Last weekend, the Vietnam Fatherland Front Committee of Quang Nam province held its 12th conference to discuss and agree on several issues regarding the 11th Congress of the Vietnam Fatherland Front of Quang Nam province.
At the conference, the leaders of the Vietnam Fatherland Front Committee of the province presented draft documents to be submitted to the congress; the draft review report of the Vietnam Fatherland Front Committee of the province, 10th term; the draft personnel plan for the Vietnam Fatherland Front Committee of the province, 11th term; and the plan for delegates to the 11th Congress of the Vietnam Fatherland Front of the province. After a period of preparation, the Vietnam Fatherland Front Committee of the province has drafted the first version of the documents to be submitted to the congress.
Titled “Promoting the core political role of the Vietnam Fatherland Front, ensuring the people's right to self-governance, strengthening the power of national unity, and striving to make Quang Nam a relatively developed province,” the draft document, comprising 32 pages, consists of two main parts: The first part concerns the situation of national unity and the results of implementing the action program of the Vietnam Fatherland Front Committee of Quang Nam province for the 2019-2024 term. The second part outlines the direction, objectives, and action program for the 2024-2029 term.
At the recent 12th Conference, the Vietnam Fatherland Front Committee of the province received many comments and suggestions regarding the structure and content of the draft document.
Commenting on the assessment of the national unity situation, Mr. Le Van Nhi - Editor-in-Chief of Quang Nam Newspaper and Chairman of the Journalists' Association - said that the 2019-2024 term of the Fatherland Front was very special, because in the past five years, disadvantages have outweighed advantages. In particular, the COVID-19 pandemic has had a comprehensive and profound impact on all aspects, especially the lives of the people.
However, amidst those common difficulties, the great national unity was maintained, and the role of the Provincial Fatherland Front was affirmed. Therefore, the report needs to more accurately assess the situation of the people and the extent to which national unity was promoted during the COVID-19 pandemic…
Representatives from the Provincial Farmers' Association and the Provincial Association for the Promotion of Learning offered specific suggestions regarding the congress slogan, including placing the word "unity" first and adding "innovation". Accordingly, the congress slogan is: "Unity, Innovation, Democracy, Development".
Ms. Le Thi Minh Tam, Chairwoman of the Provincial Farmers' Association, suggested that the document needs to be supplemented with a more comprehensive assessment of existing shortcomings, limitations, and their causes, in order to propose solutions for the next term...
According to the Vietnam Fatherland Front Committee of the province, as of March 15th, 86 out of 241 communes, wards, and towns in the province had completed their Vietnam Fatherland Front congresses.
Some localities completed the process early, such as: Dai Loc (18/18 communes), Bac Tra My (13/13 communes), Dien Ban (9/20 communes), Tam Ky (7/13 communes), Phuoc Son (8/12 communes)... Directive No. 40 dated July 13, 2023, of the Provincial Party Committee requires that the Vietnam Fatherland Front congresses at the commune level be completed before April 30, 2024.
Prioritize the structure of intellectuals and scholars.
According to the draft personnel plan for the XI term of the Vietnam Fatherland Front Committee of the province, the number of members of the XI term of the Vietnam Fatherland Front Committee of the province is 93 (the same number as the X term).
This includes 32 representatives from member organizations; 18 chairpersons of the Vietnam Fatherland Front Committees at the district level; 35 outstanding individuals from various social classes, ethnic groups, religions, economic sectors, and related fields; and 8 full-time staff members of the Vietnam Fatherland Front Committee at the provincial level.
The structure of the Provincial Committee of the Vietnam Fatherland Front for the 11th term is as follows: 25 non-Party members (26.8%), 14 women (15%), 9 ethnic minority members (10%), and 11 religious members (12%). The Standing Committee of the Provincial Committee of the Vietnam Fatherland Front for the 11th term is expected to consist of 8 members (fewer than the 10th term), including a chairman, 3 vice-chairmen, and 4 standing committee members.
According to Vo Xuan Ca, Chairman of the Vietnam Fatherland Front Committee of the province, the personnel plan for the 11th term of the Vietnam Fatherland Front Committee of the province was developed based on the regulations of the Party and the guidelines of the Central Committee of the Vietnam Fatherland Front.
The members participating in the XI term of the Vietnam Fatherland Front Committee of Quang Nam province represent all the people in the province; they possess a patriotic spirit, solidarity, and unity, and are oriented towards the common goal of building a more sustainably developed Quang Nam province.
The draft proposal suggests that the number of members of the Vietnam Fatherland Front Committee of the province for the 11th term should be the same as for the 10th term (93 people). According to Mr. Le Van Nhi, if the regulations allow for an increase in the number of members, priority should be given to increasing the number of members from the scientific and intellectual community to improve the quality of the Front's social supervision and criticism.
According to the draft plan for delegates to the 11th Congress of the Vietnam Fatherland Front of the province, the total number of official delegates attending the congress is 300 people (the same as the 10th Congress).
Of these, 84 are ex officio delegates; 190 are delegates allocated to the Vietnam Fatherland Front Committee at the district level; 5 are delegates from political and social organizations; and 21 are appointed delegates.
Through consultations, the 12th Conference agreed on the number of delegates attending the 11th Congress of the Vietnam Fatherland Front of the province to be 300 official delegates; and agreed to increase the number of members of the Vietnam Fatherland Front Committee of the 11th term from 93 to 95 (an increase of 2 members compared to the 10th term).
