The movement to encourage learning, encourage talents, and build a learning society has always received special attention from Party committees and authorities from the province to the grassroots level, creating motivation to promote the emulation movement to study and improve the qualityof education and training in the province.
Previously, the movement of education, learning encouragement and talent encouragement in Yen Binh commune (Y Yen) was not taken seriously by the people. With the attention of the Party Committee, local authorities and the Learning Promotion Association, the movement of learning encouragement and talent encouragement has been promoted. Every year, the Commune Learning Promotion Association proactively advises the Party Committee and the Commune People's Committee to deploy learning encouragement and talent encouragement work; launch emulation movements for learning, spring learning encouragement, and mobilize people to actively support the building of learning encouragement funds of branches and clans. Up to now, the whole commune has had 3,725 members participating in activities in 9 village learning encouragement associations, 3 school associations and 35 learning encouragement clans. In addition to the vibrant learning encouragement activities in schools, many learning encouragement associations, typically An Van, An Ha, An Thi, An To villages, etc., are quite active. Many typical clans in the movement to encourage learning and talent have many successful descendants, such as the Tran Cong clan in An To village, the Nguyen Tai clan in An Ha village, the Dinh Van clan in An Thi and An Thanh villages, the Dinh Tien, Phung Xuan, Ngo Viet clans... Many clans have built a fund to encourage learning from 50 to 300 million VND. On the death anniversary of their ancestors or the Mid-Autumn Festival, clans hold ceremonies to report their achievements and reward their descendants to encourage their awareness of studying. The movement to encourage learning in clans is increasingly focused on, creating solidarity in the community. Thanks to the activities to encourage learning and talent of clans, the descendants in the clan have been encouraged to study well, there is no longer a situation of dropping out of school, and no social evils. In addition, in addition to the fund mobilized to annually award students with high academic achievements, the Commune Learning Promotion Association regularly coordinates with school learning promotion associations to take advantage of support from superiors to award scholarships to students with difficult circumstances who have overcome difficulties to study well. During the 2022 Mid-Autumn Festival, the villages awarded 450 gifts to students with good academic achievements, worth over 13 million VND. Although the gifts were small, they were timely encouragement, encouraging the studious spirit of students, especially the attention and encouragement to students with especially difficult circumstances, contributing to improving the quality of comprehensive education in schools.

In Hai Minh commune (Hai Hau), in recent years, the movement to encourage learning and talent has developed strongly with an increasing rate of excellent students and students passing the entrance exams to colleges and universities. This result is the result of great efforts of cadres, party members and members of the Association for the Promotion of Learning with the determination to build a widespread learning emulation movement in the locality. Up to now, the whole commune has a total of 4,560 members of the Association for the Promotion of Learning. The grassroots associations and the Education Promotion Committees operate in a disciplined and effective manner, in which many Education Promotion Committees have a plan for active activities, regularly encouraging children in the family to excel in their studies. Every year, in preparation for the new school year, the Association for the Promotion of Learning has coordinated with schools, associations in hamlets, and Education Promotion Committees in families to organize a festival for the promotion of learning and talent to award prizes to excellent students with high academic achievements. In addition, the associations for promoting learning and talent have coordinated with mass organizations in residential areas, clans, and parishes to launch the movement to build learning families, learning clans, learning units, and learning communities, creating a widespread influence and raising people's awareness of learning promotion work. Up to now, the associations have had 3,400 to 3,500 families; 100% of clans and hamlets achieving the title of learning family, learning clan, and learning community. The associations and clans continue to promote the building of learning promotion funds in many forms such as mobilizing people, cadres, successful children living far away from home, agencies, and businesses to contribute to the fund. Up to now, 100% of the associations have learning promotion funds ranging from 20 million VND to 600 million VND. In the past 5 years, the Commune's Association for Promotion of Education has received and presented 15 bicycles to students in difficult circumstances, 25 orphans in difficult circumstances received scholarships, and dozens of students with achievements in studying and training were encouraged and rewarded.
The work of promoting learning and talent in the province in recent times has attracted the participation of the entire political system, thereby arousing the tradition of studiousness of the homeland; creating a combined strength, promoting the movement of all people studying, all people participating in educational work. Party committees and authorities at all levels from the province to the grassroots have regularly and focused on promoting propaganda and implementing the directive documents of the Party, the State, and the Central Committee of the Vietnam Association for Promoting Learning on building a learning society. In particular, the provincial and district Associations for Promoting Learning coordinate with departments, branches, the Fatherland Front, and organizations to promote learning and talent promotion activities, building a learning society at the grassroots level. At the same time, they link and coordinate with organizations and individuals to effectively implement educational support activities inside and outside schools; strengthen fundraising for promoting learning to support scholarships for poor but studious students. Building a movement of learning families, learning clans, learning units, and learning communities has become a good model of the lifelong learning movement, an important factor to promote the movement of encouraging learning, encouraging talents, and building a learning society in the province. The Associations for Promoting Learning at all levels in the province have promoted their core role in linking and coordinating with organizations and individuals to effectively implement educational support activities inside and outside schools; and increased fundraising for promoting learning to support scholarships for poor but studious students.
In the coming time, all levels of the Association for Promotion of Education in the province will continue to promote propaganda to raise awareness of the importance of promoting learning, talent, and building a learning society; identifying building a learning society as a basic goal in the strategy for developing and improving the quality of education and training; creating favorable conditions for people of all ages to study regularly and continuously. Promoting the core role of the Association for Promotion of Education at all levels in promoting regular learning activities, lifelong learning in families, clans, and social communities, building a learning society so that the movement for promoting learning and talent truly spreads widely. Focusing on building and replicating learning models with three pillars: building "Learning Citizens", "Learning Units", "Learning Communities", contributing to increasingly raising awareness of social life, increasing income, reducing poverty, quality of life, contributing to the socio -economic development of the locality./.
