Regarding the performance of the Hue City Trade Union during the 2023-2025 period, Mr. Le Minh Nhan assessed:
This period unfolded amidst significant socio -economic changes, coupled with the need to streamline organizational structures and innovate the two-tiered local government model. These factors directly impacted the lives and employment of workers, as well as the operational methods of trade unions.
Under those circumstances, the Hue City Trade Union proactively adapted and implemented its tasks, achieving many important and comprehensive results. During the 2023-2025 period, trade unions at all levels provided care for over 1.6 million union members and workers, with a total budget exceeding 177 billion VND, through many practical programs such as "Tet Reunion," "Trade Union Tet Market," "Trade Union Shelter," "Trade Union Meal," etc., along with timely support activities for union members facing difficulties, affected by natural disasters, reduced employment, or job loss.

Legal counseling and representation for workers' rights have been strengthened, contributing to reducing disputes and maintaining stable labor relations. Dialogue, negotiation, and the signing of collective labor agreements have seen positive progress, with over 85% of units having agreements, many of which provide greater benefits to workers, especially regarding wages, meal allowances, working conditions, and welfare.
In the process of reorganizing and streamlining the organizational structure in accordance with the general policy, the City Trade Union has seriously and synchronously implemented the directives of the Central Committee, the Vietnam General Confederation of Labor , and the City Party Committee, ensuring stability, unity, and cohesion throughout the system, without interrupting the care and representation of union members and workers.
With Hue City becoming a centrally-governed city and operating under a two-tiered local government model, could you share the key tasks that the City's Trade Union will focus on during the 2025-2030 term?
The new context places very clear demands on trade union organizations: the structure must be more streamlined, but the activities must be more substantive, more effective, and closer to union members and workers. In that spirit, the City Trade Union has determined to comprehensively reform the content and methods of its activities, using the interests of its members as the overarching benchmark.
One of the breakthroughs is promoting digital transformation in all trade union activities, from membership management, propaganda, and mobilization to welfare care. Trade unions are accompanying the city's digital transformation process, helping workers adapt to the modern working environment. The goal is to strive to have approximately 65% of workers equipped with digital technology knowledge by the end of the term, thereby enhancing their self-learning and adaptability capabilities.
Simultaneously, we focus on developing union membership and expanding the coverage of the trade union organization, especially in the non-state enterprise sector and the informal labor sector. Each year, the Trade Union strives to recruit at least 6,000 new members, while simultaneously improving the quality of grassroots trade union activities, so that the trade union organization truly becomes a reliable support for workers.
Dialogue and negotiation for signing collective labor agreements continue to be identified as key issues, focusing on matters of direct concern to workers such as wages, benefits, occupational safety and health, housing, childcare, and healthcare. Alongside this, emphasis is placed on improving the quality of human resources, striving for 70% of workers to receive training to upgrade their skills and 75% to be equipped with life skills.
Caring for the lives and welfare of union members is always their greatest expectation. What innovations will the city's trade union implement in the new term to better meet this requirement, sir?
During the 2025-2030 term, the city's trade union will shift strongly from providing immediate support to offering in-depth, long-term care, focusing on essential issues such as employment, income, housing, and occupational safety and health.
Welfare programs for union members continue to expand and improve in effectiveness, mobilizing the participation of businesses and partners to diversify services and reduce living costs for workers. Programs such as "Tet Reunion," "Trade Union Tet Market," "Trade Union Shelter," "Trade Union Meal," etc., will be reformed to be more flexible and convenient, prioritizing union members in difficult circumstances, female workers, young workers, and workers in industrial zones and service-tourism areas.
We are promoting digital transformation in welfare care, making it easier for union members to access, register for, and benefit from policies, ensuring transparency, openness, and resource efficiency. At the same time, we focus on caring for the spiritual well-being of our members, building a safe and humane working environment, and preserving and promoting the cultural identity of Hue.
On the eve of the 16th Congress, what message would he like to send to union members and workers in Hue City?
I hope that union members and workers will always trust and stand alongside the trade union organization in all circumstances. Hue City is entering a new period of development with many opportunities and challenges. The city's working class will continue to play an important role in socio-economic development, and the City Trade Union is committed to always innovating, being democratic, united, and developing, focusing strongly on the grassroots, and protecting the legitimate rights and interests of union members and workers.
Our goal is to build a safe working environment, harmonious labor relations, and a stable and happy life for all union members and workers, in line with the spirit of the 16th Congress of the Hue City Trade Union.
