According to the Ministry of Education and Training , the change of administrative boundaries will directly affect the curriculum and content of a number of subjects. Specifically, the subjects History and Geography (grades 4, 5, 9), Geography (grade 12), History (grade 10) and Economic and Legal Education (grade 10) will need to be revised and updated in terms of requirements, knowledge, place names, data, maps, charts and socio-economic information. This is an important basis for amending textbooks.
The Ministry of Education and Training emphasizes that textbooks are important learning materials and documents, but they are not the only ones. Teachers and schools are given the right to proactively arrange learning topics, update and supplement content to suit the students, teaching and learning conditions and local practices.

"Therefore, in the 2025-2026 school year, teachers and schools will continue to use the current curriculum and textbooks. At the same time, responsible units will proactively select and adjust teaching materials, lessons, and topics to suit local realities and the two-level government model," the Ministry of Education and Training instructed.

Speaking to the press, Associate Professor Dr. Nguyen Van Tung - member of the Board of Members, Deputy Editor-in-Chief of Vietnam Education Publishing House (NXBGDVN) said that NXBGDVN has been reviewing and compiling statistics on contents related to changes in administrative boundaries to report and ask for instructions from the Ministry of Education and Training. "After the Ministry of Education and Training issues the revised and updated contents in the curriculum of subjects as announced on June 14, NXBGDVN will proceed to revise textbooks and submit them to the Ministry of Education and Training for review and approval according to the correct procedure."
Mr. Tung also said that the principle of textbook revision is to closely follow and update the content related to administrative boundaries, but in the spirit of minimizing the revision of textbook content.
Regarding the supply of textbooks for the 2025-2026 school year, Associate Professor, Dr. Nguyen Van Tung added: "While waiting for textbooks to be revised and updated, teachers and students will continue to use current textbooks according to the direction of the Ministry of Education and Training. The Ministry will have specific instructions on adjusting lesson materials and content. NXBGDVN will actively support schools and teachers in using current textbooks according to the direction."
The preparation of textbooks for the new school year 2025-2026 is currently being urgently carried out by the Vietnam Education Publishing House. The representative of the Publishing House said that the books are being printed and stored, and are expected to basically meet the needs of students and teachers this July.
