This afternoon, January 20th, the Vice Chairman of the Quang Tri Provincial People's Committee, Le Duc Tien, chaired a meeting with a delegation from the Vietnam-Czech Republic Technology Alliance and the Czech Union of Minerals CDT, led by Mr. Tran Van Minh, Chairman of the Vietnam-Czech Republic Technology Alliance, to discuss proposals for implementing several projects in the province.

During the meeting, the Vietnam-Czech Union of Technology and the Czech Union of Minerals CDT proposed several key areas, including: the construction of the Roli Cement Plant, the Vietnam-Czech Union of Trade Promotion Center, a research, application, and production area for new materials; cooperation with Sekong Company - Phonesack Group (Laos) in the construction of a coal conveyor belt, National Highway 15D, and My Thuy port; a proposal for Quang Tri province to send a letter to the School of Interdisciplinary Sciences and Arts, Vietnam National University, Hanoi, regarding the Smart Organic peatland reclamation project; and negotiations on the goal of developing Quang Tri province into a national center for research and development of new materials.

Based on proposals from the Vietnam-Czech Union of Technology and the Czech Union of Minerals CDT, representatives from various departments and sectors provided information on the strengths and development potential of each field.

Regarding the proposal to build the Roli Cement Plant, a representative from the Department of Construction stated that Decision No. 1488/QD-TTg dated August 29, 2011, of the Prime Minister approving the Plan for the Development of Vietnam's Cement Industry for the period 2011-2020 and orientation to 2030 has expired.

According to the provisions of Government Decree No. 09/2021/ND-CP dated February 9, 2021, on the management of construction materials, during the appraisal process for approving investment policies, the suitability of the project's raw material sources for production must be assessed in relation to the mineral resource plan for construction materials.

According to the Provincial Planning and the draft project for the Development of Construction Materials in the province, the period up to 2030 aims to effectively utilize the capacity of existing grinding plants in the area, innovate technology to save raw materials and fuel, improve quality, and ensure environmental hygiene.

According to Decision No. 1626/QD-TTg dated December 15, 2023, of the Prime Minister approving the Plan for exploration, exploitation, processing, and utilization of mineral resources for construction materials for the period 2021-2030, with a vision to 2050, Quang Tri province does not have a list of planned mining sites for cement production raw materials.

Therefore, if investors wish to conduct investment research, they are requested to carry out procedures to supplement the planning for exploration, exploitation, processing, and utilization of mineral resources used as raw materials for cement production.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien acknowledged that the Vietnam-Czech Union of Technology and the Czech Union of Minerals CDT had proposed several projects in Quang Tri, which are consistent with the province's socio-economic development orientation.

Based on the province's potential and advantages, as well as the unit's determination to research and propose projects, Quang Tri province requests that the unit promptly realize the construction of a research center to implement several highly feasible projects, with particular attention paid to the research, application, and production of new materials, and the efficient exploitation of local sand and titanium resources.

Regarding the proposal to build the Roli Cement Plant, the Vice Chairman of the Provincial People's Committee highly appreciated it and considered it a highly feasible idea that could be implemented soon. He requested the Department of Planning and Investment to study the procedures for granting investment approval to support the unit in implementing the steps in accordance with the law.

At the same time, the Provincial Investment, Trade and Tourism Promotion Center and the Department of Construction are tasked with coordinating with the Vietnam-Czech Republic Technology Alliance and the Czech Mineral Association (CDT) to finalize the proposed ideas for implementing the next steps.
