Ceremony to announce the Resolution of the Standing Committee of the National Assembly on the establishment of Dong Trieu City

On the evening of January 1st, Dong Trieu City solemnly held a ceremony to announce the Resolution of the Standing Committee of the National Assembly on the establishment of Dong Trieu City and to receive the First-Class Labor Order – a prestigious award bestowed by the Party and State. This is an important political event, a source of honor and pride for the Party Committee, government, and people of Dong Trieu. Attending the ceremony from the Central Government were: Ms. Nguyen Thi Thanh, Member of the Central Committee of the Party, Vice Chairman of the National Assembly; Mr. Vu Hong Thanh, Member of the Central Committee of the Party, Chairman of the Economic Committee of the National Assembly; and leaders and former leaders of ministries, departments, and agencies of the Central Government. From Quang Ninh province, attendees included: Mr. Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Ms. Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Mr. Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies. Provincial leaders, former leaders, and a large number of people in the city.

Dong Trieu is a land of outstanding people and a cradle for the formation of the mining working class, with a tradition of "Discipline and Unity." Dong Trieu also marks many important events of the Vietnamese revolution. The Mao Khe mining area witnessed the activities of the Party's pioneering leaders during the "proletarianization" period, with the establishment of the first Communist Party branch in the Quang Ninh mining area on February 23, 1930. It was also the birthplace of the Tran Hung Dao War Zone – the Fourth War Zone, which launched the earliest uprising to seize power in the country on June 8, 1945.

Building upon the glorious traditions of the Fourth War Zone, the Party Committee, government, and people of Dong Trieu always maintain a spirit of unity, innovation, and creativity; actively exploiting and effectively developing the potential and advantages of the locality, taking advantage of the leadership and assistance of the Central Government, the province, and neighboring localities; contributing to strong transformations and breakthrough developments, gradually affirming Dong Trieu as a land rich in revolutionary traditions, full of vitality and potential in the process of national renewal, integration, and development.

After nearly 10 years since its establishment as a town, Dong Trieu has emerged as a bright spot in the development of Quang Ninh province, affirming its position as a dynamic and sustainable developing locality in the era of integration. The economy has consistently maintained stable and sustainable growth, with an average growth rate of over 14% during the 2020-2024 period. The economic structure has shifted positively, with the industrial-construction and service-trade sectors accounting for 95.9%; and the agriculture-forestry-fishery sector accounting for 4.1%. Dong Trieu has consistently been a leading locality in Quang Ninh province in building model new rural areas, with Viet Dan commune being the first commune in the country to achieve the model new rural area standard.

Comrade Nguyen Thi Thanh, Member of the Central Committee of the Party and Vice Chairwoman of the National Assembly, presented the Decision of the President of Vietnam awarding the First-Class Labor Order to the Party Committee, government, and people of Dong Trieu City.

From 2020 to the present, the total budget capital invested in projects and works in the city has reached over 12,000 billion VND; many projects and works have been invested in. During this period, over 17,000 billion VND of non-budgetary capital has also been invested in projects and works in the area. The social infrastructure system has been completed, with 100% of cultural centers upgraded or newly built; 79 out of 79 schools have been upgraded to meet standards, effectively meeting the requirements of educational reform, making Dong Trieu a leading locality in educational and training reform; 21 out of 21 health stations have been upgraded, ensuring good service for the people's health care needs. The people's living standards are increasingly improving, with average per capita income reaching 8,803 USD in 2024. There are no longer any poor households in the city according to the province's criteria, exceeding the target set by the Party Congress resolution.

Comrade Nguyen Thi Thanh, Member of the Central Committee of the Party and Vice Chairwoman of the National Assembly, presented the Resolution of the Standing Committee of the National Assembly on the establishment of Dong Trieu City, directly under Quang Ninh province, to the Party Committee, government, and people of Dong Trieu City.

With the determination and tireless efforts of the Party Committee, government, and people of Dong Trieu, on December 29, 2023, Dong Trieu was recognized by the Ministry of Construction as meeting the criteria for a type III urban area with a plan to expand the inner city area by adding 4 wards. On September 28, 2024, the Standing Committee of the National Assembly issued Resolution No. 1199 on the rearrangement of commune-level administrative units, establishing 4 wards: Binh Duong, Thuy An, Binh Khe, and Yen Duc, and establishing Dong Trieu City - the 5th city of Quang Ninh province.

The ceremony announcing the Resolution of the Standing Committee of the National Assembly on the establishment of Dong Trieu City and the awarding of the First-Class Labor Medal is an event of long-term strategic significance not only for the development of Dong Trieu City but also for the entire province; affirming the process of building and developing this land of outstanding people and rich revolutionary traditions. From here, opportunities and prospects for strong development will open up for Dong Trieu in the era of Vietnam's national progress.

Speaking at the ceremony, Ms. Nguyen Thi Thanh, Member of the Central Committee of the Communist Party of Vietnam and Vice Chairwoman of the National Assembly, acknowledged and praised the outstanding contributions of the Party Committee, government, and people of Dong Trieu in particular and Quang Ninh province in general over the years. She emphasized that the elevation of Dong Trieu to a city directly under the provincial administration not only affirms the central government's confidence in the locality's position and development potential, but also serves as a driving force requiring the Party Committee, government, and people of Dong Trieu to continue to strongly promote their glorious traditions, spirit of unity, innovation, and aspiration for development to consolidate its role as one of the important pillars, undertaking the role of regional connectivity, and contributing to helping Quang Ninh province move closer to its goal of becoming a city directly under the central administration by 2030.

The Standing Committee of the Provincial Party Committee, on behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee, presented flowers to congratulate and share the joy with the Party Committee, the government, and the people of all ethnic groups in Dong Trieu City.

Emphasizing Quang Ninh's significant contributions to the national development, the Vice Chairman of the National Assembly expressed confidence that Quang Ninh province in general and Dong Trieu city in particular will make breakthrough progress; continue to be a model of dynamic and comprehensive development, confidently leading the group of localities entering a new era; and make important contributions together with the entire Party, army, and people to realize the aspiration and strive towards the goal of a prosperous nation, a strong country, a democratic, just, and civilized society, standing shoulder to shoulder with the world's leading nations.

Comrade Nguyen Van Cong, Secretary of the Dong Trieu City Party Committee, delivered a speech at the ceremony.

With that belief, the comrade suggested that the Party Committee, government, and people of Quang Ninh province and Dong Trieu city continue to strive to effectively implement the Resolution of the 13th National Party Congress; accelerate and make breakthroughs to achieve the goals and targets set out in the Resolution of the 15th Provincial Party Congress, term 2020-2025. In the development process, the city needs to focus on effectively implementing solutions to improve urban quality and sustainable urban development as outlined in Resolution No. 06-NQ/TW of the Politburo, placing it in the overall context with other localities in the region; contributing to the successful construction of a green, smart, sustainable urban model that adapts to climate change.

Furthermore, provinces and cities need to closely integrate economic growth with effectively addressing social issues, paying attention to environmental protection and sustainable development; urbanization should be carried out synchronously and closely linked with industrialization, modernization, and the construction of new rural areas; continue to promote the implementation of the new rural development program and sustainable poverty reduction; comprehensively develop all socio-cultural fields; improve the quality of education and healthcare; ensure national defense and security, social order and safety; proactively prevent, control, and effectively combat crime and social evils. In particular, strong political determination is needed, along with decisive leadership and guidance to concretize and implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. This aims to create new momentum to drive the strong development of Quang Ninh province in general, and Dong Trieu city in particular, in the era of national prosperity and strength.

Along with economic development and improving people's living standards, Party committees, government agencies, the Vietnam Fatherland Front, and mass organizations in the province need to further strengthen the building and rectification of the Party and the political system to ensure its purity and strength; actively innovate leadership methods; resolutely streamline and reorganize the organizational structure; and improve the quality of Party members, officials, and public employees. They must strictly implement the Central Committee's directives on preventing and combating corruption, waste, and negative phenomena; effectively carry out mass mobilization work; promptly address people's concerns at the grassroots level; and continue to maximize the initiative, creativity, boldness in thinking and acting, and the spirit of "Discipline and Unity" of the people of Quang Ninh, preserving, consolidating, and fostering unity and solidarity within the Party committee, government, and people – considering this a crucial resource for continued rapid and sustainable development.

Regarding Dong Trieu City, the Vice Chairman of the National Assembly suggested that the Party Committee, the government, and the people of the city continue to unite, innovate, strongly unleash the aspiration for development, and propel the city to become an economic, cultural, and historical center not only of Quang Ninh province but also of the entire region.

Immediately following the ceremony, a special artistic program was held to celebrate the announcement of the Resolution of the Standing Committee of the National Assembly on the establishment of Dong Trieu city and the awarding of the First-Class Labor Medal, with the theme: "Dong Trieu - A City with a Bright Future".
