currently being sponsored by the Women's Committee of the Provincial Police Department under the "Bright Tomorrow" program. She shared: "With the care and love from these 'mothers,' I feel less lonely. I promise to study hard so that I can become a useful citizen for society in the future."

Simultaneously, the spirit of "Ultimate Discipline" and "Ultimate Loyalty" is always emphasized by the units in building a regular and disciplined system, enhancing the awareness of compliance with regulations, etiquette, and conduct of officers and soldiers. Captain Ly Hung Manh, Head of the Van Linh Commune Police, shared: "We strictly maintain the daily morning roll call and briefing; thoroughly instill in officers and soldiers the importance of strictly adhering to schedules, regulations, and discipline; strengthen the inspection of the conduct, etiquette, and cultural behavior of officers and soldiers, thereby raising the awareness and responsibility of each individual in performing their duties, with the focus on protecting the peaceful lives of the people. Specifically in the first quarter of 2026, the unit conducted 60 patrols and inspections in the area, with 180 officers and soldiers participating; detected, clarified, and handled 1 case involving 14 individuals for gambling; and arrested 2 cases involving 8 individuals for illegal drug use." Authorities handled two cases involving two individuals transporting raw materials without covering their vehicles while in traffic.

Similar to the Van Linh Commune Police, police units in the area have actively responded to the "Three Best" emulation movement, applying its contents to the practical realities of each locality and specific task. All units have determined that local peace, the trust and satisfaction of the people are the highest measures to evaluate the effectiveness of the movement. Since the movement's launch, the provincial police force has mobilized and recovered 5 firearms of various types, 3 bullets, 1 grenade, and 29 homemade firecrackers. In addition, they have detected and arrested 32 cases and fined over 80 foreigners for illegal entry; and prosecuted 19 cases involving 31 individuals for facilitating and organizing illegal entry and exit.

Colonel Trieu Tuan Hai, Deputy Secretary of the Party Committee and Deputy Director of the Provincial Police, stated: The "Three Best" emulation movement is a widespread political activity, demonstrating the spirit and determination of the entire force in cultivating courage, discipline, ethics, and a spirit of service to the people. The three contents of the movement are interconnected and complement each other, serving as both goals to strive for and motivations to encourage each officer and soldier to continuously train and contribute. Through this, it contributes to building a truly clean, strong, regular, elite, and modern People's Police force in general, and the Lang Son Police in particular, meeting the requirements of the mission in the new situation.

Over the past four months, the "Three Best" emulation movement has become a driving force for each officer and soldier to continuously train and improve themselves, maintain discipline and order, uphold the spirit of serving the people, and contribute to building an increasingly clean, strong, and comprehensive force.
